DRAFT Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 6th April 2021

 at 7pm, via Zoom conference call (virtual meeting).

01442   Apologies for absence – ongoing apology from Cllr Robin Smith. Cllr McNally sent an apology due to work commitments.

01443   Minutes of the Parish Council Meeting held on 2nd March 2021 had been circulated. It was resolved to accept the minutes, p SH, s JL. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

01444   Minutes of the Extraordinary Parish Council Meeting held on 9th March 2021 had been circulated. It was resolved to accept the minutes, p JF, s SH. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk

01445  Declarations of Interest –The application for Sturdy’s Farm was discussed. None of the Councillors are close relatives/friends of the applicant, therefore, no declarations of interest are noted.

01446   District/County Councillor Reports –Councillor Ricketts apologized for not attending the last meeting. It was reported that there is a new initiative for Care for Our Coast, Countryside and Communities. There are currently 2 rough sleepers in Louth and they are currently refusing assistance at this time. Louth and Skegness hospitals urgent overnight care departments are now open again.

It was discussed whether the face to face meetings that are due to recommence from 7th May 2021 are feasible with current Government Guidance stating only 6 people can meet. Council would be in breach of the Covid Guidance set out by the Government. Village halls are not set to reopen. A decision will be made nearer the time of the May meeting after the results of the legal challenge are known.

Cllr Rickett left the meeting at 7.22pm.

01447   Councillor Vacancies – There are currently 3 vacancies. There has been no interest expressed to the Clerk. Interest has been expressed to a Councillor.

01448   Gayton Wind Farm Community Fund Applications –no applications.

01449   PLANNING APPLICATION - Application reference N/145/00353/21 - WOODBINE COTTAGE, CHURCH LANE, SALTFLEETBY, LOUTH, LINCOLNSHIRE, LN11 7TU - Planning Permission - Extension and alterations to the existing dwelling to provide a ground floor kitchen/dining room and attached double garage with store over and erection of a detached building comprising a workshop and store. Planning Permission - Change of use of land formerly used as a paddock to provide an extension to the existing domestic curtilage, extension and alterations to the existing dwelling to provide ground floor accommodation with store over and erection of a detached building comprising a workshop and store – Council discussed and it was resolved to support the application, p RAS, s SH.

01450   PLANNING APPLICATION - Application reference N/145/00332/21 - STURDYS FARM, MAIN ROAD, SALTFLEETBY, LOUTH, LN11 7SN - Planning Permission - Change of use of land for the siting of touring caravans and erection of a toilet/shower block – Council discussed that a number of Councillors know the applicant, however, all Councillors were satisfied that none of them are close relatives/friends so they could all partake in discussing the application.

The numbers of caravans that would potentially be on site at any one time were discussed as being a lot for the village.

The application and current work undertaken was discussed as a positive development for the village.

 Increase in caravan traffic was discussed and that Chris Panton had not assessed the area for the number of vans.

It was resolved to support the application with the expression of concern over the number of vans and request a consideration to reduce the number due to the impact on the village and other local businesses. 5 votes to support; 2 abstentions, p JL, s SH.

01451   PLANNING APPLICATION - Application reference N/145/00398/21 - THE TOWER TO THE FORMER CHURCH OF ST PETER, SALTERGATE, SALTFLEETBY - Listed Building Consent - Alterations to west elevation to install a clear glass window and provision of powder coated guards –Council discussed and resolved to support the application and wish to express gratitude to the owners on looking after the heritage site, p SC, s JF.

01452   PLANNING APPLICATION - Application reference N/145/00431/21 - LAND BEHIND THE OLD POST OFFICE, MAR DYKE EAST, SALTFLEETBY, LOUTH, LINCOLNSHIRE, LN11 7TJ - Planning Permission - Erection of a detached house with a detached double garage and construction of vehicular accesses – Council discussed and are concerned about the potential amount of asbestos that may be present and would expect the developers to dispose of this appropriately. The Council resolved to support the application with the proviso that the Heritage Impact Assessment requires further investigation and that the whole site would be cleared and all debris/asbestos be disposed of in line with H&S legislation, p JL, s SC.

