Meeting commenced at 7.00pm
There were 2 members of the public present. There were no questions raised to the Council.
1 resident stated that the suspicious waste that had been dumped along Fishmere Gate had been cleared very quickly.
Statutory proceedings commenced at 7.03pm
01592 Apologies for absence – apologies from Cllr Rick Smith, Cllr McNally. Cllr Rickett may be late due to previous engagement.
Cllr Robin Smith arrived at 7.05pm.
01593 Minutes of the Parish Council Meeting held on 5th October 2021 had been circulated. It was resolved to accept the minutes, p JL, s SC. The minutes were duly signed by Madam Chairman.
01594 Declarations of Interest –Cllr Clark declared an interest in the SCA Wind Farm Application that is due for discussion under Item 6.
It was proposed that item 4 be discussed when Cllr Rickett arrives at the meeting.
01595 Councillor Vacancies – There are currently 4 vacancies. There was one application from Mr Hopkinson.
Mr Hopkinson presented his application to the Council.
There was a vote and all Councillors were in favour of Mr Hopkinson being co-opted onto the Council. Cllr Hopkinson joined the main meeting.
01596 Gayton Wind Farm Community Fund Applications – there were 3 applications on this occasion. All from the SCA; 2x £250 and 1x £95 (additional plumbing costs for the kitchen refurbishment). It was resolved to go into closed session at the end of the meeting to discuss these applications, p JL, s SH.
01597 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for October 2021 including HMRC payment for month 8 of 2021/2022; ICO data protection fee renewal £40.00; purchase of a Wreath £20
It was resolved to approve the above payments, p JM, s SH.
- Wold’s Gardening – Planting of 300 bulbs in front of each box; quoted at £170.00 (£120 for bulbs; £30/box@4 planters and £50 labour). Council discussed and resolved to accept the quotation and to use Gayton Windfarm Funds to procure, p SC, s JL. There were no objections.
- Monthly Councillors Report as at 31st October 2021.
It was resolved to approved the above report, p SH, s JM.
d. Bank Reconciliation and Receipts and Payments 31st October 2021 for approval.
It was resolved to approve the above report, p RS, s SC.
Councillor Rickett arrived at 7.25pm.
01598 District/County Councillor Reports – This item was discussed later than scheduled as Cllr Rickett was not present at the time.
Climate Change and Environment team Update - Officers in our Climate Change and Environment Team have joined more than 22,000 learners across 1,700 organisations nationwide in achieving their Carbon Literacy Awards.
The programme, established by the Carbon Literacy Project, provides the knowledge, skills and motivation required to create a positive shift in how we live, work and act in response to the climate crisis.
The training programme will assist officers as they work to encourage both individual and organisational change to reduce carbon emissions and promote a more sustainable approach to benefit our local communities for the longer term.
Assistant Director Regulatory, Christian Allen; Climate Change and Environment Officer, Heather Prescott; Sustainable Development Officer, Lewis Humphreys; Sustainable Housing Officer, Rachel Jones and Green Homes Support Officer, Nicola Phillips have joined Climate Change and Environment Manager, Sarah Baker in achieving their awards. A rollout of Carbon Literacy training for all Officers and Members of the Council will take place.
Festive Fabuloso coming to East Lindsey this December - We’re delighted to be working with Different Light and Spilsby Sessions House to bring Festive Fabuloso, a Christmas celebration like no other, to Alford, Horncastle, Louth, Spilsby, and Wainfleet this December.
As part of a unique programme of celebrations, the Festive Fabuloso team will be visiting each town twice during December with dates to be announced soon. On their first visit the team will be accompanied by fabulous street entertainers and their marvellous mechanical musical machine, a specially created sculpture crafted from recycled parts of Spilsby Theatre's disused church organ, which promises to delight, surprise, amuse and astound! The team will then return to each town, once again with their marvellous musical machine in tow, to share special screenings of a special Festive Fabuloso film – which we’re inviting local communities to help us create.
We’ve released two special Festive Fabuloso templates which we’re asking residents to complete – once they’re sent back to us, we’ll turn them into a short film which will be screened in each town during December; fifty of our favourite designs will be used in short art trails across the five towns too!

