Meeting commenced at 7pm.
There were 4 members of the public present.
There were 2 residents from 1 Osier Holt that attended the meeting to discuss item 7 on the agenda. They stated that they believe that the tree at 1 Osier Holt poses a risk and the Council’s Tree Preservation Officer does not have the same view. The tree is leaning so far over that it has taken down a neighbour’s fence and other conifer trees. The residents asked for the Council to support their application when discussed during item 7. SD suggested that they contact Cllr Rickett for further support.

01188 Apologies for absence – Cllr Robin Smith, Cllr Facer and the Clerk sent their apologies. All apologies were accepted.
01189 Minutes of the Parish Council Meeting held on 7th January 2020 had been circulated. One adaption was made to include apologies from Cllr Harrison. It was resolved to accept the minutes, p JL, s BS. The minutes were duly signed by the Madam Chairman.
01190 Minutes of the Confidential Parish Council Meeting held on 7th January 2020 had been circulated. It was resolved to accept the minutes, p RAS, s DL. The minutes were duly signed by the Madam Chairman.
01191 Declarations of Interest – JL declared an interest for item 7 on the agenda.
01192 District/County Councillor Reports – Cllr McNally spoke about the Road Safety Partnership in connection with the road traffic accidents at the junction of Three Bridges Lane and the B1200. He feels that the police are not informed if the accident is not of a serious nature.
The signage at the junction was discussed and Cllr McNally agreed to investigate and source additional information.
Cllr McNally reported that the repair of the B1200, just before Manby has been completed and that sand bags have been used to support the road. The Council expressed their concerns that the repair was not adequate to support the crumbling bank.
He reported that more money is being invested into flood prevention as the issue has escalated in local areas. The Council has decided that care providers should have 20 minutes for each appointment rather than 15 minutes. St Barnabas have a drop in session every 3rd Wednesday for people who are carers.
LD asked if anything is being done about the knock on effects of all the new housing developments in the area e.g. GP provision, hospital, dentist, schools. Cllr McNally explained that these should be taken into consideration when planning applications are made.
01193 Gayton Wind Farm Community Fund Applications – there was one application. Proposal to go into closed session at the end of the meeting to discuss, p SC, s RAS.
01194 Tree Preservation Order: Saltfleetby, 1982 (147.02), Tree(s): A1 - Application Reference Number: 0003/20/TPA - Council resolved to support the application and requested the Clerk to write a letter of support, p SC, s RAS.
Councillor Lusby took no part in the discussions.
01195 Financial Matters –
a. Accounts to be paid/authorised
- Clerk’s salary and expenses for January 2020 including HMRC payment for month 11.
It was resolved to approve the above payments, p JL, s RAS.
b. Monthly Councillors Report for January 2020. It was resolved to approve, p SH, s RAS.
01196 EK Financial Matters –
a. Accounts to be paid/authorized – none.
b. Bank Reconciliation and Receipts & Payments Report to 31st December 2019 were presented to the Council.
It was resolved to approve the above, p SH, s RAS.
- – Cllr Dover has contacted Fund Managers CCLA, who were recommended by LALC. However, it appears that they could not provide investment support for the Wind Farm Fund as the Fund is not a registered charity but nor does it pay tax. She will continue to investigate and will report at the next meeting.
01198 Accidents at B1200 & Three Bridges Lane/North End Lane – Sandra read out the Clerk’s report.
01199 Emergency Planning – It was discussed and resolved for RAS and the Clerk to contact Steve Harris from the Emergency Planning Department with reference to the process. Some areas to be discussed are those at risk (priority), farmers, manpower, skills, responsibilities. It was suggested that certain individuals be allocated set tasks/responsibilities p RAS, s SH.
01200 Reports from Outside Bodies – None.
01201 Correspondence – The acting Clerk (SD) read out an email from a resident in the village regarding a damaged footbridge along a footpath between the B1200 and the Stump. The Clerk has requested advice on which footpath to be able to report it on LCC website. It was agreed that the footpath was number 3 on the map the Clerk had provided.

01202 Councillor Reports
- Louth Leader draft article – A draft article has been composed (attached). Photographs to support the article would be useful. Councillors to take some photos and send them to the Chair. It was suggested that the Council step up on potential action regarding the lack of maintenance on Three Bridge Lane. As the Clerk is not present this will be left until the next agenda.
Some points to be raised:
- Council not happy with response to their complaint regarding Three Bridges. The surveyors who should have checked Three Bridges Lane before and after the cable work, apparently failed to ensure that the road was restored to its original condition.
- The response to our complaint included a comment that they did not find any evidence that Highways had failed to deliver what was required of them. The Council disagree because they have failed to deliver an adequate and safe road.
- It was agreed that, in response to this letter, the Clerk be asked to query why, since the road is in such a poor state, it has not been closed to HGV’s.
- No further update on the relocation of the Royal Mail Post Box. SC to follow up.
- It was reported that the new village signs could not be installed due to the current poor weather conditions and will be completed when the weather has improved.
- The deadline has passed on the Grants for open spaces and ‘pocket parks’ so this will no longer be an agenda item.
- There are now 2 sets of keys for the Lych-gate. It was suggested that the Clerk holds the keys.
01203 Parish Clerks Report – see appendix 1 for Clerks report. Mr Morris is to be invited to APM to talk about the potential speed guns and consequences for speeders.
