Meeting commenced at 7.00pm
There were 4 members of the public present including Cllr McNally.
A member of the public reported that there had been another collision at the junction of Three Bridges Lane and Carlton Grange which resulted in a damaged car and hedge.
It was discussed that cars are using this route to get to the sewerage depot on Three Bridges Lane and that vehicle users are using the area by the bridge for ‘snacking’ as there is often lots of rubbish. It was requested that the Clerk write to Anglian Water to see if there is anything they can do to address the issue.

01660 Apologies for absence – apologies from Cllr Clark and the Clerk (due to sickness absence).
01661 Minutes of the Parish Council Meeting held on 11th January 2022 had been circulated. It was resolved to accept the minutes, p JL, s RS. The minutes were duly signed by Madam Chairman.
01662 Minutes of the Confidential Parish Council Meeting held on 11th January 2022 had been circulated. It was resolved to accept the minutes, p RAS, s IH. The minutes were duly signed by Madam Chairman.
01663 Declarations of Interest –Cllr Rick Smith and Cllr Hopkinson declared an interest in the SCA Wind Farm Applications and the Snooker Club application that are due for discussion under Item 7.
01664 District/County Councillor Report – Cllr McNally arrived 7.20pm. He was informed of the issue of the incident at Three Bridges Lane and the signage was discussed. Cllr McNally is to speak with LCC Highways regarding this ongoing issue.
01665 Councillor Vacancies – There are currently 3 vacancies. Madam Chairman reported that she had been contacted by 3 residents that were potentially interested in becoming a Parish Councillor.
01666 Gayton Wind Farm Community Fund Applications – there were 4 applications on this occasion. 2 from the SCA and 2 from the Snooker Club. Madam Chairman mentioned that organisations were submitting multiple applications for the same project to be able to utilise the £250 grant application process. Future applications for projects over £250 in total should be taken to the full panel meeting. It was resolved to discuss the applications on this occasion at the end of the ordinary meeting in closed session, p LD, s SH.
01667 Financial Matters –
- Accounts to be paid/authorised:
i Clerk’s salary and expenses for January 2022 including HMRC payment for month 11 of 2021/2022.
- Purchasing of training equipment for CPR – Brayden Advanced – Adult in Red £325.00; Pad SP1 Training device (AED Trainer) £425.00. This item has been approved under item 9.
- Monthly Councillors Report as at 31st January 2022.
d. Bank Reconciliation and Receipts and Payments 31st January 2022 for approval.
It was resolved to approve all of the above, p IH, s JL.
01668 Gayton Wind Farm Financial Matters –
a. Accounts to be paid/authorised: No accounts to be authorized.
b. Purchasing of training equipment for CPR – Brayden Advanced – Adult in Red £325.00; Pad SP1 Training device (AED Trainer) £425.00 out of Gayton Wind Farm Funds, p RS, s JM.
c. Bank reconciliation and Receipts and Payments for 31st January 2022.
It was resolved to approve the above report, p RS, s JM.
01669 Garden Boxes – the Council are still waiting for quotes. To be added to the March agenda.
01670 Defibrillators – the siting of the defibrillator currently located at the Prussian Queen Public House was discussed and Cllr Hopkinson was asked to get a quotation for connection of an electricity supply at the Snooker Club. The Council were not able to discuss the replacement of the defibs as Cllr Clark was not present. This is to be added to the March agenda.
01671 Queen’s Platinum Jubilee – It was discussed that Cllr Lusby will collect the beacon that is currently situated at the Prussian Queen Public House and will investigate whether a connection to a gas cylinder would be an option. He will report back to the next meeting. It was discussed that a risk assessment would be required when/if it was erected at Marshlands Community Centre, p JL, s JM.
01672 BT Boxes –It was reported that the BT boxes are ready to be moved and that Cllr Lusby will arrange this with Mr Chapman.
- –It was reported that there is still more work to be completed on the draft before this can be brought to the full Council. Cllr Dover and Cllr Harrison will meet before the Gayton Wind Farm Panel Meeting on 22nd February to finalise the scoring sheet.
- –The Council are still waiting for quotes and this will be added to the next agenda.
- –The action plan points were discussed and comments made. Please see attached action plan for updates.
01676 Reports from Outside Bodies –None.
- –Madam Chairman reported there had been an email from a resident but it is too long to read out and respond to in this meeting. It was agreed that she would send the email (omitting personal details) to the Council for discussion at the next meeting.
- – It was discussed that the village newsletter deadline is the end of the week and any information needs to be submitted by Friday 4th February.
- – The Clerk was not present. It was discussed that the Council require the price of the speed gun and who is still interested in volunteering for the roles of using the speed gun in the village. This is to be added to the next agenda.
