Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 3rd March 2020,
which was held at the Marshland Community Centre

Meeting commenced at 7pm.
There was 1 member of the public present. The member of the public is the current land lady of the Prussian Queen Public House and she stated that the pub would be open every evening until the end of March and after that time it would then be open all day as they will have a chef in the restaurant. She also said that she very much wants herself and the pub to be part of the community of the village.
Statutory proceedings commenced at 7.05pm
01205 Apologies for absence – Cllr Rick Smith, Cllr Robin Smith and Cllr Lowcock sent their apologies. Cllr Harrison will be late due to another engagement. All apologies were accepted.
01206 Minutes of the Parish Council Meeting held on 4th February 2020 had been circulated. One adaption was made to include attendance of Cllr Morris. It was resolved to accept the minutes, p JL, s BS. The minutes were duly signed by the Madam Chairman.

01208 Declarations of Interest – there were no declarations of interest.
01209 District/County Councillor Reports – Cllr McNally was not present to give a report.
01210 Gayton Wind Farm Community Fund Applications – there was one application that had been handed to the Clerk before the meeting tonight and this will be put on the April agenda.
01211 Financial Matters –
a. Accounts to be paid/authorised
- Clerk’s salary and expenses for February 2020 including HMRC payment for month 12.
- Foxhall Plant Hire Ltd invoice 21732 for £17.68 (excl VAT) for CAT detector hire.
- LALC invoice 10242 for LALC & NALC annual subscription £167.73 (no VAT).
- LALC Annual Training Scheme invoice 10479 for £85 (encl VAT)
It was resolved to approve/authorise the above, p SC, s JF.
b. Monthly Councillors Report for February 2020.
c. Bank Reconciliation and Receipts and Payments to 31st January 2020 for approval.
The above will be added to the April agenda as the reports had not be distributed before the meeting.
01212 EK Financial Matters –
a. Accounts to be paid/authorized:
- D Hulme editing and delivery of December 2019 newsletter £100.
- The Warple Press invoice 4725 £90 for printing of village newsletter in December 2019.
It was resolved to approve the above payments, p SD, s JF.
b. Bank Reconciliation and Receipts and Payments to 31st January 2020 for approval.
The above will be added to the April agenda as the reports had not be distributed before the meeting.

01214 Accidents at B1200 & Three Bridges Lane/North End Lane – The Clerk read the response to the Freedom of Information Request made to the Police.

1. How many RTCs have been attended by the police at the junction of Three
Bridge Lane/B1200 Mar Dyke East/North End Lane over the past 3 years

1. 17 - which includes one serious injury, three minor injuries and thirteen
damage-only.
It was resolved for the Clerk to write to LCC Highways, LRSP and the Police (cc Cllr McNally) regarding there being no crossroads signage along the B1200 westbound at Three Bridges/North End Lane junction. The give way sign is too close to the junction on North End Lane, it needs re-siting further back before the junction. Also, there is no signage indicating the route to Theddlethorpe/Mablethorpe at the junction directing down Three Bridges Lane. The lack of road signage is having an impact on the number of accidents at the junction.
01215 Emergency Planning –This item is to be added to the April agenda due to the Councillor not being at the meeting.
01216 Reports from Outside Bodies – None.
01217 Correspondence – The Clerk reported that a letter had been received from the Nottingham Building Society that the savings bank account will be closed later in the year. LALC and other banks are to be contacted for advice and reported back to the next meeting.
There is a LALC free event for Parish Councillors to attend. Cllr Dover to investigate whether this meeting would be beneficial.
.01218 Councillor Report
- The new village signs have been erected throughout the village. The Council would like to minute their thanks to Cllr Stapleton, Cllr Lusby, Mr Chapman and Mr Clark and all other individuals that supported the installation of the village signs. A letter of thanks to be sent to Mr Clark, Mr Chapman and Mr Smith (designer of the artwork) by the Clerk. It is to be noted that there are some regrets on the locations of several of the new signs as the underground cables that run through the verges in some parts of the village caused issues with where the signs could be erected. It was agreed to frame some of the artwork and display at Marshlands Community Centre. It was agreed to put pictures in the next edition of the Saltfleetby Village Newsletter.
- Cllr McNally’s email regarding the update on Three Bridges Lane was discussed and it was decided to give LCC Highways until July 2020 and the Council would review if there were any road closure notices in force. If not, then the Council will go ahead with a formal complaint.
- The Royal Mail Post Box has been reinstalled but in the wrong place. It was agreed for the box to be moved to nearer the Parish Council noticeboards.
- The mobile Library was discussed and it was decided that the Clerk contact Mr Hulme if the details of where the van stops in the village could be advertised in the Saltfleetby Village Newsletter.
01219 Parish Clerks Report – The Clerk reported that the second sign had been sold to Theddlethorpe Parish Council and that the transaction was currently being processed. It was resolved for the laptop with the speed sign software would also be sold as part of the arrangement, p SH, s JF.
