Meeting commenced at 7pm
There were no members of the public present. Cllr McNally was in attendance.
Cllr Clark raised an issue on behalf of a resident regarding rats being seen near the fisheries. It was responded that the responsibility of rodents sits with the private land owners and any issues need to be sought through private arrangements.

01482 Apologies for absence –no apologies for absence noted.
01483 Minutes of the Annual Parish Council Meeting held on 18th May 2021 had been circulated. It was resolved to accept the minutes, p RAS, s SC. The minutes were duly signed by Madam Chairman.

01485 Minutes of the Confidential Parish Council Meeting held on 18th May 2021 had been circulated. It was resolved to accept the minutes, p JM, s JL. The minutes were duly signed by Madam Chairman.
01486 Declarations of Interest –none.
01487 District/County Councillor Reports –It was discussed that lorries are speeding through the village. If registrations are reported to VoSA then these will be reviewed. Discussed signage at Three Bridges and Carlton Grange. Cllr McNally will put in a request for signage at the junction. It is noted that there was no ‘Give Way’ sign historically.
It was reported that Green Homes Grant is in phase 2 which provides grants to qualifying home owners for heating systems.
Cllr McNally reported that pedestrianisation in Louth is being trialled for 18 months. The trial at Mablethorpe has been rejected. The booking system at the tip may not be in place when social distancing is no longer required. 2022/23 purple bins for cardboard/paper.
01488 Councillor Vacancies – There are currently 3 vacancies. There has been no interest expressed to the Clerk.
01489 Gayton Wind Farm Community Fund Applications –there is one application to be discussed from Ellie Poskitt for £250 for a contribution for a World Challenge Trip. Proposal to go into closed session at the end of this meeting to discuss, p JF, s SC.
01490 Planning Application – Application reference N/145/00431/21 – Land behind the Old Post Office, Mar Dyke East, Saltfleetby, Louth LN11 7TJ – Planning Permission – Erection of a detached house with a detached double garage and construction of vehicular accesses, in accordance with amended plans received on 29th April 2021 – Council discussed and it was resolved to make no comments, p SH, s JL.
01491 Financial Matters –
a. Accounts to be paid/authorised:
- Clerk’s salary and expenses for May 2021 including HMRC payment for month 3 of 2021/2022.
- Lincolnshire Fieldpaths Association membership for June 2021 to May 2022 of £5.00.
- Wolds Gardening Inv-1520 for £95 (excl VAT) for cut on 18th May 2021.
- Wolds Gardening Inv-1521 for £110 (excl VAT) for cut on 1st June 2021.
- Preauthorisation for cut on 15th June; 29th June and 13th July 2021.
It was resolved to approve the above payments, p RAS, s JF.
- Monthly Councillors Report as at 31st May 2021 was discussed. It was resolved to approve, p RAS, s JM.

01492 Gayton Wind Farm Financial Matters –
a. Accounts to be paid/authorised:
- there were no accounts to be authorised this month.
b. Bank reconciliation and Receipts and Payments as at 31st May 2021. It was resolved to approve p RAS, s JF.
01493 Village Signs The Clerk has drafted a letter to be sent recorded delivery to the manufacturer/supplier of the village signs. Any response will be reported to the next meeting.
01494 BT Phone Boxes – It was reported that the work is scheduled for September.
01495 Garden Boxes – It was discussed that bulbs that flower throughout the year should be planted; maybe more boxes located in the village and the potential use of the Gayton Wind Farm Grant to fund this work. Councillors to contact various contractors/suppliers and report back to the next meeting.
01496 Lamp Post Poppies – the Clerk is to look at prices and discuss at the next meeting. Poppy benches were discussed and possible locations could be Marshlands, St Peters, the Stump and St Clements.
01497 Millennium Book – It was discussed that this is unlikely to be reprinted due to the original residents not being available. New volunteers would be required. Cllr Dover is to visit The Warple Press to request if the template is still available.
01498 Passive Speed Signs – thank you to Cllr Clark for putting these signs up throughout the village. It was discussed whether permanent signs may be considered and possible use of Gayton Wind Farm Funds. The Clerk is to contact the LRSP regarding the training of volunteers for speed guns.
01499 Gayton Wind Farm Funds – possible pocket park was discussed. Question was raised if it would be used. The Queens Platinum Jubilee next year was discussed whether an event for the residents may be an option. Discussed footpaths at length. The Clerk is to have a look at footpath maps and add to the website
01500 Reports From Outside Bodies – There were none.
01501 Correspondence – the Clerk stated that she had received communication on a potential pay increase. However, this has not been confirmed and the Clerk will keep the Council informed.
01502 Councillor Reports – It was reported that the fly tipping debris at Ings Lane was still there. The Clerk is to contact Lindsey Marsh Drainage Board regarding the process of dredging the dykes which has caused this debris as waste bags have been split.
