There were 2 members of the public present including Councillor McNally.
No questions/issues were raised.

01703 Apologies for absence – apologies from Cllr Lusby, Cllr Harrison, Cllr Clark and Cllr Rickett.
01704 Minutes of the Parish Council Meeting held on 1st March 2022 had been circulated. It was resolved to accept the minutes, p IH, s DR. The minutes were duly signed by Madam Chairman.

01706 Declarations of Interest – Cllr Hatton for item 7.
01707 District/County Councillor Report – Cllr McNally reported that the last part of the Lincoln Bypass had been approved on 5th April 2022 which is the final part of the circular ring road.
Cllr McNally was asked about any news on the Boston Bypass and he responded that the original land that was planned now has a different use. There is now no space and no funding available.
Approx. 200 homes have been offered to Ukrainian Refugees across Lincolnshire.
There is an amnesty on NHS equipment (crutches, walking sticks etc) so that these can be cleaned and reused across the NHS. Lincoln have been first and if this goes well, maybe rolled out in further areas.
Holiday and Food Programme for families in receipt of Free School Meals.
‘Have a go day’ for potential new retainer fire fighters.
An illegal tobacco stash has been located in Spalding.
Highways are visiting the village on Thursday of this week. A review of the pavement at the east end of the village (opposite Marshlands) will be discussed and the signage at the end of Three Bridges Lane/Carlton Grange will be prioritised.
It was discussed that a new entrance is being constructed at the chicken farm to the east of the village and it was asked whether planning permission had been sought for this work. Cllr McNally to speak with planning enforcement as there had been no planning application. Cllr Dover has requested that any potential works should be consulted with the PC if there are implications/impacts to the residents of the village.
It was reported that a large crevice keeps reappearing at the side of the road on Church Lane. It keeps being infilled but keeps breaking down.
Cllr McNally left the meeting at 7.25pm.
01708 Councillor Vacancies –1 applicant for the post of Parish Councillor gave his presentation. There were 3 in favour, 2 objected and 1 abstention. He was duly co-opted to join the Parish Council. Cllr Facer joined the panel.
01709 Gayton Wind Farm Community Fund Applications – there was one application. Cllr Hatton left the room at 7.35pm where it was discussed as there were no members of the public. It was resolved to approve the application from Cllr Hatton for pin boards for Marshlands to display the art work produced by the art club £244.50, p DR, s IH. There were no objections.
01710 Planning Application – Application reference N/145/00429/22 - ST CLEMENTS CHURCH, MAIN ROAD, SALTFLEETBY, LOUTH, LN11 7TP - Section 73 application in relation to condition no. 2 (approved plans) previously imposed on planning permission ref. no. N/145/0924/18 for change of use, conversion of, extension and alterations to existing former church to form a dwelling (which is a listed building). The Council discussed and resolved to support the application, p JF, s IH. No objections.
01711 Planning Application - Application reference N/145/00503/22 - NATURAL ENGLAND RESERVE OFFICE, SEA VIEW ROAD, SALTFLEETBY, LOUTH, LN11 7TR - Planning Permission - Erection of 2no. raised accommodation units for occupation by Reserve Volunteers – the Council discussed and resolved to support the application, p JF, s IH. No objections.
01712 Financial Matters –
- Accounts to be paid/authorised:
- i Clerk’s salary and expenses for March 2022 including HMRC payment for month 1 of 2022/2023. It was resolved to approve, p RAS, s IH.
- Wolds Gardening Invoice INV-2184 dated 30th March 2022 for £110.00 (Excl VAT)
- Wolds Fardening Invoice INV-2185 dated 16th March 2022 for £110.00 (Excl VAT)
- Wolds Gardening Invoice INV-2186 dated 13th April 202 for £110.00 (Excl VAT)
- Cost for advertising the Clerk/RFO post in the Lincolnshire County Council Bulletin/website £47.00 (Excl VAT)
It was resolved to approve b-e above, p RAS, s DR.
- Monthly Councillors Report as at 31st March 2022. It was resolved to approve, p RAS, s DR. The membership of the Footpath Association was discussed.
- Bank Reconciliation and Receipts and Payments for 31st March 2022 for approval. It was resolved to approve, p IH, s PH.
01713 Gayton Wind Farm Financial Matters – Cllr Facer declared an interest at this point.

- J Facer – Editing and delivery of the March 2022 Newsletter £100.00
- Rotaset Printers Ltd for printing of the March 2022 Newsletter; invoice RS012592 dated 21st February 2022 for £236.00 (no VAT) – cheque already issued at the March meeting due to the terms of the invoice (cheque 000164)
- Purchase of a new defibrillator cabinet to be relocated at Saltfleetby Snooker Club £528.00 from Defib World
It was resolved to approve a & b above, p DR, s RAS. No objections.

01714 Advertising for New Clerk – The advertisement wording was discussed and it was decided to have a closing date of 6th May with interviews being held w/c 23rd May. The advert once finalized is to be placed with LCC and the job centre. The Clerk will advertise through LCC and Cllr Dover will look into placing the advert with the job centre.
01715 Garden Boxes – the Council are still waiting for quotes. It was discussed that Cllr Facer will look to obtain 3 tractor tyres to place opposite St Peters Church dispersed alongside the current garden boxes. This will be added to the Councillor Reports on the May agenda.
01716 CPR/First Aid Training – The Clerk has the email address of the Lives representative and will invite them to the APM.
- – It was discussed that there are duplications and still work to be done on the current format. Cllr Rigby offered to look at the current scoring sheet and report back at the next meeting.
- – it was discussed that the documents are on the website and the Clerk will look into making the sign posting easier on the homepage of the website.
01719 Queens Platinum Jubilee – It was discussed and Cllr Dover is to purchase 270 mugs. This will be added to the May agenda for approval for funding out of the Gayton Wind Farm Fund.
- – Cllr Hopkinson updated the Council on the situation with the Trustees of the Snooker Club and the history surrounding the club. Cllr Hopkinson has agreed to contact a local solicitor and inquire as to the process of appointing new trustees. He will report at the next meeting under Councillor Reports, p DR, s RAS.
- –This will be updated for the May meeting.
