Approved Minutes for 5th May 2020

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 5th May 2020

 at 7pm, via Zoom conference call (virtual meeting).

There was one member of the public present, Cllr McNally, the County and District Councillor.

01231   Apologies for absence – email apologies from Cllr Lowcock and text from Cllr Robin Smith. No contact from Cllr Dykes but discussed she may be having connectivity issues with Zoom.

                 

01232   Minutes of the Parish Council Meeting held on 7th April 2020 had been circulated. It was resolved to accept the minutes, p RAS , s JF. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

 

01233  Declarations of Interest – there were no declarations of interest received via email.

 

01234   District/County Councillor Reports – Cllr McNally reported that there was still £24m in business grants still available due to the Coronavirus. Also, through ELDC, there is still small business rate relief available. Community Groups can apply for grants. Planning applications are still being reviewed and discussed using Zoom Calls. Waste Management sites will be open in the next 2-3 weeks for green waste and wood but would only be available through booking time slots to visit.

 

01235   Councillor Vacancies – no interest has been shown as of yet. 

 

01236   Gayton Wind Farm Community Fund Applications – no applications received.          

 

01237   Planning Application – Natural England Reserve Office, Sea View Road, Saltfleetby, LOUTH, LN11 7TR – N/145/00661/20 – Planning Permission – Erection of 2no. Zedpods for accommodation for volunteer staff and provision of covered parking. The application was discussed and the following points noted:

 

1. Clarification that the proposed Z-Pods will only be inhabited on a seasonal basis with no longer than months in one period of residence.

2. Clarification on the waste storage and collection for the site. Will the site be classified as residential or commercial for this purpose?

3. The original planning application (N/145/00008/19) included the 'maintenance of the old farmhouse, to maintain its current state of repair'. Is this still the case?

4. Clarification that no trees will be removed or cut back as a result of the application.

 

There was a vote with the outcome of 2 objections and 4 supporting votes. It was resolved to support the application with the above observations/comments, p JL, s JF. The clerk to complete the consultation comments as soon as possible.

 

01238   Financial Matters

  1. Accounts to be paid/authorised:
    • Clerk’s salary and expenses for April 2020 including HMRC payment for month 2 of 2020/2021.
    • Wolds Gardening Inv-0930 for £95 (excl VAT) for cut on 15th April 2020.
    • Wolds Gardening Inv-0931 for £95 (excl VAT) for cut on 29th April 2020.
    • Pre authorisation for 2 x cuts in May providing contractor fit for work; £95ea cut on invoices INV-0932 and INV-0933.

It was resolved to accept the above items for payment, p RAS, s JM.

  • Came and Company renewal for insurance for 2020/21 £347.05. May 2021 is end of 3 year long term agreement. It was resolved to accept the renewal for the insurance as per the long term agreement, p JL, s RAS.

c.         Bank Reconciliation and Receipts and Payments to 31st March 2020. It was resolved to accept the financial reports, p RAS, s SC.

 

 

01239   EK Financial Matters –

a.         Accounts to be paid/authorized:

            - there were no payments.

b.         Bank Reconciliation and Receipts and Payments to 31st March 2020. It was    resolved to approve the finance report, p RAS, s JF.

 

  1. – none.

 

  1.    Correspondence – The Clerk reported that she had received a letter from the Nottingham Building Society regarding an extension on closing the account to 30th August 2020.

The Clerk had received an email from a resident regarding the cutting of the vegetation on the public footpaths throughout the village. She reported that she had replied that this would incur significant cost to the residents through the Council Tax and that she would raise this with the Council. It was discussed for the Clerk to contact LCC to ask if there were any potential monies for this to be carried out. Also, to remind all residents that they are able to report these issues on the ‘Fix My Street’ app.

 

She reported that she had received an email from LTFC with regards to the approved funding for the solar panels for Marshlands Community Centre. This would need to be discussed in closed session at the end of this meeting, p SH, s RAS.

 

  1. – There was a report on the Community Support for COVID-19. Councillors have been kept updated with any vulnerable people in the village via the long standing local postman. It was reported that there appeared to be no one in particular at risk and this was being monitored daily. Most residents were being supported by neighbours, friend and family members. Councillor Dover will add information to the community facebook page. Cllr Harrison added that the owners of Saltfleet Garage had been particularly helpful with grocery orders.

House numbering was discussed and will be added to the next agenda.

 

  1. – The Clerk reported that both digital speed signs have been sold and the monies received in to the bank account. The equipment for the second sale is still to be arranged to be delivered/collected and this had been put on hold due to the Coronavirus.

 

The Clerk has already updated the Council on the Nottingham Building Society Account.

 

The accounts are to be delivered to Mrs Cooper later this week for internal inspection so that the AGAR can be completed and this will be added to the June agenda for approval by the Council.
