You are summoned to the Parish Council meeting of Saltfleetby Parish Council

to be held on Tuesday 6th June 2023 at 7pm, at Marshlands Community Centre.

The meeting will commence with a maximum of 10 minutes Open Forum for residents to raise any issues, after which Parishioners are then requested not to interrupt during the business of the meeting.

1. APOLOGIES and approval for absence.

2. DECLARATION OF INTEREST – To receive any declaration from Councilors; Council to consider any written requests for dispensations and resolve whether to grant acceptance.

3. PERSONNEL COMMITTEE WITH RESPONSIBITIES FOR THE CLERK – Sub-Committee to report on progress of appointing a new RFO/Clerk.

4. NOTES of the Parish Council Meeting held on 9th May 2023 to be approved as minutes and any points to be noted.

5. NOTES of the Annual Parish Meeting held on 23rd May 2023 to be approved as minutes and any points to be noted.

6. NOTES of the Wind Farm Sub-Committee held on 16th May 2023 to be approved as minutes and any points to be noted.

8. COUNCILLOR VACANCIES – Action 1/23 Cllr Lusby to report as to when co-opting of councilors may commence.

9. GAYTON WIND FARM FUND – Amendment to Terms of Reference Section 6c.

11. FINANCIAL MATTERS – 

1. Accounts to be paid/authorised:
   • BHIB Council Insurance - £501.92 – Local Councils Insurance Renewal.
   • Matrix Groundcare - £60 per cut – Grass Cutting at St Clements May to November 2023.
2. Monthly Councillors Report as of 31sr May 2023 for approval.
3. Bank Reconciliation and Receipts and Payments 31st May 2023 for approval.

12. GAYTON WIND FARM FINANCIAL MATTERS –
    1. Accounts to be paid/authorised:
       • Matrix Groundcare - £40 per cut – Grass Cutting opposite St Peter’s Church and The Prussian Queen May to November 2023.
       • Action 2/23 Cllr Hatton to issue cheque to SOSH.
       • Set up Standing Order to transfer £70 per month to PC account to pay clerks 5 hrs and postage etc
    2. Bank Reconciliation and Receipts and Payments to 30th April 2023  and 31st May 2023 for approval.
    3. Action 3/23 Cllr Hatton to contact Archery Club to inform them of the result of their application

13. BANKING – Action 4/23 Cllr Lusby to obtain Cheque Books from Mrs Owen.

14. INSURANCE – Action 6/23 Cllr Harrison to report on insurance cover.

15. WILD FLOWER VERGE – Action 7/23 Cllr Hall to report cost of Wild Flower beds at each end of the village on B1200.

23. WEBSITE UPDATE/COMMUNICATIONS WITH THE PUBLIC – Action 13/23 Cllr Stone to report on updating website. Council to discuss communications with the public.

24. WIND FARM TERMS OF REFERENCE – Council to ratify new Terms of Reference compiled by Sub-Committee.

25. CONDITION OF ROADS IN VILLAGE. – Council to discuss the formation of a sub-committee to report the condition of the roads

26. TRAFFIC CALMING MEASURES Council to discuss traffic calming measures for the B1200 including Active Speed signs and chicanes. Request for volunteers for CSW training and traffic monitoring.

27. VILLAGE NEWSLETTER – Council to discuss way forward for village news letter

28. LITTER PICKING – Council to discuss purchasing litter picking equipment and mobilizing volunteers to pick litter throughout the village.
