Meeting commenced at 7.00pm
Madam Chairman welcomed everyone to the meeting.
There were 8 members of the public present, including Cllr McNally.
It was raised about some of the Gayton Windfarm Grant applications. This was discussed and Madam Chairman explained that the applications/quotes cannot be disclosed to the public as they may contain commercially sensitive information. Also, that the applications have not yet been discussed so no comments can be made at this time.
Madam Chairman did explain that the criteria and scoring sheets were currently under review to simplify the process whilst keeping in with the terms and conditions of the grant.
It was also stated that if individuals were interested in the Gayton Windfarm Grant process and wanted to have a say in the approval of grant applications then they are welcome to apply to becoming a Parish Councillor.
It was discussed that organisations that have applied should be invited to the open session of the full panel meeting. This will be considered at the next full panel meeting.
The scoping document for Manby BGE Ltd for the proposed development at Manby Airfield was mentioned by Cllr McNally. The Clerk confirmed that an email had been received.
Statutory proceedings commenced at 7.15pm
01851 Apologies for absence – apologies from Cllr Rickett and Cllr Smith.
01852 Minutes of the Parish Council Meeting held on 4th October 2022 had been circulated. It was resolved to accept the minutes, p JL, s JF. The minutes were duly signed by Madam Chairman.
01853 Declarations of Interest – Declarations were noted for Saltfleetby Community Association Gayton Windfarm Grant Applications under item 6.
01854 District/County Councillors Report – Cllr Rickett has sent his apologies. Cllr McNally provided the following update:
ELDC are currently looking at budget setting for 2023/24.
The latest release of County News Let’s Talk Lincolnshire has been published and has set out the priorities for the county. They are welcoming feedback on this.
The Government has allocated £5m for the Household Support Fund, £100 per free school meal child in all schools.
Trading Standards leaflets have been circulated to households for doorstep selling to warn of the selling on of names, addresses and if there is potential cash kept in the house.
If residents have not received their purple recycling bin should email ELDC.
Tedder Hall at Manby has now been sold and will be vacated January/February 2023. Cllr McNally will look into a possible Access Point and let the Council know.
A question was raised about the bin collection and whether there would be any variation on the schedule of collections. Cllr McNally believed that the schedule is set and will not/cannot change.
01855 Councillor Vacancies – There was one expression of interest/application. It was received after the agenda was published and will be an agenda item at the January meeting.
01856 Gayton Wind Farm Community Fund Applications – there were 6 applications on this occasion
- Saltfleetby Community Association - £250 for Christmas Tree Lights and decorations
- Saltfleetby Community Association - £250 for purchase of substantial Christmas Tree
- Saltfleetby Community Association - £250 for Administration/printing/advertising costs
- Saltfleetby Community Association - £250 for Quiz Night and Raffle
- Saltfleetby Community Association - £250 for Christmas Bingo and Raffle
- Saltfleetby Community Association - £250 towards mini bus for trip to Chatsworth House Christmas Market
It was proposed to go into closed session at the end of the meeting, p SH, s PH.
01857 Planning Application – Application reference N/145/02256/22 - FAIR VIEW, MAIN ROAD, SALTFLEETBY, LOUTH, LN11 7SS - Planning Permission - Extension and alterations to the existing dwelling to provide additional living accommodation and erection of an access gate and piers to the maximum height of 1.8 metres.
It was resolved that the Council would support this application, p SC, s PH. There were no objections.
01858 Draft Budget 2023/24 – The Clerk explained that the budget was very strongly based on the current budget for 2022/23. There was a discussion on the flailing contract and this will be added as an item for the January agenda. The precept was likely to remain unchanged at £9,000 and the budget was presented with this in mind.
01859 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for October and November 2022 including HMRC payment for month 9 (none in month 8) of 2022/2023; expenses for Microfoft 365 £48.95; A4 paper £34.60; Ink £39.77; Wreath £23.98. It was resolved to approve the above payments, p PH, s JL.
- Wolds Gardening Invoice INV-2619 dated 12th October 2022 for £40.00 (Excl VAT)
- Wolds Gardening Invoice INV-2620 dated 26th October 2022 for £40.00 (Excl VAT)
- Wolds Gardening Invoice INV-2706 dated 8th November 2022 for £40.00 (Excl VAT)
It was resolved to approve the above payments (b – d), p SC, s PH. There were no objections.
- Pre-authorisation for LCC Recruitment cost for advertising for Clerk/RFO post in January 2023 £49.00. It was resolved to approve this payment, p JF, s PH.
- Monthly Councillors Report as at 30th November 2022. It was resolved to approve, p JL, s PH. There were no objections.
- Bank Reconciliation and Receipts and Payments 30th November 2022. It was resolved to approve, p SC, s JF. There were no objections.
01860 Gayton Wind Farm Financial Matters –
- Accounts to be paid/authorised:

