Approved Minutes for 1st December 2020
Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 1st December 2020
at 7pm, via Zoom conference call (virtual meeting).

Meeting commenced at 7.00pm
There were two members of the public present including Cllr Rickett, District Councillor and Cllr McNally, County and District Councillor.
Statutory proceedings commenced at 7.01pm
01369 Apologies for absence – ongoing apology from Cllr Robin Smith. Cllr Facer sent an apology due to personal commitments.
01370 Minutes of the Parish Council Meeting held on 3rd November 2020 had been circulated. It was resolved to accept the minutes, p JL, s RAS. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

01372 Declarations of Interest –There were no declarations of interest for this meeting.
01373 District/County Councillor Reports –Cllr McNally updated the Council on Three Bridges Lane roadworks; the machine that was discussed at the last meeting will not be used. He apologized for giving the Council incorrect information.
The current roadworks where the B1200 was closed at Three Bridges/North End Lane were discussed.
There will be mass testing/vaccination centres set up throughout East Lindsey and the destinations will be announced mid-December.
Cllr Rickett entered the meeting at 7.20pm and apologised as got caught up with work commitments.
Cllr Rickett stated that he and Cllr McNally would be happy to support in principle, an application from the Councillors Grant Scheme for the renovation of the BT boxes. Cllr Rickett to send the application form to the Clerk.
The new Covid vaccine was discussed. Cllr Harrison confirmed that there were plans in place and that there was not a complete reliance on GPs in the area
01374 Councillor Vacancies – There are now 3 vacancies. There was interest but this has not come to fruition.
01375 Gayton Wind Farm Community Fund Applications –no applications.
01376 Planning Application –N/145/02036/20 - UNIT 2, MAIN ROAD, SALTFLEETBY, LN11 7TL. Planning Permission - Erection of a detached house with a detached double garage on the site of an existing warehouse which is to be demolished and to include the partial demolition of existing car garage buildings. Application was discussed and it was resolved to support the application. However, the Council would like to draw attention to the public footpath that is in the area of the plans and the applicants may wish to consider applying for a diversion to this footpath. There is also a concern over whether the land may be contaminated as previous use included the siting of fuel pumps and tanks. This may require further investigation by the applicants, p SH, s JL.
Cllrs Rickett and McNally left the meeting at 7.33pm.
01377 Draft Budget 2021/22 – changes for additional £100 for Councillor training and removal of notes from the detail column, p RAS, s JL.
01378 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for November 2020 including HMRC payment for month 9 of 2020/2021..
- Pre-authorisation for BT Box refurbishment contract to G Blenco Decorating for £400 for box 1 and £500 for box 2.
- Pre-authorisation for purchasing of BT Box 2 refurbishment materials from X2connect for £317.13 plus approx. £17 for delivery.
It was resolved to approve the above payments, p SC, s RAS.
- Quotations for Tree Survey works; proposal to be discussed in closed session, p SH, s JM.
- Monthly Councillors Report for October 2020. It was resolved to approve the report, p JL, s RAS.
- Bank Reconciliation and Receipts and Payments to 31st October 2020 for approval. It was resolved to approve, p SC, s RAS.
01379 EK Financial Matters –
a. Fund Administrators Salary for November 2020; the Clerk is waiting for the cheque book to be returned from the auditor before payments can be made.
b. No Bank Reconcilation and Receipts and Payments as no bank statement received due to no transactions.
It was resolved to approve, p JM, s RAS.
01380 Potential Use of Wind Farm Funds – It was discussed potential use of monies for a free meal for residents. A Councillor was going to speak to the owner/manager of the Prussian Queen Public House but the Councillor is not present to give an update. This item will be placed on the agenda every 3 months to be discussed.
01381 Reports from Outside Bodies –There were no reports.
01382 Correspondence –The Clerk reported that she had received the Precept letter and the precept will be on January 2021 agenda for approval.
An email from the owner at St Clements church has emailed with regards to the cutting back of some of the trees. The Council resolved to approve that the owner is able to make arrangements for the trimming back and disposing of these branches themselves, ensuring that there is no damage caused to the existing trees, if they so wish. The Council is not able to justify using parishioners money to trim back tree branches (unless they are unsafe and pose a risk to property/life), p JL, s SH.
01383 Councillor Reports – Cllr Dover and Cllr Lusby to monitor local residents during lockdown. It was discussed that this time of year is particularly concerning. The local Postman supports as well.
3 Councillors have completed the Code of conduct training and will send the information to the Clerk for circulation to other Councillors.Main points are that there are more stringent rules around friends, close relatives and being a councillor; social media – need a policy. This to be added to February 2021 agenda.
Item to be added to the agenda to discuss the code of conduct. It was discussed to invite the Monitoring Officer to a meeting in the New Year.
01384 Parish Clerks Report –The Clerk reported that HMRC were charging interest as there was an unallocated cheque. The Clerk will contact them to discuss the error. The Clerk also reported that work on the new website was taking time and that it was underway.