Homeless Prevention Grant Winter 2021 - We have recently received the attached letter confirming the homeless prevention grant winter 2021 Covid-19 rent arrears financial support. The allocation for East Lindsey is £84,810.
Local Government Association Model Code of Conduct – Training Sessions - The role of councillor is a vital part of our country’s system of democracy. In voting for a local councillor, the public is imbuing that person and position with their trust. As such, it is important that as councillors can be held accountable and all adopt the behaviours and responsibilities associated with the role.
The LGA model Code of Conduct for councillors has been designed to protect councillors democratic role, encourage good conduct and safeguard the public’s trust in local government. It has been developed in consultation with the sector and is offered as a template for councils to adopt in whole and/or with local amendments.
The session – open to all councillors - is being held ahead of the Audit and Governance Committee receiving the Model Code of Conduct. The session will look at the detailed provisions on the LGA Model Code of Conduct and accompanying guidance. The session will be delivered remotely via zoom on Tuesday 2nd November (2.00pm – 4.30pm) and repeated on Tuesday 9th November 6.00pm – 8.30pm) and facilitated by Kirsty Cole, an LGA Associate and a former Monitoring Officer and Deputy Chief Executive at a local authority in the East Midlands.
01599 Gayton Wind Farm Financial Matters –
a. Accounts to be paid/authorised:
- Invoice for decorating cost for the kitchen refurbishment £210.00. Was approved on 28/6/2021 as part of the funding panel meeting but invoice only just received from M Jones dated 21/12/2020; cheque written at this meeting, p JL, s JM.
b. Duncan & Toplis draft unaudited financial statements for year ended 31st March 2021 – was discussed and resolved to approve these statements, p SH, s SC.
c. Bank reconciliation and Receipts and Payments for 31st October 2021.
It was resolved to approve the above report, p JL, s SC.
- –Cllr Lusby has approached Mr Chapman and he is going to investigate the previous book that was published. Item to be added to the next agenda.
- – Cllr Dover and Harrison have met and reviewed the scoring sheet. Any duplication and the numbering scoring system have been removed. They are in the process of compiling the new document and this will be circulated and discussed at the meeting in December 2021.
- –The quotes were briefly discussed as different specifications have been quoted upon due to the differences in advice of the posts etc. It was discussed and resolved that Cllr Lusby and Cllr Clark contact one of the manufacturers and arrange a meeting to discuss a spec that can be used for all quotes. Item to be added to the next agenda.
- –Cllr Dover had read the draft newsletter sent to her and the Clerk via email. The newsletter was discussed and it was stated that any issues/arguments should have both sides reported on the newsletter so that there is balance of information. Cllr Dover is to contact Mr Facer regarding this and any potential edits to the existing draft.
- – The Clerk updated the Councillors that the batteries and pads had been delivered and that Cllr Clark had installed them in both Defibs.
It was discussed that a course for how to conduct CPR and use of the Defibs should be investigated.
Any purchase for defibs to be put on hold to wait for the FA defib at Marshlands to be fully up and running (currently waiting for the cabinet). The Marshlands defib could be relocated to the Snooker Club and potentially the PQ defib to be moved to Heaths Yard (the Council are unsure of the future of the Prussian Queen Public House so plans for the future of the defib need to be considered).

01606 Reports From Outside Bodies – there were no reports.
- – No additional correspondence to what has already been discussed throughout the meeting.
- – It was reported that the Clerk has tendered her resignation and that the job description and advert should be added to the next agenda.
It was reported that there had been a visitor to the village who had contacted Cllr Dover regarding the state of the village public footpaths. It was stated that there are also a number of finger posts missing. There was discussion of the footpaths and the maintenance. This is to be added to the next agenda for further discussion.
- – It was reported that the garden boxes order will be added to the next agenda for approval; grass cutting has now finished for this year and will be reviewed over the coming months; update on LRSP and speed guns to be added to next agenda; Marshlands signage to be added to the next agenda; Gayton Wind Farm Panel Meeting on 22nd November – no applications as yet.
