Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 7th September
at Marshlands Community Centre

Meeting commenced at 7.00pm
There were 3 members of the public present including Cllr McNally, County and District Councillor.
A member of the public requested an update on an ongoing issue with continuous incidents at the junction of Three Bridges Lane and Thacker Bank/Lordship Road at Carlton Grange. It was discussed that new give way signage was scheduled and the direction signage was under investigation. Give way road markings were discussed. Cllr McNally stated that he was unsure of any legal or health and safety requirements regarding road markings. A resident stated that tyres and bollards have been located at Carlton Grange to try to prevent vehicles entering the grounds.
The condition of the footpaths (pavements) were discussed and that they are dangerous. It was mentioned that there is a new highways manager and Cllr McNally would look into arranging a highways visit.

01547 Apologies for absence – apologies from Cllr Rick Smith, Cllr Harrison. Cllr Paul Rickett may be late due to a previous engagement.
01548 Minutes of the Parish Council Meeting held on 3rd August 2021 had been circulated. It was resolved to accept the minutes, p SC, s JL. The minutes were duly signed by Madam Chairman.
01549 Minutes of the Gayton Wind Farm Funding Panel Meeting held on 28th June 2021 had been circulated. It was resolved to accept the minutes, p JL, s JM. The minutes were duly signed by Madam Chairman.
01550 Minutes of the Confidential Gayton Wind Farm Funding Panel Meeting held on 3rd August 2021 had been circulated. It was resolved to accept the minutes, p JM, s JL. The minutes were duly signed by Madam Chairman.
01551 Declarations of Interest –Cllr Clark declared an interest in item 11 on the agenda.
01552 District/County Councillor Reports – Cllr McNally reported that he had received an email from a resident regarding speeding through the village. The email had referenced large lorries driving through the village and the potential of weights restrictions being introduced. Cllr McNally stated that this was not enforceable. It was discussed that there is an issue with speeding through the village. Lincolnshire Road Safety Partnership and the Police have been contacted in the past. The Clerk has a list of residents that are prepared to receive training on the use of speed guns. However, due to covid, the training had been put on hold. The police speed check vehicle that has been present in the village was discussed.
It was reported that East Lindsey are part of the Afghan Settlement Scheme.
The devolution program has now recommenced and the council is looking at potential efficiencies. It is not a cost/money saving exercise it is reviewing the potential sharing of powers and services between Lincolnshire, NE Lincolnshire and North Lincolnshire. Currently awaiting any proposals.
It was reported that there are currently bids being reviewed for local hospital improvements for the local NHS. Unsure of any details at the moment. Staffing is an issue.
General infrastructure was discussed mainly around new housing developments including school places, GP surgeries and dentists.
It was reported that there is currently a driver shortage and that this may impact school transport.
There is no longer an appointment system for the Waste Recycling Centre in Louth.
There are walk in appointments for young people for the Covid-19 vaccinations.
It was reported that blue/green algae has been found at Sutton-on-Sea and a warning for dog owners has been issued as this is very poisonous if ingested.
01553 Councillor Vacancies – There are currently 4 vacancies. There has been no new interest.
01554 Gayton Wind Farm Community Fund Applications – there were 2 applications received. There was a proposal to go into closed session after this meeting, p SC, s JM.
01555 New Risk Assessments – this item has been deferred to the October meeting.
01556 Planning Application – Application reference N/145/01716/21 – Hesleyside, Main Road, Saltfleetby, Louth, LN11 7SS – Planning Permission – Extension to existing dwelling to provide additional living accommodation – Council discussed and commented that most of the extension is behind the property and will not be seen from the road. The council resolved to support the application, p JL, s SC.
01557 Planning Application – Application reference N/145/01052/20 – Louth Town Football Club, Main Road, Saltfleetby, Louth, LN11 7SS – Planning Permission – Extensions and alterations to existing building to provide officials changing room and turnstiles, provision of a hard standing around the existin football pitch, erection of 3 no. spectator stands, 2no. dug outs and provision of 6 no. floodlights – Council discussed. Cllr Clark stated that the changes to the original application were that there were going to be 8 floodlights (4 each side of the pitch) and that they would be lower (6m) and less lights on each post which would mean less light pollution. Based on the these amendments the Council resolved to support the application, p JL, s RS.
01558 Consultation – Proposed Speed Limit Change – The Council discussed and resolved to support the proposed speed limit change outside of the old school premises, p JL, s SC.
01559 Financial Matters –
- Accounts to be paid/authorised:
- Clerk’s salary and expenses for August 2021 including HMRC payment for month 6 of 2021/2022; Dell 5520 laptop £806 (excl VAT); Microsoft 365 + McAfee 1 yr subscription £57.97.
- MA Chapman invoice 1603 for £675 (excl VAT) dated 7th August 2021.
- Wolds Gardening invoice INV-1720 for £110 dated 10th August 2021.
- Wolds Gardening invoice INV-1721 for £110 dated 24th August 2021.
- Wolds Gardening invoice INV-1732 for £110 dated 7th September 2021.
- Preauthorisation for cuts on 21st September and 5th October 2021.
It was resolved to approve the above payments, p SC, s JL.

01560 Gayton Wind Farm Financial Matters –
a. Accounts to be paid/authorised:
- Mr D Hulme – invoice/receipt for August 2021 for £100 for editing and delivery of village newsletter
- The Warple Press invoice 5168 for £100 dated 24th August 2021.
It was resolved to approve the above payments, p SC, s JM.
- Saltfleetby Community Association – grant reimbursement for invoices received for the connection of utilities for the new kitchen - £2200 for electrician; £645 for plumber (was originally £550 on the application). After discussion, it was resolved to approve the payment for £2200 for the electrician; £413.51 for materials for splashback/tiling, p JL, s RS. The increased plumber costs would require a further application for the difference and invoices are still outstanding for the decoration works. These will be requested.
b. Bank reconciliation and Receipts and Payments for 31st August 2021.
It was resolved to approve the above report, p JL, s SC.
- Millennium Book –Council discussed the photos and the possibility of a supplement to the original book. Cllr Lusby may be able to contact the original holder of the formatted version of the current copy. Report back to the next meeting.
- Gayton Windfarm Application Scoring Sheet Review – this item is to be deferred to the next meeting.
- Marshlands Community Centre Sign –Council discussed a new sign for the Marshlands Community Centre. It was agreed that Cllr Robin Smith would contact a local sign maker for some design suggestions/costs and report to the next meeting.
- Newsletter –It was discussed and agreed that the new editor would be invited to the next meeting to discuss colour printing, delivery cost proposals and deadlines/timescales etc.
01565 Reports From Outside Bodies – there were no reports.
- Correspondence – the Clerk reported that the defibrillator pads and batteries are still delayed and there is an expected delivery date of 30/11/2021. Defibrillators were discussed and Cllr Clark will contact EMAS regarding the supply of pads and batteries for the current defibs. Cllr Dover agreed to contact Lives for advice.
- Councillor Reports – It was reported that St Peters will hopefully remain in service for funerals, weddings and baptisms. A new church warden is required. It was reported that the Prussian Queen Public House was still not open and that there are no updates on when this will reopen.
The BT boxes have now been refurbished and are ready to relocate. This is to be added to the next agenda.
It was reported that the snooker club has new members and that they are a charity.
- Parish Clerks Report –the Clerk reported that the garden boxes were still being investigated. Lamp post poppies to be ordered. The village signs have been refurbished and are now back up.