01453   PLANNING APPLICATION - Application reference N/145/00420/21 - EVERGREEN FARM, THREE BRIDGE LANE, SALTFLEETBY, LOUTH, LN11 7UA - Planning Permission - Erection of 1 no. detached house with a vehicular parking area – Council discussed that the design of the house is not clear in the application. It was resolved to support the application, p JL, s JF; voting 6 in favour and 1 abstention.

01454   Financial Matters

a.  Accounts to be paid/authorised:

  • Clerk’s salary and expenses for March 2021 including HMRC payment for month 1 of 2021/2022. Expenses include Zoom subscription £14.39 (incl VAT); Dell Laptop adapter power battery charger £20.49 (incl VAT); Laptop battery £21.95 (incl VAT)
  • LALC Annual Training Scheme cheque for £102.00 (incl VAT)
  • LALC/NALC Annual subscription cheque for £165.76 (inc VAT)
  • Wolds Gardening Invoices; INV-1430 dated 22nd March 2021 for £114.00 (incl VAT); INV-1444 dated 22nd March 2021 for £14.00 (incl VAT)
  • Wolds Gardening invoices for pre-approval; INV-1435 dated 5th April 2021 for £114.00 (incl VAT); INV-1436 dated 19th April 2021 for £114.00 (incl VAT)

It was resolved to approve the above, p JM, s RAS.

01455   EK Financial Matters –

a.  Accounts to be paid/authorised: 

                    - D Hulme for editing and delivery of March 2021 newsletter £100.00.

                              - The Warple Press inv 5034 dated 22nd February 2021 for £145.00.

                              - Duncan & Toplis inv 2020211020 dated 23rd March 2021 for preparation of financial statements for year ended 31st March 2020 for £300.00 (incl VAT).

It was resolved to approve the above, p RAS, s SC.

b.  Financial Statement for 2019/20 from Duncan and Toplis to be added to April agenda as the reports have not been sent out to Councillors.

c.  Bank reconciliation and Receipts and Payments as at 31st March 2021. It was resolved to approve p RAS, s JF.

01456  Newsletter –It was discussed that the village newsletter should be reviewed by the Clerk and Chairman and that a letter should be sent to the editor explaining the reasons for this and also expressing gratitude for work being undertaken, p JF, s SH. Also discussed including advertising for local businesses – Editor to be consulted regarding this for his thoughts. The Clerk has offered to compile a table of names and numbers and ensure that businesses have the appropriate insurance before advert placed in the newsletter, p JF, s SH.

01457   Village Signs – Council discussed concerns over the manufacture of the village signs due to significant rust appearing. The Clerk was requested to write a letter to the supplier requesting all signs to be removed, sandblasted, degreased and repainted.

01458   Garden Boxes and St Clements maintenance  It was discussed and agreed for the Clerk to send out for re-quotes for the grounds maintenance work with the addition of cutting the grass around the old telephone box (opposite St Peters Church) and to cut the grass shorter at each cut to possibly reduce the frequency of cuts.

01459   Northern Power/Power Cuts   It was discussed that ex Councillor Dykes had been contacted and the result was that she was informed by Northern Power,  that a relay required changing and the Council believe that this has not been completed. The Clerk was requested to get in contact and enquire about the status of this work, p SC, s JF.

01460 Reports From Outside Bodies – There were none.

01461  Correspondence The Clerk reported that there has been a Freedom of Information Request and the Clerk will seek advice form LALC and process this request in line with legislation

01462  Councillor Reports Discussed support in the village and that there were currently no issues to report. The Council discussed the May meeting and that we will wait and see what happens with the challenge to the returning to face to face meetings, p SH, s SC.

01463 Parish Clerks Report The Clerk expressed concerns over the Parish Council laptop and that it is now not charging at all and has had a new battery and charger. The Council resolved for the Clerk to investigate the procurement of a new laptop. It has been suggested that consider getting a SSD rather than a HDD due to the robustness of Solid State Drives.
