Approved Minutes for 7th July 2020

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 7th July 2020

 at 7pm, via Zoom conference call (virtual meeting).

Meeting commenced at 7.00pm

 

There were three members of the public present, including Cllr McNally and Cllr Rickett, County and District Councillors.

 

The resident present explained that he had emailed the Clerk regarding overhanging trees from the churchyard at St Clements onto his property.

 

Madam Chairman explained that the Council would look into his concerns and visit the site and report back to the Council at the next meeting.

                                            

Statutory proceedings commenced at 7.05pm

 

01264   Apologies for absence – text apology from Cllr Robin Smith. No contact from Cllr Lowcock, although the Council are aware of some personal issues.

                 

01265   Minutes of the Parish Council Meeting held on 2nd June 2020 had been circulated. It was resolved to accept the minutes, p JL, s SH. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

 

01266  Declarations of Interest – there were no declarations of interest received via email.

 

01267   District/County Councillor Reports

 

Cllr McNally

  • Council is looking to reopen libraries in Louth and Mablethorpe and heritage sites such as Lincoln Castle from 13th July 2020.

Cllr Rickett

  • Update on the merger of East Lindsey District Council, Manby and Boston sites. Moving forward as planned.
  • Council owned carparks remain free until 1st August.
  • Culverting of the dyke at North End Lane.
  • Discussed maintenance of the pavements throughout the village and weed treatment programme. Cllr McNally to investigate.
  • The council to collate and send to Cllr McNally, a list of priorities throughout the village that can be taken to LCC. Planned works for minor maintenance to be carried out throughout September. Not to include resurfacing. By end of July.

 

01268   Councillor Vacancies – no interest shown.          

 

01269   Gayton Wind Farm Community Fund Applications – no applications received.          

 

01270   New Model Code of Conduct Consultation – the consultation document was discussed and there were no comments. It was resolved to support the new code of conduct and noted that the Council are pleased to see sanctions for misconduct, p SD, s RAS.

 

01271   Standing Orders –additions made to p15, section 15b, ii;

 

  1. subject to standing order 9, include on the agenda all motions in the order received unless a councillor has given written notice at least 5 days before the meeting confirming his withdrawal of it;

This amendment was resolved, p JL, s JM.

 

                  The Standing Orders were approved with provision to review when the new Code of Conduct is published by NALC/LALC from item 01270 above, p RAS, s SD.

 

01272   Financial Regulations – It was discussed and resolved to accept section 6.4 on page 8 and to continue with the current arrangements, p SH, s SC.

There are some sections that need reviewing and the document will be amended and will be reviewed at the next meeting.

 

01273   Financial Matters

  1. Accounts to be paid/authorised:
    • Clerk’s salary and expenses for June 2020 including HMRC payment for month 4 of 2020/2021.
    • Wolds Gardening Inv-1002 for £95 (excl VAT) for cut on 10th June 2020.
    • Wolds Gardening Inv-1003 for £95 (excl VAT) for cut on 24th June 2020.
    • Pre authorisation for 2 x cuts in July providing contractor fit for work; £95ea cut on invoices INV-1069 and INV-1070.
    • Cancellation of cheque 000939 due to error on payee details not accepted by bank. Cheque 000945 re-written and issued for sum of £114 for INV1002.
    • M.A. Chapman invoice 1580 dated 22nd June 2020 for £675 for flailing in the village.
    • Louth Town FC invoice 20202906 for £50.00 for hire of Marshlands for Parish Council meetings and refreshments.

It was resolved to approve the above payments, p JL, s SD.

01274   EK Financial Matters –

a.         There were no accounts to pay.

b.         Bank Reconciliation and Receipts and Payments remains unchanged and was    not reviewed on this occasion.

 

01275   Councillor Training – Council discussed LALC training for new councillors. It was resolved for 3 councillors to be registered for councillor training at a cost of £22.50 per delegate, p SD, s SC.

 

01276   Flailing – flailing has been carried out throughout the village in the following areas:

  • B1200 verges – both sides from the first bend at least (& wherever possible) plus 2 metres
  • North End Lane verges – both sides of the road from the B1200 crossroads up to the junction with Long Gate.
  • Mill Lane – both sides
  • Back Street – both sides

 

  1. – there were no additional comments on this item further to Councillor McNally’s report. The Clerk reminded all present that the ‘fixmystreet’ app could be used by resident’s, councillor’s etc to report any highway issues.

 

  1. – it was discussed that new passive speed limit signage is required due to the current signage being in a bad state of disrepair. It was requested for the Clerk to investigate procuring new signage.  There was an accident at the end of Three Bridges Lanes and Gayton. This is to be added to the next agenda for further discussion. It was requested that the Clerk contact the Clerk at Little Carlton regarding the road signage.

 

01279 Fly Tipping – A resident has raised issues with fly tipping as well as the speed limit signage and the locating of CCTV was discussed to attempt to reduce the amount of fly tipping throughout the village. It was resolved to procure CCTV signage and display these signs at strategic locations.

 

01280 Reports from Outside Bodies – It was reported that there was a Health Scrutiny meeting and that Grantham Hospital has been changed to a Green site (as opposed to a blue site, which applies to Boston and Lincoln Hospitals).  The Plan is for it to be used for Cancer operations for which there have been substantial delays.  Some other treatments will also be carried out there as will some investigatory procedures.  Currently, this is being described as a “temporary” measure”.  There are still some limitations regarding what surgery/treatments/investigations that can be carried out at the other 2.  There will be different green and blue areas to attempt to reduce infection from Covid.

 

  1.    Correspondence – The Clerk reported that she had received an email from PKF Littlejohn and that the Council will no longer be having an assurance review due to being an exempt authority.  An email had been received that the potholes along Saltergate will be filled. An email to a resident will be drafted for response following today’s meeting regarding the speed signage and fly tipping. Emails from LRSP were discussed. The employing of a village ‘handyman’ was discussed and it was resolved this would not be feasible at this point in time.

 

An email has been received from a resident regarding trees overhanging from St Clement’s churchyard. It was agreed that a councillor would investigate and report back to the next meeting.

 

  1. – There was a further report on the Community Support for COVID-19. As last month, Councillors have been kept updated with any vulnerable people in the village via the long standing local postman. It was reported that there still appeared to be no one in particular at risk and this remained to be monitored daily. Most residents were being supported by neighbours, friend and family members.  The Zoe Covid app is available to review local data. There have been no new cases over the past few days.

 

It was reported that it appears that the overgrown hedge encroaching on the pavement along the B1200 has been trimmed back.

 

The trees along Salter Gate have been trimmed back a little. The councillor that lives nearby will monitor the situation to ensure that vehicles are able to pass.

 

It was reported that traffic wardens are working again in Louth.

 

It was discussed that there are free trees available for the village. Cllr Clark is to have a look at possible location for these at Marshlands and will report at the next meeting.

 

  1. – The Clerk had already reported on the AGAR update, overhanging trees along Saltergate. Posters for dog worrying; it was agreed to print 12 posters, laminate them and then look at distributing them to local farmers throughout the village for displaying on their land.
