Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 7th December 2021 at

Marshlands Community Centre

Meeting commenced at 7.00pm

There were 2 members of the public present Elliott Kenny, Seasonal Reserve Warden, Saltfleetby-Theddlethorpe NNR and Guy Mason, Dynamic Dunescapes Officer.

Engagement

  • Accessibility audit has been compiled. This will be actioned in the next tax year and will focus on refining and improving site access overall.
  • The dogs on lead policy from March to August is in place to protect ground nesting species. After this period close control or on leads was still encouraged. 
  • Visitor surveys were conducted to find out visitor needs and to improve public communication.
  • Several guided walks have been delivered that covered, heritage, flora and fauna.
  • A significant drop in illegal campers.

Dynamic Dunescapes

  • Clematis clearance work has been carried out at Crookbank and treatment work is set to be carried out over the next month.
  • Turf stripping and Washland contracts have been carried out at the Rimac area to create a mosaic of health wetland habitats.
  • There is an extended fencing contract being awarded. The aim of enlarging our grazing compartments is to manage a larger new area for biodiversity.

 Concerns Raised by Councillors and Responses

  • Lack of communication surrounding Dynamic Dunescapes projects and a misunderstanding about where the budget for those projects came from i.e. EU LIFE and National Heritage Lottery funded projects NOT taxpayer funded.
  • Is public footpath at Seaview being completed?  Yes, the public footpath work is currently being handled by the County council, so please address any queries to them.
  • What is going on with the accommodation at Seaview? The accommodation work is going ahead but due to C-19 the work has stalled.

Councillor McNally arrived at 7.20pm in the middle of the above presentation.

01611    Apologies for absence – apologies from Cllr Robin Smith, Cllr Rickett, Cllr Clark, Cllr Lusby, Cllr Morris.

01612    Minutes of the Parish Council Meeting held on 2nd November 2021 had been circulated. It was resolved to accept the minutes, p SH, s IH. The minutes were duly signed by Madam Chairman.

01614   Declarations of Interest –Cllr Rick Smith and Cllr Hopkinson declared an interest in the SCA Wind Farm Application that is due for discussion under Item 7. This means that the meeting is not quorate to be able to table this item. This will be carried over to the next meeting.

01615   District/County Councillor Report – It was reported that the cost of a green bin will increase from £40 to £50 in 2022/23. There is a Covid-19 bus that is providing lateral flow tests for the public. There has been an increase in fly tipping of tyres and it is requested that residents/public report this through the ‘Fix My Street’ app. The County Council is compiling a ‘Trusted Trader Scheme’ to support residents to ensure that legitimate contractors are carrying out work especially for the more vulnerable in the community.

It was reported that there is a Draft Public Health Annual Report (Children) – Cllr McNally to send this to the Clerk.

There was a discussion around the recruitment difficulties being faced in care homes across the County and also countrywide. A question was raised about whether there was any assessment of vulnerable care homes as there was already issues with places for children with autism. The Council need to be proactive and ensure that measures are put into place to support.  Lincolnshire County Council are in discussion with homes and social workers to establish why workers are leaving the sector. The New Health Act was mentioned and that more information could be sought on the .gov.uk website.

It was reported that there were no presentations planned for the proposed nuclear waste disposal at Theddlethorpe in December; these will start again in January 2022.

01616    Councillor Vacancies – There are currently 3 vacancies. There are no new applications.

01617    Gayton Wind Farm Community Fund Applications – there was 1 application on this occasion by the SCA. As 2 attendees of the Council have declared an interest the remaining members of the council are not quorate and therefore this item/application will be carried over to the next meeting.

01618    Planning Application – Application reference N/145/02132/21 – The Barn, Church Lane, Saltfleetby, Louth, LN11 7TU – Planning Permission – Provision of a manege with fencing to a maximum height of 1.525m – Council discussed and resolved to support the application, p IH, s RAS. There were no objections.

01619    Planning Application – Application reference N/145/02430/21 – Evergreen Farm, Three Bridge Lane, Saltfleetby, Louth, LN11 7UA – Planning permission – Erection of a house and demolition of existing agricultural building – Council discussed and resolved to make no comments on this application, p RAS, s IH. There were no objections.

01620    Public Path Creation Order Supplementary to Existing Scheme at Saltfleetby-Theddlethorpe Dunes National Nature Reserve – Council discussed and resolved to make no comments as the information is so unclear and difficult to decipher.

01621    Draft Budget 2022/23 – Council discussed and there are no changes at present. This will be on the January agenda for further consideration/approval.

01622    Financial Matters

  1. Accounts to be paid/authorised:

i Clerk’s salary and expenses for November 2021 including HMRC payment for month 9 of 2021/2022.

It was resolved to approve the above payments, p RAS, s IH.

  1. Citizens Advice Lindsey donation request – Council discussed and resolved to make a donation of £300 from the Gayton Wind Farm Fund, p SH, s IH. There were no objections.

d.   Bank Reconciliation and Receipts and Payments 30th November 2021 for approval.

01623    Gayton Wind Farm Financial Matters –

a.  Accounts to be paid/authorised: 

         i  Rotaset Printworks invoice for £254.00 dated 29th November 2021 for the printing of the November 2021 village newsletter

         ii Mr J Facer invoice for £100.00 dated 29th November 2021 for editing and delivery of the November 2021 village newsletter

It was resolved to approve the above payments, p IH, s RAS.

b.  Duncan & Toplis Provision of Professional Services document – was discussed and resolved to approve this document, p SH, s RAS.

c. Bank reconciliation and Receipts and Payments for 30th November 2021.The Clerk reported that a cheque had been written in error (000154) and is therefore cancelled and is reflected in the receipts and payments spreadsheet.

      It was resolved to approve the above report, p SH, s RAS.

01624    Advertising of Parish Clerk & RFO Vacancy – the draft advert was discussed and it was decided to advertise for 25hrs per month and to advertise through LALC, the parish noticeboards, Facebook and the website. The Chairman is to make the amendments and send to the Clerk for publishing as soon as possible.

01625    Queen’s Platinum Jubilee – It was discussed that the SCA have an event planned for 4th June 2022 which includes classic cars, archery, various children’s activities, live music, food etc.

01626    BT Boxes – due to the number of Councillors not at this meeting, it was decided to carry this over to the January 2022 meeting for discussion.

  1. – Cllr Dover and Harrison have met and reviewed the scoring sheet. Any duplication and the numbering scoring system have been removed. The new version was distributed to the Councillors present. The Councillors are to review the document and give any feedback via email so that the new version is ready for consideration/approval at the January 2022 meeting.

01631 Reports from Outside Bodies – It was reported that there is an Acute Services Review Consultation and it was requested that the relevant links be added to the website. Also, that any information regarding money/debt issues through the impact of Covid-19 be added to the parish council website, Facebook page.

  1. – There has been an email from a resident regarding how to request questions at parish council meetings and if the meetings can be more accessible (virtual). The Clerk has offered to ask questions on the resident’s behalf and that the Council would need to further investigate the possibility of virtual meetings as this is not currently viable due to current legislation. The Clerk was requested to contact LALC regarding the use of Zoom and has not heard from the resident with regards to any questions.

The Clerk informed the Council that an invoice had been received regarding the planting of bulbs in front of the garden boxes (the work has been approved). The Clerk requested that the cheque be signed to comply with the contractor’s payment terms and this will be added to the next agenda for approval.

The Clerk reported that she has received the precept information today via email and will circulate to the Councillors.
