Meeting commenced at 7.03pm
There were 3 members of the public present including Cllr Rickett, District Councillor.
A member of the public raised an ongoing issue with continuous incidents at the junction of Three Bridges Lane and Thacker Bank/Lordship Road at Carlton Grange. It was discussed that the issues should be reported through the FixMyStreet App and the Clerk to send an email to Cllr McNally regarding an update on the signage at the junction.
It was reported that there is an overhanging hedgerow from a field onto Three Bridges Lane. The Clerk was requested to report this on the FixMy Street App.

01526 Apologies for absence – apologies from Cllr Robin Smith.
01527 Minutes of the Parish Council Meeting held on 6th July 2021 had been circulated. It was resolved to accept the minutes, p SH, s RAS. The minutes were duly signed by Madam Chairman.
01528 Minutes of the Confidential Parish Council Meeting held on 6th July 2021 had been circulated. It was resolved to accept the minutes, p RAS, s JL. The minutes were duly signed by Madam Chairman.
01529 Declarations of Interest –none.
01530 District/County Councillor Reports – Cllr McNally may attend but had another engagement. Councillor Rickett presented his report. The ELDC planning meeting has been moved to September. He informed the Council that litter picking kits are available for councils to borrow. He reported that the waste facility in Louth will no longer need pre-booking from 1st September 2021.
He reported on an update regarding the merging/alliance of some of the services that are provided by East Lindsey, Boston and South Holland.
The potential Theddlethorpe Nuclear Waste Disposal Site was discussed and there would likely be a local referendum. It is currently unsure of the scale of the referendum and no decisions have been made at this time.
Cllr Rickett provided an update on ELDC move to Horncastle and that there was currently a review of the ways of working due to the pandemic and that any previous plans will be under review. A new proposal will be made and he will update the Council when the information is available.
01531 Councillor Vacancies – There are currently 4 vacancies. There has been one member of the public who has expressed interest expressed to the Clerk. The Clerk has emailed over the new councillor information and has invited the candidate to the September meeting to make a formal application.
01532 Gayton Wind Farm Community Fund Applications – no applications received this month.
01533 Standing Orders – the draft policy was discussed and that there were no amendments to the previous version apart from dates. It was resolved to approve this version, p SH, s JL
01534 Financial Regulations – the draft policy was discussed. The only update was to section 6.4 which states the details under which the grounds maintenance contractor will be paid. It was resolved to approve this version, p SC, s JL.
01535 Code of Conduct – the draft policy was discussed and that there were no amendments to the previous version apart from dates. It was resolved to approve this version, p RAS, s SH.
01536 Risk Assessments Review – The following risk assessments were discussed as part of this review:
Clerks Office
Defibrillator
Flailing
St Clements Maintenance
Grass Cutting
Volunteer
It was discussed that there should be Lone Working and Display Screen Equipment risk assessments. The Clerk will look into this for the next meeting.
All of the above risk assessments were approved, p SC, s JL.
01537 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for July 2021 including HMRC payment for month 5 of 2021/2022.
- Wolds Gardening INV-1676 for £110 dated 27th July 2021.
- Preauthorisation for INV-1720 for £110 dated 10th August 2021
- Preauthorisation for INV-1721 for £110 dated 24th August 2021.
It was resolved to approve the above payments, p SC, s JM.
- Monthly Councillors Report as at 31st July 2021
It was resolved to approved the above report, p RAS, s JL.
c. Bank Reconciliation and Receipts and Payments 31st July 2021 for approval.

01538 Gayton Wind Farm Financial Matters –
a. Accounts to be paid/authorised:

It was resolved to approve the above report, p SC, s JM.
- Millennium Book – reprinting of the book was discussed. Several residents in the village have photos. Cllr Dover offered to review the wording in the current version as this would need adapting to the present. Cllr Dover agreed to lend her current version to Cllr Lusby for him to match any photos. This will be discussed again at the September meeting.
- Marshlands Community Centre Sign – Cllr Rick Smith agreed for this to be discussed at the next SCA (Saltfleetby Community Association) meeting and report back to the council in September.
- Newsletter– It was agreed that it should be minuted and also a letter of thanks should be sent to Mr Hulme for his work with editing and delivering the village newsletter over the last several years. It is noted that there is now a vacancy for someone to take on the editing and delivery of the village newsletter. A suggestion for the next edition regarding the collection of the royal mail postbox is currently AM and not PM (stated on the box).
01542 Reports From Outside Bodies – It has been reported that there have been police speed checks in the village. Also there may be more police presence at Ordinary Parish Council Meetings in the future.
- Correspondence– the Clerk stated that she has received an email response regarding the waste deposits on the side of the Mar Dyke. Lindsey Marsh Drainage Board will not clear the waste and there was a suggestion that the Parish Council may wish to organize this. This would incur a huge cost and increase in the precept.
There has been an email from a resident regarding the cutting of the footpaths and that the Chairman had contacted the resident.
The Clerk reported that the defibrillator pads/batteries were still awaiting delivery and that the supplier had stated a new delivery date of end of July. The Clerk was waiting for a further update but there is an issue with all suppliers with these items and that the Council may need to wait until they are available. Cllr Clark reported that LTFC are awaiting another defib and that the PC one located at Marshlands could then be potentially moved to the Snooker Club. This would need further discussion and will be added to a future agenda.
It was discussed that more information on measurements is required for the new raised beds/sleepers. Cllr Clark will visit Lynx Outdoor Products in Legbourne for a quotation and advice and report to the next meeting.
