Approved Minutes for 6th September 2022

Draft Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 6th September 2022 at

Marshlands Community Centre

Meeting commenced at 7.00pm

 

The Clerk requested that in the absence of the Chairman and Vice Chairman, that an acting Chairman be nominated. It was resolved to nominate Cllr Lusby, p PH, s RS.

 

The Acting Chairman welcomed everyone to the meeting.

 

There were 3 members of the public present.

 

It was raised that the tyre planters that have been located at the village signs throughout the village appear very overgrown and it was discussed whether these need to be reconsidered. It was stated that this would be discussed further under item 16b.

 

It was raised that it appears that inappropriate comments may have been made by a Councillor on a Facebook page. It was discussed that the comment was made as a personal comment. The Clerk stated that she would discuss this with the Chairman separately.

 

It was also raised that individuals have been told that businesses could not be advertised through the village Facebook page, however, there has been a post that advertises a business non-directly.

 

It was stated that there does not appear to be a much content in the current newsletter. There does not seem to be anything from the Parish Council and the question was raised whether the draft is vetted by the Parish Council before going to print. This will be added to an agenda to be reviewed and discussed at the next meeting.

01817    Apologies for absence – apologies from Cllr Rickett and Cllr McNally. Other apologies from Cllrs Dover, Harrison, Rigsby and Facer.

 

01818    Minutes of the Parish Council Meeting held on 2nd August 2022 had been circulated. It was resolved to accept the minutes, p SC, s PH. The minutes were duly signed by the Acting Chairman.

 

01819    Minutes of the Confidential Parish Council Meeting held on 2nd August 2022 had been circulated. It was resolved to accept the minutes, p JM, s SC. The minutes were duly signed by the Acting Chairman.

 

01820    Declarations of Interest – No declarations were noted.

 

01821 District/County Councillors Report – Both Cllr McNally and Cllr Rickett have sent their apologies.  The Clerk reported that she had received a text from Cllr Dover to provide the following update:

 

The Saltfleet to Grimsby bus has been reinstated.

 

01822    Councillor Vacancies – There were no expressions of interest communicated to the Clerk.

 

01823    Gayton Wind Farm Community Fund Applications – there were no applications on this occasion.

 

01824    Planning Application – Application reference N/145/01529/22 - LAND ADJACENT THE VINES, CHURCH LANE, SALTFLEETBY - Planning Permission - Siting of a holiday lodge. The Council discussed.  It was mentioned about the occupancy being March to October.It was resolved that the Council would support this application, p PH, s SC. There were no objections.

 

01825 Planning Application - Application reference N/145/01438/22 - TUMBLYDOWN COTTAGE, NORTH END LANE, SALTFLEETBY, LOUTH, LN11 7SP - Listed Building Consent - Erection of a timber garage and store, greenhouse, access gates and boundary fencing and alterations to existing driveway. The Council discussed the application and it was resolved to support this application, p PH, s RS. There were no objections.

 

01826    Financial Matters

    1. Clerk’s salary and expenses for August 2022 including HMRC payment for month 6 of 2022/2023.

It was resolved to approve and pre authorise the above payments (b – f), p SC, s PH. There were no objections.

  1. Monthly Councillors Report as at 31st August 2022. It was resolved to approve, p PH, s SC. There were no objections.
  2. Bank Reconciliation and Receipts and Payments 31st August 2022. It was resolved to approve, p PH, s SC. There were no objections.

  • Clerk’s expenses for the purchase of the speed gun and associated equipment; Bushnell Velocity RADAR £192.95 and hard protective case £34.99 on Amazon; CSW Hi-Vis Long Sleeved Jackets £107.10 and logo printing £106.74; Click Counter  £4.49 from Amazon

It was resolved to approve the above, p SC, s PH.

  • Louth Town Juniors Football Club Invoice 20222906 dated 29th June 2022 for £79.08 (no VAT) for ballast and cement for the relocating of the BT phone box at Marshlands.

It was resolved to approve the above, p PH, s JM.

  • Rotaset Printers Ltd – Printing of 265 newsletters, invoice RS012686 dated 25th August 2022 for £239.00

It was resolved to approve the above, p PH, s JM

  1. Marshlands Community Centre signage quotes – it was resolved to go into closed session after the Parish Council meeting to discuss the quotes, p SC, s PH.
  2. Bank Reconciliation and Receipts and Payments to 31st August 2022. It was resolved to approve, p PH, s JM.

 

  1. – The Clerk explained that there were applications that need attention. It was agreed that the Clerk would email all Councillors to check availability for a panel meeting.

 

01829 Reports from Outside Bodies –None.

 

  1. – The clerk reported that she had received an email on 15th August regarding the AGAR and the SAAA 2022 Opt-Out Communication. This will be added to the next agenda.

 

    1. BT Boxes – discussed the sign on the top of the Marshlands box – ‘Saltfleetby’ sign. To be investigated by Cllr Hatton; Cllr Clark will send the village map to the Clerk for printing in A3 and laminated; Cllr Lusby to approach Mr Chapman regarding the BT box at All Saints.
    2. Garden Boxes/Tyre Planters – to be added to the October agenda for further discussion around the tyres and also the garden boxes and potential planting of wild flowers. It was proposed that the tyres be temporarily removed and stored, p JL, s PH. There were no objections.
    3. Defibrillator location – still ongoing
    4. Wind Farm Scoring Sheet – still ongoing
    5. Snooker Club – update on identifying Trustees – still ongoing
    6. Beacon plaque – purchased and in situ

  • Speed Gun Training – Arranged for 14th September 2022 and will contact CSW to confirm arrangements.
  • The Clerk explained that she has got 2 new mandates and that these will need to be completed when the new Clerk starts in post otherwise they will require updating again with the new clerk details.
