Approved Minutes for 3rd November 2020
Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 3rd November 2020 at 7pm, via Zoom conference call (virtual meeting).

There were three members of the public present including Cllr Rickett, District Councillor and Cllr McNally, County and District Councillor.
Statutory proceedings commenced at 7.01pm
01348 Apologies for absence – ongoing apology from Cllr Robin Smith. Cllr Clark sent an apology due to work commitments.
01349 Minutes of the Extraordinary Parish Council Meeting held on 29th September 2020 had been circulated. It was resolved to accept the minutes, p RAS, s JM. The minutes will be collected and signed by the Acting Chairman within 2 days of the meeting and forwarded to the Clerk.
01350 Minutes of the Parish Council Meeting held on 6th October 2020 had been circulated. It was resolved to approve the minutes with the amendment to item 01355 ‘… to be located at Marshlands. It had already been agreed to be located the other box at All Saints Church.’ It was resolved to accept the minutes, p SH, s JL. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.
01351 Declarations of Interest – Cllr Facer declared an interest in item 12b of the agenda.
01352 District/County Councillor Reports –Cllr Rickett reported that East Lindsey are taking over the maintenance of its own vehicles and there will be an increase of 1 or 2 refuse wagons. This will create apprenticeships in the workshop. This decision was announced before the lockdown.
Cllr Rickett will forward on contact numbers and details on Mental Health Lincolnshire website. Being very rural it is noted that it is difficult to reach vulnerable residents. There is information being displayed at the PO in Manby and the Co-Op in Louth.
Cllr McNally reported that Three Bridges Lane is planned for February 2021. He reported that even through the lockdown the main frontline services are still open eg tip/waste recycling centre in Louth. There will be a policy review in January 2021 for planning and the Clerk will look out for the documents for this.
01353 Councillor Vacancies – There are now 3 vacancies. No interest shown.
Cllr McNally left the meeting at 7.19pm.
01354 Gayton Wind Farm Community Fund Applications – one application received. Proposal to go into closed session after this meeting to discuss this application, p SH, s RAS.
01355 Planning Application – Application reference N/145/01721/20; STOCKDALE FARM, CHARLESGATE, SALTFLEETBY, LOUTH, LN11 7TB; Planning Permission - Extension to existing stable block to provide 9 no. additional stables, hay and straw store, wash down area, tack room, w.c. and kitchen to include the construction of a manege and a vehicular parking area – application was discussed. It was resolved to support the application with a proviso that if floodlighting is erected then there will be shielding/point away from any other residential properties around the area, p SH, s JF.
01356 PLANNING APPLICATION – Application reference N/145/01730/20; BEGGARS ROOST, WILLOW BANK FARM, WILLOW BANK, SALTFLEETBY, LOUTH, LN11 7TZ; Planning Permission – Change of use, conversion of and alterations to the existing outbuilding to provide a self-contained annexe, and change of use of land to form an extension of existing domestic curtilage – application was discussed. It was resolved to make no comments. However, a question was raised around the potential future use of the annexe; whether it was for family use or would it be used as a holiday let, p SH, s JF.
01357 PLANNING APPLICATION - Application reference N/145/01886/20; ST CLEMENTS CHURCH, MAIN ROAD, SALTFLEETBY, LOUTH, LN11 7TP; Listed Building Consent - Alterations to the existing church to replace 3no. glass pane windows for leaded stained glass panels – application was discussed. It was resolved to Support the application with a comment that this would improve the overall appearance of the property, p RAS, s JL.
01358 Draft Budget 2021/22 – there are no changes to the first draft budget so the Clerk did not present it at the meeting. The Clerk will present again at the December meeting where there may be more information on the Precept.
01359 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for October 2020 including HMRC payment for month 8 of 2020/2021. Expenses include ICO payment of £40; McAfee receipt for £9.99; Wreath for Remembrance Day payment of £20.
- Wolds Gardening Inv-1270 for £150 (excl VAT) for tree works on 1st Sept 2020; Cheque paid £150, not paid £30 VAT so a further cheque needs to be issued against this invoice.
- Invoice Saltfleetby 10/20 from Sara Bright Arboricultural Consultant dated 5th October 2020 for Tree Survey of St Clements Churchyard for £200.
It was resolved to approve the above payments, p RAS, s JF.
- BT Phone Box – Proposal to go into closed session at the end of the meeting to discuss quotes received, p SH, s RAS.
- Monthly Councillors Report for October 2020. It was resolved to approve the report, p SH, s RAS.
- Bank Reconciliation and Receipts and Payments to 30th September 2020 for approval. It was resolved to approve, p JF, s RAS
01360 EK Financial Matters –
a. Fund Administrators Salary for October 2020 was omitted from the HMRC calculation so will be added to November 2020.
b. No Bank Reconcilation and Receipts and Payments as no bank statement received due to no transactions.
It was resolved to approve, p SH, s JL.
01361 Trees at St Clements – The Clerk updated the Council that she is awaiting the quotes to be received and this will be added for discussion on the December agenda.
01362 Potential Use of Wind Farm Funds – It was discussed that all residents may be able to receive an amount to support with energy costs. Other discussion was around subsidizing a meal once a month and this will be investigated and the Prussian Queen contacted to ask for support. This will be added to the December agenda for further discussion. It was discussed about adding information to the village newsletter. Cllr Dover to compile an article.
01363 Councillor Training - It was resolved for the Clerk to book Cllrs Harrison, Dover and Morris on the Code of Conduct Training on 26th November from 3.15pm to 4.30pm through LALC.
01364 Reports from Outside Bodies –There were no reports.
01365 Correspondence –The Clerk reported that she had a request from a lady requesting information on how to go about locating a memorial bench. She had been put into contact with Natural England. The Clerk has now received the invoices from Louth and District Archery Club for the Wind Farm Grant and will arrange payment when the cheque book is returned from Duncan and Toplis (accounts for 2019/20 being verified).
01366 Councillor Reports - Cllr Dover and Cllr Lusby to monitor local residents during lockdown. It was discussed that this time of year is particularly concerning. The local Postman supports as well.
The current road works along te B1200 at Three Bridges/North End Lane were discussed.
It was reported thata tree had been removed at Osier Holt that had a TPO. It has been authorized by ELDC as it was a danger to others.
01367 Parish Clerks Report – the Clerk reported that she had retrieved the noticeboard keys from Cllr Robin Smith and had got 2 additional sets cut. The passive speed signs are being stored at the Clerks property and the cable ties have now arrived. The give way signs had been reported along with the speed limit of 30mph by the old school.
