Meeting commenced at 7pm
There were 5 members of the public present including Councillor McNally.
A resident asked if mugs/coins for the children of the village had been considered for the Queen’s Platinum Jubilee celebrations. This is on the agenda for this evenings meeting under item 20. It was mentioned that it is very difficult to know the number of children in the village and how many commemorative items to purchase,
It was mentioned that there may be another village organization that is planning to host the annual scarecrow competition and they will be working with the SCA to ensure that events do not clash and they complement each other.
The laying of a new path at St Peters church was discussed.
There have been more incidents at Carlton Grange where 4 bushes have been knocked over. The Clerk was requested to add to Fix My Street once receives photos from the resident.

01682 Minutes of the Parish Council Meeting held on 1st February 2022 had been circulated. It was resolved to accept the minutes, p RAS, s JL. The minutes were duly signed by Madam Chairman.
01683 Minutes of the Confidential Parish Council Meeting held on 1st February 2022 had been circulated. It was resolved to accept the minutes, p JM, s JL. The minutes were duly signed by Madam Chairman.
01684 Declarations of Interest – none.
01685 District/County Councillor Report – Cllr McNally stated that there is the budget review tomorrow. GDF briefing sessions are for all Parish Councils in the search area of the proposal. If there is any traffic proposal for Saltfleetby then Saltfleetby Parish Council will be invited to consultation. There are 2 other proposals for carbon capture and hydrogen generation plants for the area.
01686 Councillor Vacancies –2 applicants for the post of Parish Councillor gave their presentations and were duly co-opted to join the Parish Council. Cllr Rigsby and Cllr Hatton joined the panel.
01687 Gayton Wind Farm Community Fund Applications – no applications were received on this occasion.
01688 Planning Application – Application Reference N/145/02132/21 – The Barn, Church Lane, Saltfleetby, Louth, LN11 7TU – Planning Permission – Provision of a manege with fencing to a maximum height of 1.525m – Council discussed and resolved to support the application, p IH, s RAS. No objections.
01689 Financial Matters –
- Accounts to be paid/authorised:
i Clerk’s salary and expenses for February 2022 including HMRC payment for month 12 of 2021/2022. It was resolved to approve, p RAS, s JL.
- LALC Annual Training Scheme 2022/23 for £95 (excl. VAT). It was resolved to approve, p SC, s JM.
- LALC Annual Subscription 2022/23 for £169.26 (no VAT). It was resolved to approve, p SC, s RAS.
- Cheque for Gayton Wind Farm Community Fund for £400 to be rewritten due to the previous cheque 001025 being paid into the Parish Council account instead of the Gayton Wind Farm Fund. It was resolved to approve, p JL, s IH.
- Monthly Councillors Report as at 28th February 2022. It was resolved to approve, p RAS, s IH.
d. Bank Reconciliation and Receipts and Payments for 28th February 2022 for approval. It was resolved to approve, p JM, s RAS.
01690 Gayton Wind Farm Financial Matters –
a. Accounts to be paid/authorised:
- Defib World invoice/order number 3679 dated 21/2/2022 for £958.80 (incl VAT) for the ourchase of Brayden CPR Manikin and iPAD Training Unit. It was resolved to approve, p JL, s SC.
c. Bank reconciliation and Receipts and Payments for 28th February 2022. It was resolved to approve, p RAS, s JM.
01691 Clerk and RFO Position – It was proposed to go into closed session at the end of the meeting to discuss this item, p IH, s JL.
01692 Grass Cutting – It was resolved to continue with the current contract and start the cutting again in March, p IH, s RAS.
01693 Garden Boxes – the Council are still waiting for quotes. To be added to the April agenda. The Clerk is to contact the contractor.
01694 Defibrillators –It was discussed that the defib that was originally located at Marshlands is tp be relocated at the Snooker Club. A new cabinet is required and this will cost £528 (incl VAT) and is to be added to the April agenda, p SC, s RAS.
01695 CPR/First Aid Training – It was discussed that this should be on the agenda of the Annual Parish Meeting. It was discussed that training sessions could be offered to all community groups within the village eg coffee mornings, snooker club, art club, church etc. The Clerk is the contact Lives to invite them to the APM.
- –Cllr Dover gave some back ground to the Wind Farm Funding for the 2 new Councillors that have joined the council from this evening. The current version will be tested out at the next full panel meeting on 15th March 2022.
- –The action plan points were discussed and comments made. Please see attached action plan for updates.
01698 Reports from Outside Bodies –None.
- –The residents email was discussed. Cllr McNally stated that any speeding questions/concerns should be directed to the Police. The other questions raised do not reach the scope of the policy for review. Cllr McNally is to send the response that has been sent to other residents, to the Clerk.
It was discussed that the Council are recruiting for volunteers for speed gun training and that more volunteers are required.
It was stated that a meeting had been booked for Marshlands for GDF presentation on 7 April from 11am to 7pm.
An email had been received and circulated by the Clerk regarding planting a tree for the Queen’s Platinum Jubilee – this is to be added to the April agenda.
- – It was reported that the Beacon (for the Queen’s Platinum Jubilee) had not yet been done and is planned in over the coming weeks. The Clerk to look into signing up for this.
