You are summoned to the Parish Council meeting of Saltfleetby Parish Council.

To be held on  Tuesday 7th November 2023 at 7pm, at Marshlands Community Centre.

 

The meeting will commence with a maximum of 10 minutes Open Forum for residents to raise any issues, after which Parishioners are then requested not to interrupt during the business of the meeting.

 APOLOGIES and approval for absence.

 

1. DECLARATION OF INTEREST – To receive any declaration from Councillors; Council to consider any written requests for dispensations and resolve whether to grant acceptance.

 

2. NOTES of the Parish Council Meeting held on 5th September 2023 to be approved as minutes and any points to be noted.

 

3. NOTES of the Extraordinary Parish Council Meeting held on 2nd October 2023 to be approved as minutes and any points to be noted.

7. GAYTON WIND FARM FUND – Accounts still subject to Audit – Two grants approved at the extraordinary meeting in October – any further applications?

 

Regarding the grant for golf clubs the parent of the recipient emailed through to say that she wished to share with Committee members the great news that her daughter had been selected to join the Lincolnshire Girls Golf Development Squad  where she will be getting valuable coaching and matches from the coaching team.

9. BANKING – Cllr Hatton to explain where we are with getting access to bank details for the Clerk.

 

10. REPORTS FROM OUTSIDE BODIES:-

1) East Lindsey Local Plan – ‘Services and Facilities Review’ this document has been circulated to all    Councillors before the meeting

2) Sub-regional Strategy consultation for town and parish councils – link to which has been circulated

3) Polling Districts or Polling Places Review has been carried out by East Lindsey but there’s no changes

 

11. SITING OF NEW PARISH COUNCIL NOTICE BOARDS

 

12. CORRESPONDENCE –

 

            1) The high levels of rat activity in the village has been mentioned

            2) An email from a parishioner regarding dog waste bins - wanting one down Swallowgate

            3) Also a query as to when the Parish Council intends to remove the attached old sign post concrete that is at the Saltfleet end of Main Road

            4) Update on the defibrillator in the public house

 

13.WEBSITE UPDATE/COMMUNICATIONS WITH THE PUBLIC – Council to discuss general communications with the public including a village newsletter.

 

14. PARISH CLERKS REPORT

 Parish Clerk to update the Financial Regulations and Standing Orders in line with the guidance from LALC for the next meeting.

Any relevant information to report from Precept and Budget Setting training on Monday 30th October 2023

 

15. BUDGET AND PRECEPT FOR 2024/25

 

16. CODE OF CONDUCT POLICY

Cllr Harrison to update on her work on the Code of Conduct Policy document for the council to discuss.

 

17. UPDATE OF RECORDS AND PAPERWORK IN SALTFLEETBY CABINETS

 

18. LAYING OF A WREATH ON REMEMBRANCE DAY

Cllr Harrison is wondering if the Council wish her to lay a wreath at the Church on Remembrance Day.

 

19. GRANT FOR A FURTHER DEFIBRILLATOR FOR THE VILLAGE

The Department of Health and Social Care invited interested organisations to register expressions of interest for its £1m Community Automated External Defibrillators Fund

 

The Parish Clerk has put an application in for this and we are awaiting a response.
