Approved Minutes for 5th January 2021

Draft Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 5th January 2021

 at 7pm, via Zoom conference call (virtual meeting).

Meeting commenced at 7.00pm

There were two members of the public present including Cllr Rickett, District Councillor and Cllr McNally, County and District Councillor.

01386   Apologies for absence – ongoing apology from Cllr Robin Smith. Cllr Clark sent an apology due to work commitments.

01387   Minutes of the Parish Council Meeting held on 1st December 2020 had been circulated. It was resolved to accept the minutes, p SH, s RAS. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

01388   Minutes of the Confidential Parish Council Meeting held on 1st December 2020 had been circulated. It was resolved to accept the minutes, p RAS, s JL. The minutes will be collected and signed by the Madam Chairman within 2 days of the meeting and forwarded to the Clerk.

01389  Declarations of Interest –There were no declarations of interest for this meeting.

01390   District/County Councillor Reports –It was reported and discussed that residents with trailers 6’x4’, no longer than 12’ need to apply for a permit for the Waste Management Site in Louth. This is to prevent commercial vehicles using the site where they are required to obtain a permit at other sites.

Cllr Rickett confirmed that the Parish Councils District Councillor Grant Application form has been submitted and that the Clerk should get a response shortly.

Cllrs Rickett and McNally left the meeting at 7.15pm.

01391   Councillor Vacancies – There are now 3 vacancies. There has been no interest expressed.

01392   Gayton Wind Farm Community Fund Applications –no applications.

01393   Planning Application –N/145/02169/20 - TUMBLYDOWN COTTAGE, NORTH END LANE, SALTFLEETBY, LOUTH, LN11 7SP - Listed Building Consent - Demolition of the detached outbuilding – Council discussed and resolved to support the application, p JL, s JF.

01394   Draft Budget 2021/22 –It was resolved to accept the budget presented by the Clerk/RFO, p RAS, s JL.           

01395   Precept 2021/2022 – It was resolved to accept the precept as presented in the budget for 2021/2022, p RAS, s JF.

01396   Financial Matters

  1. Accounts to be paid/authorised:
    • Clerk’s salary and expenses for December 2020 including HMRC payment for month 10 of 2020/2021. The Clerk explained that there was 9.75hrs of overtime within the salary due to the new parish council website. Councillors requested that the Clerk send a complaint to LCC regarding the financial implications of the new website and lack of consultation on this and amount of work involved. Also, the information that is required to be added to the content and the lack of experience in certain areas e.g. Privacy notice, Accessibility.
    • Clerks Salary for November 2020 and HMRC payment for month 7 to be approved due to an error on the agenda in previous meetings.
    • Payment for X2connect invoice 26231 for £404.56 (incl. VAT) dated 15th Dec 2020 (BT phone box materials).
    • Payment for Woodpecker Trees Ltd invoice jm0557 for £780 (incl. VAT) dated 10th Dec 2020 (trees survey works).

It was resolved to approve the above payments, p JF, s JM.

b. Donation request from Citizens Advice Lindsey discussed. It was resolved to use Gayton Wind Farm monies to donate sum of £250.00, p RAS, s JF.

  1. Monthly Councillors Report as at 31st December 2020. It was resolved to approve the report, p RAS, s JL

       d. Bank Reconciliation to 30 November 2020 and Receipts and Payments to December 2020.It was resolved to approve, p JM, s RAS.

01397   EK Financial Matters –

a.         Accounts to be paid/authorized:

            - Payment for D Hulme receipt for £100 for December 2020 for editing (£50) and delivery (£50) of Saltfleetby Village Newsletter.

            - Payment for The Warple Press invoice 5001 dated 4th December 2020 for £95.

            - Approval for cheques signed for: Fund Administrators salary for November cheque no 000134;Louth & District Disabled Archery Club cheque 000137 for £1576.81; Louth Town    Walking Football Club cheque 000136 for £250.00. Cheque no 000135 cancelled due to incorrect payee being written.

It was resolved to approve the above payments, p JL, s JF.

b.         Receipts and Payments as at 31st December 2020; No Bank Reconciliation due to no bank statement received due to no transactions through the bank     account.

It was resolved to approve, p RAS, s SH.

01398   Code of Conduct – The slides of the training had been circulated prior to the meeting. The original Councillor training had been attended by 3 Councillors in October and was discussed. There was a discussion on the NOLAN principles and completion of a survey on the principles. It was decided to invite the Monitoring Officer to a meeting once the new Code of Conduct has been issued by NALC/LALC.

01399 Reports from Outside Bodies –It was reported that ‘Do Not Resuscitate’ notes have been entered onto patients medical records in hospitals without the individuals and next of kin knowledge and are not able to be removed. It was discussed that a letter be written to LCC Health and Social Care Department to express the Councils disappointment in process. The Clerk to send once the Council has agreed the contents of the letter.

01400   Correspondence –None.

01401   Councillor Reports - It was reported that no one had been identified individually as requiring support however, the situation will still be monitored.

01402   Parish Clerks Report - The Clerk reported that the website was well underway and that the old site had been ‘switched off’. The HMRC cheque that was not allocated has now been allocated and the issue resolved.

01403   Items for the next agenda

  • Royal Mail post box located at Marshlands still not commissioned
  • Debrillator monitoring
