Approved Minutes for October 2020
Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 6th October 2020 at 7pm, via Zoom conference call (virtual meeting).

There were two members of the public present including Cllr McNally, County and District Councillor.
Statutory proceedings commenced at 7.04pm
01324 Apologies for absence – letter apology from Cllr Robin Smith. Cllr Rickett sent an apology due to work commitments.
01325 Minutes of the Parish Council Meeting held on 1st September 2020 had been circulated. It was resolved to accept the minutes, p JF, s RAS. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.
01326 Declarations of Interest – There are no declarations of interest.
01327 Dispensations – the Clerk had received a letter from Cllr Robin Smith requesting a dispensation from virtual online attending meetings in the current circumstances due to a lack of technology. It was resolved to accept this, p SH, s JL. There were no objections.
01328 District/County Councillor Reports –there was no updates/news from Cllr McNally. There was a discussion on the proposed road maintenance on Three Bridges Lane. The road sustains heavy traffic during the holiday season and agricultural traffic throughout the year. LCC Highways has the contribution from the contractor and the money is dedicated for that work. There may be a risk of losing the money.
Trial surfacing of roads was discussed and Cllr McNally is meeting with a director next week.
01329 Councillor Vacancies – There are now 3 vacancies. No interest shown.
01330 Gayton Wind Farm Community Fund Applications – no applications received.
01331 Planning Application – Application reference N/145/01279/20; 1 FISHMERE GATE, SALTFLEETBY, LOUTH, LN11 7TJ; Planning Permission – Extensions to existing dwelling to provide a living room – application was discussed and it was resolved to support the application, p JF, s JL.
01332 Draft Budget 2021/22 – the first version of the draft budget was presented to the Council by the Clerk. There were no initial comments.
01333 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for September 2020 including HMRC payment for month 7 of 2020/2021.
- LRSP (LCC) receipt 847947 dated 9/9/2020 for £120 for ‘Check Your Speed’ signs.
- Wolds Gardening Inv-1185 for £95 (excl VAT) for cut on 2nd Sep 2020.
- Wolds Gardening Inv-1186 for £95 (excl VAT) for cut on 16th Sep 2020.
- Wolds Gardening Inv-1187 for £95 (excl VAT) for cut on 30th Sep 2020
- Pre authorisation for 2 x cuts in October weather dependant and providing contractor fit for work.
- Pre authorisation for tree removal at St Clements Churchyard due to tree falling during adverse weather conditions £150 for Wolds gardening.
- Pre authorisation of payment of ICO (data protection) fee due on 24th October for £40.
- Pre authorisation of purchase of Remembrance Day wreath, type F £20 from the Royal British Legion.
- Pre authorisation of purchase of McAfee Internet Protection – Clerk to procure best value.
It was discussed and resolved to approve the above payments noted above, p SH, s JL.
- Monthly Councillors Report for September 2020. It was resolved to approve the above payments, p JF, s RAS
- Bank Reconciliation and Receipts and Payments to 31st August 2020 for approval. It was resolved to approve, p JF, s JL
01334 EK Financial Matters –
a. No accounts to be paid.
b. Bank Reconciliation and Receipts and Payments to 31st July 2020 for approval.
It was resolved to approve, p SH, s JL.
01335 Phone Box – This was discussed. Quotes are to be presented to the Council for the refurbishment of one of the boxes to potentially be located at Marshlands. It has already been agreed to locate the other box at All Saints Church. It was resolved to add to the next agenda, p JL, s SC.
01336 Trees at St Clements – Council discussed the tree survey received from Sara Bright, which gave very detailed and professional advice. It was requested that a copy be forwarded to Mr Wilson who is the resident at St Clements. It was resolved to gain 3 quotes for all of the work stated in the report, p JF, s SC.
01337 Grass Cutting – Council discussed and it is noted that there is a significant improvement in the state of the graveyard. It was resolved that the cutting would cease after October and recommence in the Spring 2021, p SC, s SH.
01338 Passive Speed Signs – The fixing of the signs was discussed and the Clerk was requested to purchase tie wraps of approx. 450mm long, p SH, s, JM.
01339 Three Bridges Lane –No further comments on what has already been discussed.
01340 Pavements –. No further comments on what has already been discussed.
01341 Noticeboard Keys – It was discussed and the Clerk is to contact Cllr Robin Smith to get the keys to get another set cut.
01342 District Councillor Community Grant – No further comments to the discussion around the phone box.
01343 Reports from Outside Bodies –It was mentioned regarding notifying neighbours about the effects of fireworks on livestock and animals. The Clerk is to forward the email from Cllr Harrison.
01344 Correspondence – Only correspondence from NALC in addition to correspondence that has not already been covered under a different item.
01345 Councillor Report – There were no new updates on the Community Support for COVID-19.
The highways report that Cllr Facer had written was discussed which summarized the LCC Highways visit that he had had on 14 September. It was discussed that Cllr McNally would be requested to put in for the relocation of the ‘Give Way’ signs at Three Bridges/North End Lane and B1200 Main Road (in relation to item 6). He will investigate more about the Community Gang to cut the pavement (item 9 and 18). The blocked drains are being investigated.
There was a discussion around requesting an Archer Test along Three Bridges and B1200.
The speed limit outside of the old school is still 30mph. The Clerk was requested to email Cllr McNally to remove this and make the limit 40mph which would make the speed limit the same along that stretch of the B1200/Main Road.
Tinkle Street closure was discussed.
It was reported that there had been a presentation on the future of the Theddlethorpe Gas Terminal by Carl (Carlton Parish Council). It was stated that the gas terminal is closing down and the proposal is the transform this area into an enterprise zone. The proposals included pedestrian areas, new road infrastructure, monorail. These are only proposals at this point and the council will wait and see what happens.
01346 Parish Clerks Report –The Clerk reported that the three year financial planning spreadsheet would be built into the new budget proposals for 2021/2022.
