Approved Minutes for 7th January 2020

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 7th January 2020,

which was held at the Marshland Community Centre

Meeting commenced at 7pm.

 

There were no members of the public present.

01167   Apologies for absence – Cllr Morris sent her apologies.  All apologies were accepted.

                 

01168   Minutes of the Parish Council Meeting held on 3rd December 2019 had been circulated. It was resolved to accept the minutes, p JF, s DL. The minutes were duly signed by the Madam Chairman.

 

01169   Minutes of the Confidential Parish Council Meeting held on 3rd December 2019 had been circulated. It was resolved to accept the minutes, p DL, s SD. The minutes were duly signed by the Madam Chairman.

 

01170  Declarations of Interest – JL declared an interest for item 8 & 9 on the agenda.

 

01171   District/County Councillor Reports – Cllr McNally was not present. Cllr Rickett may be attending in his absence.  It was reported that there are a couple of lamp posts that are not secure in the ground and these will be reported on ‘fix my street’ by the Councillors who raised the issue.

 

01172   EK Wind Farm Applications – there are no applications.

 

01173  Planning Application – N/145/02166/19 – Moat Hall, Main Road, Saltfleetby, Louth, LN11 7TL - Planning Permission - Extensions and alterations to existing house, which is a listed building to provide a ground floor bedroom with en-suite, w.c., utility, link corridor, living area, car port and erection of a wall to maximum height of 2.8m on the site of part of existing dwelling which is to be demolished.

 

It was discussed that the property was empty and this will be a 4-5 year project. The intention of the owner is to live in the property once it is in a habitable state. None of the work/property is visible from the road.

 

JL left the room whilst discussion took place on the application. It was resolved to support the application, p BS, s RAS.

 

01174   Listed Building Application - N/145/02169/19 – Moat Hall, Main Road, Saltfleetby, Louth, LN11 7TL - Listed Building Consent - Extensions and internal and external alterations to existing house to provide a ground floor bedroom with en suite, w.c., utility, link corridor, living area, car port and erection of a wall to a maximum height of 2.8m on the site of part of existing dwelling which is to be demolished.

 

No additional comments - as above. It was resolved to support the application, p JF, s BS.

 

01175   Draft Budget for 2020/21 – The Clerk presented the fourth and final draft budget for 20/21 with the Precept remaining at the same level. Precept information has been received. There was discussion around the potential impact of flailing costs on future precepts and that this would need to be discussed at the Annual Parish Meeting in May, It was resolved to accept the budget and precept for 2020/21, p RAS, s JL.

 

01176   Financial Matters

                  a. Accounts to be paid/authorised

                              - Clerk’s salary and expenses for December 2019 including HMRC payment for                                                                                                                             month 10.

                              It was resolved to approve the above payments, p RAS, s JF.

b.        Monthly Councillors Report for December 2019. It was resolved to approve, p RAS, s JL.

01177   EK Financial Matters –

a.         Accounts to be paid/authorized – none.

b.         Bank Reconciliation and Receipts & Payments Report to 1st December 2019                were presented to the Council.

It was resolved to approve the above, p RAS, s DL.

 

  1. – there is no further information on this at the moment.  Cllr Dover to contact LALC for advice and will report at the next meeting.

 

  1. – the Council considered the purchase of the annual training scheme for April 2020 to March 2021, cost of £85 excl VAT; there are 4 new Councillors that need to attend training. It was resolved to purchase the subscription and pay after 1st April 2020, p SD, p DL.

 

01180   Accidents at B1200 & Three Bridges Lane/North End Lane – the Clerk read out email received from the local police and after discussion it was resolved to request that the Clerk write to Cllr Davies as Head of Highways regarding the road markings, signage and damage to the bridge; and to the police again to request information on how many RTC’s they have attended over the last 3 years at the junction.

 

01181   Local Electricity Bill – no further action required.

 

01182   St Clements Lych Gate – Council discussed whether the gate should remain locked or unlocked. It was resolved that the gate remain unlocked for people to be able to visit the graves in the churchyard, p SC, s JL. It was also decided to collect the key from Mr Millburn, BS is to collect.

 

Member of the public arrived at the meeting, Councillor Rickett.

 

01171   Councillor Report – this item was covered at this point due to Cllr Rickett being in attendance. Cllr Rickett introduced himself as District Councillor for Marshchapel and Somercotes (Cllr McNally’s counterpart).  He reported that there will be more to report after April due to the reporting on the budgets.  Waste recycling was discussed with only 3% of all waste going to landfill, the rest is incinerated. There was a brief discussion around the future of Tedder Hall.

 

01183   Reports from Outside Bodies – None.

 

01184   Correspondence – the Clerk reported that she had received a letter from LTFC regarding Gayton Windfarm funding. It was resolved to discuss this in closed session after this meeting had been concluded, p JF, s RAS.

The Clerk reported that she had received an email from an author/ancestor of a resident requesting information. It was agreed for certain current residents to be contacted to assist in supporting information gathering for this individual.

 

01185   Councillor Reports

  •  Louth Leader draft article – will await figures from police before this is completed.
  • Highways – it was discussed that the Council are not happy with the constant delays in the Three Bridges Lane repairs that have been postponed 3 times. It was resolved to make a formal complaint. The Clerk was requested to complete this on behalf of the Council. This road has been in poor state since the Golf Road Development, which was subsequently abandoned. This together with the damage done by the heavy goods vehicles transporting the wind turbines and the digging of the road to install the cabling, has ruined the road. We understand that LCC have been given £50k to contribute towards the cost of repairing the road by the Wind Farm Company but the repairs are constantly delayed. The Council are extremely disappointed at the latest cancellation and the further damage that has been caused whilst surveying the road through the digging of investigatory holes that were not properly re-instated. The Council would like to know when this urgent work will be carried out.  Andy Gutterson, whose name was on the notice; and Victoria Atkins MP to receive a copy of this letter.
  • It was reported that the bottle bank at the Prussian Queen will be reinstated tomorrow.
  • No further update on the relocation of the Royal Mail Post Box.
  • It was reported that the new village signs could not be installed due to the current poor weather conditions and will be completed when the weather has improved.
  • No further updates on the Grants for open spaces and ‘pocket parks’.

 

 

01186   Parish Clerks Report

  • Read an email that had been received that concerns about the number of power cuts are being investigated. It was reported that there is some monitoring of the regularity and severity of the power cuts that is being undertaken by Northern Power.
  • The Clerk reported that there was no further update to the sale of the digital DF11 sign.
  • No further update on the registration of Marshlands as a Community Asset.
  • Contacting BayWA for a meeting on the Terms of Reference was still ongoing.
  • Speed Gun volunteers had all been written to and some have replied.