- Wolds Gardening Invoice INV-2620 dated 26th October 2022 for £84.00 (Incl VAT)

- It was resolved to approve the above, p JL, s PH.
- J Facer invoice dated 1st December 2022 for £100 for editing and delivery of the Saltfleetby Village Newsletter December 2022 edition. It was resolved to approve, p SC, s SH
- J Facer purchase of poppies for the village – to be displayed on lamp posts and village signes; £80 and £119.88, total £199.88. It was resolved to approve the above, p SH, s SC
- Duncan & Toplis Accounts for Gayton Wind Farm Community Fund for year ended 31 March 2022 were presented to the Council. It was resolved to approve and the accounts were signed by the Chairman, p SC, s JL.
- Bank Reconciliation and Receipts and Payments to 30th November 2022. It was resolved to approve, p PH, s SC.
- – It was resolved to add Cllr Hatton and Cllr Lusby to the bank signatory mandate as soon as possible. This has already been approved at a previous meeting. The Clerk will try to complete the mandate over the Christmas period.
- – It was resolved to go into closed session at the end of this meeting to discuss this item further, p SH, s SC.
- – It was discussed that Cllrs Facer, Hatton and Morris have attended the online Councillor Training in November 2022.
- – Council discussed the proposed revised criteria document. It was stated that there are current issues around the Bursary criteria. There was discussion around organisations reporting back on how the grants issued have been utilized. This is usually feedback during the Annual Parish Meeting where organisations/individuals are invited to attend to report. There was also discussion around assets. This is stated on the terms of reference.
There was a proposal to approve the new documentation, p PH, s JF. There was a vote on the proposal; 3 for and 4 against. The proposal was not approved and this is to be an item on the January agenda.
- – It was discussed how the Wind Farm can financially assist small groups within the village. It was proposed that small groups would complete a form to book Marshlands Community Centre and that LTFC would invoice Gayton Wind Farm Fund, monthly, p PH, s JL. There was a vote; 6 for and 1 abstention. It was resolved to approve this proposal.
- – It was discussed if the Council could fund re-installing the footbridge. LMDB have informed a Councillor that they would install at cost. It was discussed about potential use of Gayton Wind Farm Fund. This footbridge may be LMDB statutory responsibility. There was a suggestion to write to them. The reinstallation of this footbridge would open up several circular walks. Cllr Harrison agreed to contact Jonathan Stockdale to invite him to the January meeting to confirm the funding situation and the legal responsibilities around the footbridge. It was suggested that providing disability access may remove the statutory obligation. This will be added as an item to the January agenda for further discussion.
- – It was discussed that Councillors should have a separate email account for all Council business. It was suggested that a standardized email address should be used eg namesaltfleetbyparishcouncil@gmail.com.
01868 Reports from Outside Bodies –None.
- – The Clerk had received an email from ELDC regarding the precept. More information will follow by the end of December 2022.

It was reported that the Remembrance Wreath was laid at St Peter’s Church at the Remembrance Day Service.

- Speed gun equipment update – Clerk has not had capacity to order the signage
- Defibrillator location – will be installed once electricity supply is sorted
