Approved Minutes for 1st September 2020

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 1st September 2020

 at 7pm, via Zoom conference call (virtual meeting).

Meeting commenced at 7.06pm

 

There were three members of the public present, Cllr Rickett, District Councillor; Dephine Suty and Tish Cookson from the Lincolnshire Wildlife Trust, Dynamic Dunescapes Project.

 

Councillor Rickett reported that there were no further updates regarding the devolution. He stated that there are concerns that it will be the constituents that will potentially suffer from the changes. That there will be a huge disconnect between the new council and the public.

 

He stated that Cllr McNally sends his apologies for not attending the meeting due to prior engagement.

 

He reported that there is still some grant money available.

 

There was an approx. 20 minute presentation from Lincolnshire Wildlife Trust regarding the Dynamic Dunescapes Project.  A copy of the slides and poster are attached with these minutes.

                                            

Statutory proceedings commenced at 7.40pm

 

01301   Apologies for absence – text apology from Cllr Robin Smith. Cllr Smith will need to apply to the Council for a dispensation as he has missed all meetings since January 2020. The Clerk has received an email from Cllr Lowcock stating that he is resigning. The Council expressed their sadness at this news and thanked Cllr Lowcock for his valued contribution to the Council. Cllr McNally sent an apology through Cllr Rickett, he had a prior engagement.

                 

01302   Minutes of the Parish Council Meeting held on 4th August 2020 had been circulated. It was resolved to accept the minutes, p SH, s SD. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

 

01303  Declarations of Interest – There are no declarations of interest.

 

 

01304   District/County Councillor Reports – Cllr Rickett updated the council in the public session due to him needing to leave the meeting early.

 

01305   Councillor Vacancies – There are now 2 vacancies. No interest shown.          

 

01306   Gayton Wind Farm Community Fund Applications – no applications received.          

 

01307   Financial Matters

  1. Accounts to be paid/authorised:
    • Clerk’s salary and expenses for August 2020 including HMRC payment for month 6 of 2020/2021.
    • Wolds Gardening Inv-1126 for £95 (excl VAT) for cut on 5th Aug 2020.
    • Wolds Gardening Inv-1127 for £95 (excl VAT) for cut on 19th Aug 2020.
    • Pre authorisation for 3 x cuts in September providing contractor fit for work; £95ea cut on invoices INV-1185, INV-1186 & INV-1187 (2nd, 16th & 30th Sept).

 

It was discussed and resolved that the Clerk contact the contractor and request that the cut on 2 September be put back a week (therefore cuts to be on 9 and 23 Sept). However, it was resolved to approve all three payments noted above, p JL, s RAS.

 

  • Council discussed the closure of the Nottingham Building Society bank account. It was resolved to pay the monies into the Lloyds bank account and ring fence the funds pending the opening of a new account. This will be discussed as part of the November meeting agenda, p JL, s SH.

01308   EK Financial Matters –

a.         No accounts to be paid.

b.         Bank Reconciliation and Receipts and Payments remain unchanged and were                not reviewed on this occasion.

 

01309   Dynamic Dunescape – This was discussed as part of the presentation at the start of the meeting and there is nothing further to add.

 

01310   Pavement – Council discussed that the weed treatment has not be affective. The Clerk will report this to Cllr McNally.

 

01311   Trees at St Clements – Council discussed. The Clerk has arranged for a tree survey to be completed on 17th September. Cllr Harrison will endeavor to attend with the contractor.

 

01312   Grass Cutting Contract – current grass cutting contract was discussed.  When the contract is up for review/renewal, an amendment is to be considered regarding the frequency of maintaining the garden boxes. A full review of the service needs to be conducted. The Councillors were happy with the standard of work.

  1. – The Clerk will investigate what the last correspondence was regarding the proposed maintenance to Three Bridges Lane and report back to the next meeting. In the meantime the Council resolved to request an Archer Test along the road. The Clerk is to contact LRSP to request, p JM, s SH.

 

01315 – Pot Holes – the Council discussed the lack of quality of the maintenance of filling of the pot holes throughout the village and that numerous ones are being overlooked. The Clerk was asked to investigate raising a corporate complaint and contacting the Head of Highways and Planning, Richard Davies.

 

01316 Reports from Outside Bodies –It was reiterated regarding the devolution of local councils. LALC have their AGM on 13th October which will be held via Zoom, Cllr Dover and Cllr Morris to attend.

 

  1.    Correspondence – No new correspondence that has not already been covered under a different item.

 

  1. – There were no new updates on the Community Support for COVID-19.

No communications can be located on the free trees that were offered to local communities.

A Councillor reported a burglary at their property, which had been very distressing. Residents to be vigilant and aware of unusual activity around properties.

 

  1. –The Clerk reported that she had attended the new website training and this would be a big piece of work. She also reported that she had no had the opportunity to look at the three year financial planning spreadsheet, however, this would be completed in line with the new budget for 2021/22.
