Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 5th July 2022 at

Meeting commenced at 7.02pm

 

There was 1 member of the public present which was Councillor McNally.

 

Speed cameras were discussed with a cost of approx. £120k for a set. ANPR (Automatic License Plate Reader) was also discussed as some local councils have these in place.

 

Statutory proceedings commenced at 7.05pm

 

01771    Apologies for absence – apologies from Cllr Harrison and Cllr Rickett. There was no apology received from Cllr Hopkinson.

 

01772    Minutes of the Parish Council Meeting held on 7th June 2022 had been circulated. It was resolved to accept the minutes, p SC, s DR. The minutes were duly signed by Madam Chairman.

 

01773    Minutes of the Confidential Parish Council Meeting held on 7th June 2022 had been circulated. It was resolved to accept the minutes, p JL, s DR. The minutes were duly signed by Madam Chairman.

 

01774   Declarations of Interest – There were no declarations of interest.

 

01775 District/County Councillors Report – Cllr McNally reported on the Minerals and Waste Local Plan consultation. The Clerk reported that this had been circulated to all Councillors via email.

 

It was reported that there is a Tree Plan to add trees around the area. There is more information on the County Council website.

 

It was reported that there are now fire fighter places/vacancies with one full time position in Louth.

 

The medical amnesty is now being rolled out to Louth. Residents can now drop unused or unwanted medical equipment off at the Recycling Centre in Louth.  It was discussed that there are staffing issues at the UTC in Louth and that some patients have been redirected to Grimsby or Lincoln.

 

Footway resurfacing to the east of Three Bridges Lane is imminent. East end has been marked up in error when should be west – this has been reported back to highways.

 

There have been 2 ‘slow’ signs erected at the end of Three Bridges Lane near Carlton Grange.

 

There are road closure notices on LCC website.

 

01776    Councillor Vacancies – There were no expressions of interest communicated to the Clerk.

 

01777    Gayton Wind Farm Community Fund Applications – there were no applications received by the Clerk for this meeting.

 

01778    Financial Matters

  1. Accounts to be paid/authorised:
    1. Clerk’s salary and expenses for June 2022 including HMRC payment for month 4 of 2022/2023.
  2. Wolds Gardening Invoice INV-2364 dated 21st June 2022 for £40.00 (Excl VAT)
  3. Wolds Gardening Invoice INV-2365 dated 5th July 2022 for £40.00 (Excl VAT)
  4. Pre-authorisation for Wolds Gardening Invoice INV-2426 dated 19th July 2022 for £40.00 (Excl. VAT)
  5. Pre-authorisation for Wolds Gardening Invoice INV-2427 dated 2nd August 2022 for £40.00 (Excl. VAT)

It was resolved to approve and pre authorise the above payments (a – e), p SC, s JL. There were no objections.

  1. Louth Town Juniors Football Club Invoice 20210501 dated 1st May 2022 for £50.00 (No VAT) for the hire of Marshlands Community Hall for Parish Council meetings for 2021/22.
  2. Louth Town Juniors Football Club Invoice 20220517 dated 17th May 2022 for £50.00 (no VAT) for the hire of Marshlands Community Hall for the Annual Parish Meeting on 17th May 2022.

It was resolved to approve the above (f & g), p DR, s JL. There were no objections.

  1. Monthly Councillors Report as at 30th June 2022. It was resolved to approve, p SC, s DR. There were no objections.
  2. Bank Reconciliation and Receipts and Payments 30th June 2022. It was resolved to approve, p DR, s JL. There were no objections.

 

01779    Gayton Wind Farm Financial Matters –  

  1. Accounts to be paid/authorised:
  • Wolds Gardening Invoice INV-2364 dated 21st June 2022 for £84.00 (Incl VAT)
  • Wolds Gardening Invoice INV-2365 dated 5th July 2022 for £84.00 (Incl VAT)
  • Pre-authorisation for Wolds Gardening Invoice INV-2426 dated 19th July 2022 for £84.00 (Incl VAT)
  • Pre-authorisation for Wolds Gardening Invoice INV-2427 dated 2nd August 2022 for £84.00 (Incl VAT)

It was resolved to approve the above, p JF, s SC.

  • Louth Town Juniors Football Club Invoice 2022060 dated June 2022 for £78.98 (no VAT) for materials for making the Queen’s Platinum Jubilee Beacon.

It was resolved to approve the above, p DR, s JL.

  1. Bank Reconciliation and Receipts and Payments to 30th June 2022. It was resolved to approve, p JL, s SC.

 

  1. –At the last meeting it was agreed that the two new signatories would be  Cllrs Hatton and Rigsby, p JL, s SC. There were no objections.

 

  1. – Council discussed all houses having a ‘What 3 Words’ and also a map of the houses for the emergency services/delivery drivers to use.  It was discussed adding information to the next newsletter and the FB page about awareness of vulnerable residents and help them by giving them their ‘What 3 Words’.

 

It was discussed to add to the newsletter to encourage residents to obtain their ‘What 3 Words’, offer support and explain why it would be an advantage to have this in place. This was approved, p JF, s JL.

 

Cllrs Lusby and Facer will see if they are able to obtain a village map with all house names on.

 

  1. – the Clerk was requested to contact LALC about coming out to conduct new councillor training for the whole council or to do a Zoom call. This was approved, p DR, s JF. No objections.

 

  1. – Council discussed and it was decided to look into the purchase of a plaque saying “This Beacon was erected and lit on 2nd June 2022 to mark Queen Elizabeth II Platinum Jubilee”. The Clerk is to email Cllr Clark the wording, p SC, s DR.

 

  1. – It was discussed that this would be added to the August agenda for review.  

 

  1. – Council discussed the Parish Council website. It was discussed and approved that all councillors will review the website and bring any suggestions for amendments to the next meeting, p DR, s JF.

 

  1. – It was reported that the CPR manikin was used at the coffee morning. Cllr Clark will look into dates in September for being able to offer training events for CPR/defibrillators. These dates are to be put into the next village newsletter.

 

  1. – The action plan was discussed and amended – please see updated action plan.

 

01788 Reports from Outside Bodies –None.

 

  1. –It was reported that an email had been received from a resident regarding St Clement Churchyard. The Council discussed the Commonwealth War Graves and it was reported that the Parish Council have no statutory responsibility or view on the upkeep or supervision of these graves.

 

It was discussed about investigating digital noticeboards and this will be added to the next agenda.

 

It was reported that there is a trip hazard along the path at St Clements Churchyard accessing the grave yard. Cllr Smith will visit and report back to the next meeting. The lych gate is to be added to the next agenda as this is in need of maintenance.

 

Cllr Dover will respond to the resident with regards to the email.

 

    1. BT boxes – see updates on the action plan
    2. Clerk/RFO post – the Clerk explained that due to workload and notice given back in November 2021, that she will no longer be able to continue beyond 31st August 2022. The post is to be re-advertised with an advert end date of 22nd July and an interview date of 29th July 2022. Advert to be placed with LCC; FB and Parish Council website.
    3. Garden boxes/planters – see updates on action plan
    4. Wind Farm Scoring Sheet – next agenda
    5. Snooker Club – Cllr Dover to contact Councillor Hopkinson to establish whether local legal firms have been approached for advice

 

  • Speed Gun Training – Clerk has written to all of the volunteers listed. Once information has be received the Clerk will contact LRSP for training dates and order the relevant equipment
  • Updates on the quotes for the signage at Marshlands – still waiting for one quote to come back
  • The Clerk explained that she has not had an opportunity to look into obtaining a new bank mandate for the accounts
