Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 2nd June 2020
at 7pm, via Zoom conference call (virtual meeting).

There were two members of the public present, Cllr McNally and Cllr Rickett, County and District Councillors.

01245 Apologies for absence – email apologies from Cllr Lowcock, email apology from Cllr Clark. No contact from Cllr Robin Smith, although the Council are aware of connectivity/internet issues.
01246 Minutes of the Parish Council Meeting held on 5th May 2020 had been circulated. It was resolved to accept the minutes, p JL, s SH. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.
01247 Minutes of the Confidential Parish Council Meeting held on 5th May 2020 had been circulated. It was resolved to accept the minutes, p JF, s RAS. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.
01248 Minutes of the Annual Parish Council Meeting held on 5th May 2020 had been circulated. It was resolved to accept the minutes, p SD, s RAS. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.
01249 Declarations of Interest – there were no declarations of interest received via email.
01250 District/County Councillor Reports –
Cllr Rickett
- Council is looking to reopen Louth Market and is looking into ways to do this safely.
- Small business grants are still available.
- Coastal regions were closed up to and over the bank holiday. Since the lockdown restrictions have been lessened there has been a significant increase in visitors to the local area. Concerns were discussed mainly around the number of people travelling from farther larger towns and cities.
Cllr McNally
- Street numbering for Saltfleetby would require 75% of residents to agree. It would need to be number and house name in the address and this would need to be changed on all financial paperwork for each household. Also, there is a cost involved of fixed charge of £150 and £10 per household. Cllr McNally to pass on details and the information to be placed in the next village newsletter.
- Item 9 was discussed. The application has been submitted partially due to close down of facilities at Theddlethorpe causing difference processes required at the Howdales site.

01252 Gayton Wind Farm Community Fund Applications – no applications received.
01253 LCC REFERENCE: PL/0052/20; DEVELOPMENT: FOR PRIOR APPROVAL FOR DEVELOPMENT ANCILLARY TO MINING OPERATIONS COMPRISING THE INSTALLATION OF PROCESSING FACILITIES, INCLUDING METERING REFRIGERATION UNIT MANIFOLD, GLYCOL DEHYDRADION UNIT, ACOUSTICALLY-HOUSED COMPRESSION AND GENERATION EQUIPMENT, PIPEWORK AND MANIFOLD AT THE SALFFLEETBY 'B' SITE.LOCATION: SALTFLEETBY 'B' SITE, HOWDALES, SOUTH COCKERINGTON, LOUTH; GRID REFERENCE: 542561 391327 – Council discussed and resolved to approve the application with a comment on that the traffic report is not a true reflection of the volume of traffic through the village and surrounding areas. The report is from February which is out of agriculture and holiday seasons and that the volume of traffic significantly increases in the summer period, p JL, s RAS.
01253 Personnel Committee with Responsibility for the Clerk – It was resolved to elect Cllrs Dykes, Rick Smith and Harrison to be on the Personnel Committee, p JF, s JM.
01254 Risk Assessments – All risk assessments were reviewed and approved with an additional that the Clerk devises a checklist for the monitoring of the Defibrillators at the Prussian Queen Public House and at Marshlands Community Centre, p RAS, s SD.
01255 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for May 2020 including HMRC payment for month 3 of 2020/2021. It was resolved to approve the Clerks salary, expenses and HMRC payment, p SH, s RAS.
- Wolds Gardening Inv-0932 for £95 (excl VAT) for cut on 13th May 2020.
- Wolds Gardening Inv-0933 for £95 (excl VAT) for cut on 27th May 2020.
It was resolved to approve the above Wolds Gardening payments for May 2020, p SD, s JF.
- Pre authorisation for 2 x cuts in June providing contractor fit for work; £95ea cut on invoices INV-1002 and INV-1003. It was resolved to preauthorise the above 2 payments for June 2020, p RAS, s SD.
- J Cooper invoice dated 10th May 2020 for £45 for internal audit of Accounts 2019/20. It was resolved to approve this payment, p SH, s RAS.
- Lincolnshire Fieldpaths Association Subscription for 2020/21 until 31st May 2021 of £5.00. It was resolved to approve this payment, p SH, s SD.

Council discussed and resolved the above in the order listed above, p JL, s RAS. The above documents will be signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk for action.
e. Bank Reconciliation and Receipts and Payments to 30th April 2020. It was resolved to accept the financial reports, p RAS, s SD.
01256 EK Financial Matters –
a. Council discussed and resolved to use Duncan & Toplis to audit the Gayton Windfarm Community Fund Account for 2019/20, p SH, s RAS.
b. Bank Reconciliation and Receipts and Payments to 30th April 2020. It was resolved to approve the finance report, p SH, s SD.
01257 Councillor Training – Council discussed LALC training for new councillors. It was requested that the Clerk investigate potential costs/process for online training and report to the next meeting.
01258 Flailing – Council discussed and it was resolved to go ahead with flailing in the village, p JF, s SD.
- – none.
- Correspondence – The Clerk reported that she had received an email from a resident and the issues mentioned will be added for discussion on the next agenda on 7th July 2020.
- – There was a further report on the Community Support for COVID-19. As last month, Councillors have been kept updated with any vulnerable people in the village via the long standing local postman. It was reported that there still appeared to be no one in particular at risk and this remained to be monitored daily. Most residents were being supported by neighbours, friend and family members.
It was reported that the state of pavements in the village are a concern and this is to be added to the next agenda.
There is a house with an overhanging hedge which is encroaching on the pavement along the B1200 Main Road. This will be monitored and added to the next agenda. Also there is a house along Salter Gate that has trees overhanging the highway. The Clerk is to report this to LCC Highways using the fixmystreet app. Councillor to send the Clerk photos of the trees to include in the report.
It was reported that dogs are scaring livestock in the village. This is to be added to the next village newsletter. The Clerk has been requested to obtain posters for display in the village from various organisations.
It was reported that there are free trees available for the village. This is to be added to the next agenda for discussion.
- – The Clerk had already circulated the audit report for 2019/20 accounts from Ms Cooper and this had no issues to report.
