Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 4th August 2020

 at 7pm, via Zoom conference call (virtual meeting).

Meeting commenced at 7.02pm

 

There were two members of the public present, Cllr Rickett, District Councillor.

 

There were no comments/questions from the public.

                                            

Statutory proceedings commenced at 7.03pm

 

01285   Apologies for absence – text apology from Cllr Robin Smith. No contact from Cllr Lowcock, although the Council were informed that he was attempting to join the meeting. Cllr McNally sent an apology through Cllr Rickett, he had a prior engagement.

                 

01286   Minutes of the Parish Council Meeting held on 7th July 2020 had been circulated. It was resolved to accept the minutes, p JL, s RAS. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

 

01287  Declarations of Interest – Cllr Clark declared an interest in Item 7 on the agenda regarding the planning application for Louth Town Juniors Football Club.

 

01288   District/County Councillor Reports

 

Cllr Rickett updated the Council on the following points:

 

  • There is discussion to dissolve District/County councils and for an entirely new organisation(s) would be formed as a new management, led by a Major, dependent on the final outcome dictates this. This is still very early discussions and he will keep the Council updated.
  • Refuse collection vehicles have been changed to yellow wagons which are cleaner diesel engines (cleaner than some petrol). These are at a cost of £160K each and looking forward to electric vehicles, the technology is not advanced enough yet to be cost effective.
  • District grant money is still available.
  • A question was raised about the pathways and the weed control. Cllr Rickett is to follow up with Cllr McNally and let the Clerk know any updates.

01290   Gayton Wind Farm Community Fund Applications – no applications received.          

 

01291   Planning Application - Application reference N/145/01052/20 - LOUTH TOWN FOOTBALL CLUB, MAIN ROAD, SALTFLEETBY, LOUTH, LN11 7SS - Planning Permission - Extensions and alterations to existing building to provide officials changing room and turnstiles, provision of a hard standing around the existing football pitch, erection of 3no. spectator stands, 2no. dug outs and provision of 6no. floodlights –

 

The Treasurer for LTJFC joined the meeting at this point to support any financial based questions.

 

This application was discussed at great length. Two resident letters/emails were read out at the meeting and discussed. The main points covered:

  • Opening hours were discussed as there seemed to be a discrepancy on the application form which stated that there was no change to opening hours.
  • Times of the matches were clarified as being up to 10pm at the latest (this is only if the club is promoted up a league).
  • Sewerage was discussed as there seemed to be an error on the application form which could have been an oversight. The site is on mains sewerage and this is not relevant.
  • Impact on other clubs would not be affected as they are already planned in and would not be adversely affected by any matches.
  • Mr Clark reiterated that this is a 5 -10 year plan and it safeguards the ground for the future. The Club will need to be promoted to the next league to use the flood lighting and the lighting would be used when absolutely necessary due to the cost.
  • He also stated that he does not anticipate any additional vehicles to access the car park than what is happening now. He has not observed anyone parking on the verges as there is an overflow carpark that can be used. There will not be any overnight changes to what takes place now; this is a 5 -10 year plan.
  • Potential increase in noise pollution was discussed. Mr Clark stated that this would be no more than having a band/event on at the Marshlands in an evening.

 

Cllr Rickett left the meeting at 7.35pm.

 

Options for voting were to provide no comment; support the application; oppose the application or support with provisos.

 

The initial vote was 4 in favour and 2 to oppose. A question was raised around the Councillors that used the building for the Saltfleetby Community Association and whether they had an interest. With these votes being discounted and Madam Chairman casting a deciding vote, it was resolved to support the application with the proviso that the flood lights would only be used judiciously. The Clerk will complete the comments on the portal.

 

Cllr Clark left the meeting for another engagement at 8pm. The Treasurer for LTJFC left.

 

01292   Financial Regulations – It was discussed and resolved to remove section 2.2, p SH, s JM. Section 6.7 add ‘in exceptional circumstance where there is a virtual meeting held, cheques will be signed within 2 days of the meeting.’ It was resolved to approve the Financial Regulations with the changes stated above and at the changes approved at the meeting on 7th July, p JF, s JL.

 

01293   Financial Matters

  1. Accounts to be paid/authorised:
    • Clerk’s salary and expenses for July 2020 including HMRC payment for month 5 of 2020/2021.
    • Wolds Gardening Inv-1069 for £95 (excl VAT) for cut on 8th July 2020.
    • Wolds Gardening Inv-1070 for £95 (excl VAT) for cut on 22nd July 2020.
    • Pre authorisation for 2 x cuts in August providing contractor fit for work; £95ea cut on invoices INV-1126 and INV-1127.

 

It was resolved to approve the above payments, p SD, s RAS.

 

It was raised that the Council would like to discuss the garden maintenance contract in more detail and this will be added to the September agenda.

01294   EK Financial Matters –

a.         Louth Town Juniors Football Club payment for £4,575.00 (chq 000133) was    approved. This cheque was issued on 21st July 2020 due to the contractor             requiring payment by the end of July 2020. The grant had been approved at        the panel meeting held on 22nd January 2019, p SH, s RAS.

b.         Bank Reconciliation and Receipts and Payments remain unchanged and were                not reviewed on this occasion.

 

01295   Dynamic Dunescape – It was discussed that more information is required so that the Council are aware of the project details/scope. The Clerk was requested to invite the Community Engagement Officer to attend the next zoom Parish Council meeting on 1st September to be available to answer any questions/concerns around the specifics of the project.

 

01296 Reports from Outside Bodies – There were no reports.

 

  1.    Correspondence – No new correspondence that has not already been covered under a different item.

 

  1. – There was an update on the Community Support for COVID-19. As with previous months, Councillors have been kept updated with any vulnerable people in the village via the long standing local postman. It was reported again that there still appeared to be no one in particular at risk and this remained to be monitored daily. Most residents were being supported by neighbours, friend and family members.  

 

No communications can be located on the free trees that were offered to local communities.

 

Trees at St Clements Churchyard were discussed and it was resolved for the Clerk to check with ELDC whether there are any Tree Preservations Orders or within a conservation area and then arranges a tree survey, p JL, s JM.

 

  1. – The Clerk updated the Council. The pothole at Saltergate had not been filled and the Clerk would follow up with Highways through the portal. The Dog Worrying posters are printed and ready for display. Cllr Lusby will collect from the Clerk. Speed Limit Signage would be carried over to the next agenda. Fly Tipping/CCTV posters have been delivered. Councillor Training has been requested for the Online Councillor Course, the Clerk is waiting for LALC to send over the login details to the Councillors.
