01070 Apologies for absence – None.
01071 Minutes of the Parish Council Meeting held on 2nd July 2019 had been circulated. It was resolved to accept the minutes, p SD, s RAS. The minutes were duly signed by the Madam Chairman.
01072 Minutes of the Confidential Parish Council Meeting (EK Applications) held on 2nd July 2019 had been circulated. It was resolved to accept the minutes, p JF, s SD. The minutes were duly signed by the Madam Chairman.
01073 Minutes of the Confidential Parish Council Meeting (Marshlands Community Centre Option Appraisal) held on 2nd July 2019 had been circulated. It was resolved to accept the minutes, p JF, s RAS. The minutes were duly signed by the Madam Chairman.
01074 Declarations of Interest – None
01075 District/County Councillor Reports – Cllr McNally was not present.
01076 Councillor Vacancies – No requests received for the co-option into the 1 remaining vacancy on the Council.
01077 Financial Regulations – The Clerk reported that LALC had advised that the Council would be able to amend the Financial Regulations to suit any future potential contractors, if required, providing that there are robust financial controls in place to protect the Council and its finance. Council resolved to accept the Financial Regulations including the addition of paragraph 6.4, p SD, s DL.
01078 EK Wind Farm Applications – Council resolved to go into closed session at the end of this meeting to discuss the 4 applications, p SH, s RAS.
01079 Financial Matters –
a. Accounts to be paid/authorised
- Clerk’s salary and expenses for July 2019 including HMRC payment. HMRC Cheque 000881 for £41.00 dated 4th June 2019 (month 2) has been reported as ‘lost’ and payment has been re-issued on cheque 000899 for £41.04 (interest incurred due to late payment). It was resolved to approve these payments, p DL, s RAS.
- Came & Company invoice for £338.40. It was resolved to approve this payment, p RAS, s BS.
- Wold’s Gardening invoice INV-0425 for £95; INV-0426 for £95 for maintenance (excl. VAT) all for Garden Boxes and St Clement’s Churchyard maintenance for the whole of the month of August (cheques to be pre-authorised and written and sent at the end of the month). It was resolved to approve this payment, p DL, s RAS.
- Willson’s invoice dated 10th July 2019 for 4x posts and bolts for renovated noticeboard for £42.40 excl VAT. It was resolved to approve this payment, p RAS, s SD.
- Angle Community Development Services invoice SAL0620.1 dated 28th June 2019 for £420.00 for services provided for option appraisal for Marshlands Community Centre. It was resolved to approve this payment, p DL, s RAS.
- ELDC uncontested election invoice 90433350 for £48.50. It was resolved to approve this payment, p SD, s RAS.
- Peter Milburn invoice dated 25th July 2019 for repairs to the lych-gate for £300.00. It was resolved to approve this payment, p RAS, s DL.
- M Broadbent handwritten invoice for £517.55. The invoice and work completed was discussed and as a result the Council requested that the Clerk write to this contractor with several questions around the invoice and the work completed and the response to be discussed at the meeting in September 2019.
- Steel Images proforma invoice 3336 for £2,520 excl VAT for 6 new village signs. It was resolved to approve this payment, p SC, s SD.
b. Monthly Councillor's Report – For the June 2019 was presented by the Clerk to the Council.
It was resolved to approve the above, p SD, s EAS.
c. Bank Reconciliation and Receipts & Payments Report to 31st July 2019 – was presented by the Clerk to the Council.
It was resolved to approve the above, p RAS, s JF.
01080 EK Financial Matters –
a. Accounts to be paid/authorised
- LTFC inv 20190624, hire of Marshlands for EK Panel Mtg on 24th June 2019 for £30.00.
It was resolved to approve the above, p JL , s RAS.
b. Bank Reconciliation and Receipts & Payments Report to 1st July 2019 were presented to the Council.
It was resolved to approve the above, p RAS, s BS.
01081 Broadband Vouchers –The information is to be passed to Mr. Hulme to add to the next edition of the Saltfleetby Village Newsletter.
01082 Verge Cutting – There were concerns raised around the timing of the cutting of the village grass verges (with LMDB) and the future costs that could be incurred as part of the precept. This will be discussed as part of the budget setting/precept process.
01083 Tree Preservation Order: Saltfleetby, 1982 (147.02), Tree(s): A1 Application Reference Number: 0074/19/TPA - A1 - Willow, Ash, Poplar & Hawthorn - Willow marked on plan -pollard/prune back 1m further from old pollarding points. It was resolved to make no objections to the application, p SH, s SD.
01084 Speeding – The speeding and data collection of the speed signs were discussed. It was agreed to add this to the next agenda.
01085 Reports from Outside Bodies – None
01086 Correspondence – None.
01087 Councillor Reports – It was reported that no work had been completed on the BT Phone Box due to Councillor commitments.
It was resolved to discuss the Option Appraisal for Marshland Community Centre in closed session at the end of this meeting, p JF, s BS. Due to the time, this item was not discussed in closed session and will be added to the September agenda.
It was reported that one village sign will be made first to see the end product. It was requested to be minuted that a note of thanks to be given to Cllr Stapleton for all of his hard work and efforts involved with the organizing of the village signs.
It was reported that the Royal Mail Post Box is still in progress and that it is hoped that the box will be re-sited in between the new Parish Council noticeboards at Marshlands Community Centre.
It was reported that the Prussian Queen has not closed and that there are new tenants.
It was reported that there is a house along Main Road that has an overgrown hedge obstructing the pavement. The exact location will be reported to the Clerk and then the Clerk will write to the resident to trim back the hedge.
It was reported that the Clerk may get an invoice for the posts for the new village signs in the near future.
01088 Parish Clerks Report – The Clerk reported that there is no further information on the application for the listing of Sea View Farm.
The sales of the digital speed sign and software is currently in progress.
