Parish Council Minutes December 2019

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 3rd December 2019,

which was held at the Marshland Community Centre

Meeting commenced at 7.05pm.

There was one member of the public present. There were no questions raised by in the public session.

01146   Apologies for absence – Cllr Robin Smith sent his apologies that he may attend but later and Cllr Harrison sent her apologies.  All apologies were accepted.

                 

01147   Minutes of the Parish Council Meeting held on 5th November 2019 had been circulated. It was resolved to accept the minutes, p SD, s RAS. The minutes were duly signed by the Madam Chairman.

 

01148   Minutes of the Confidential Parish Council Meeting held on 5th November 2019 had been circulated. It was resolved to accept the minutes, p JL, s JF. The minutes were duly signed by the Madam Chairman.

 

01149   Minutes of the Gayton Wind Farm Panel Meeting held on 12th November 2019 had been circulated. It was resolved to accept the minutes, p SD, s JF. The minutes were duly signed by the Acting Chairman.

 

01150 Minutes of the Confidential  Gayton Wind Farm Panel Meeting held on 12th November 2019 had been circulated. It was resolved to accept the minutes, p JF, s SD. The minutes were duly signed by the Acting Chairman.

 

01151  Declarations of Interest – RAS and SD declared an interest for item 9 on the agenda. This item will be discussed in closed session at the end of the meeting.

 

01152   District/County Councillor Reports – Cllr McNally’s email to the Clerk was read out by Cllr Dover and discussed. Queries were raised over the number of accidents that had been recorded by LRSP/Police. Discussion took place regarding Three Bridges Lane and the constant postponement of the schedule of works/maintenance that are due along this road by LCC Highways. It was resolved for Councillors to take photos of the state of the road and Cllr Dover to draft an article for the Louth Leader.

 

01153   Councillor Vacancies – One application has been received for the co-option into the one remaining vacancy on the Council. The applicant was asked to leave the room whilst discussion took place.

 

It was resolved to accept the co-option of Cllr Morris onto the Council, p SD, S LD.

 

01154   EK Wind Farm Applications – The Fund Administrator is in receipt of one application and there was a proposal to go into closed session at the end of this meeting to discuss the application, p SC, s BS.

 

01155   Draft Budget for 2020/21 – The Clerk presented the third draft budget for 20/21 with the Precept remaining at the same level. Information on the Precept will be received in December 2019. It was resolved to accept the budget in its present form pending Precept information, p SC, s JL.

 

01156   Financial Matters

                  a. Accounts to be paid/authorised

                              - Clerk’s salary and expenses for November 2019 including HMRC payment for                                                                                                                                                                     month 9. Expenses include; New battery for the PC laptop £20.99; Stamps                                    £7.32; Printer Ink cartridges £38.99.

                              It was resolved to approve the above payments, p SD, s RAS.

                              - Citizens Advice Lindsey – resolved to approve a £100 donation, p SC, s BS.

                              - Peter Millburn £478.78 for maintenance work to St Clements Church Lych-                  gate – it was resolved to go into closed session to discuss this item, p SC, s RAS.

                              - Lincolnshire Fieldpaths Association subscription for £5.00 until the end of                         May 2020 (2019/2020). It was resolved to approve this payment, p SC, s DL.

b.        Wold’s Gardening Invoices for 0694, 0695, 0696 & 0698 all for £95ea excl VAT (2 x cheques for £228.00). It was resolved to accept these payments, p JF, s RAS.

c.         Monthly Councillors Report for November 2019. It was resolved to approve, p RAS, s JL.

  1. Bank Reconciliation (31st October 2019) and Receipts and Payments balance to 30th November 2019 for approval. It was resolved to approve, p RAS, s BS

 

01157   EK Financial Matters –

a.         Accounts to be paid/authorized

            - Fund Administrators Salary for November 2019.

            - LTFC invoice 20191112 for hire of Marshlands for the Panel meeting on 12th    November 2019 for £15.00.

  1. Bank Reconciliation and Receipts & Payments Report to 1 November 2019 were presented to the Council.

It was resolved to approve the above, p SD, s JF.

01159   Accidents at B1200 & Three Bridges Lane/North End Lane – after discussion it was resolved to request that the Clerk write to LRSP to request information on the lack of awareness on the number of accidents and to clarify the process of how the relevant parties are notified following any accidents occurring at this junction in Saltfleetby.

The Clerk is also to contact the Local Police regarding how many accidents have occurred, the cause of the accidents and the seriousness. Also, to query the damage to the bridge at the junction (whose responsibility is this to maintain as it is currently unsafe?).

 

01160   Power Cuts – the number of occurrences of power cuts was discussed and it was resolved for the Clerk to write to Northern Power to challenge the reasons and to feedback to the Council any response received.

 

01161   Dates for APM and APCM – It was resolved that the Annual Parish Meeting will be held on 19th May 2020 and the Annual Parish Council Meeting will be held on 5th May 2020 immediately preceding the monthly parish council meeting. Both will be held at Marshlands and will start at 7pm.

 

01162   Reports from Outside Bodies – None

 

01163   Correspondence – the Clerk reported that she had received (and already circulated) an email regarding some schools in Lincolnshire revising their admission numbers. The schools are not local to Saltfleetby.

The Clerk reported she had received (and already circulated) an email regarding information on a Local Electricity Bill and this will be added to the January agenda for further discussion.

 

01164   Councillor Reports

  • Cllr Clark will follow up what is happening with the relocation of the Royal Mail Post Box.
  • It was reported that the new village signs could not be installed due to the current poor weather conditions and will be completed when the weather has improved.  This is now likely to be after the New Year.
  • Grants for open spaces and ‘pocket parks’ – the Councillor who was looking into this is not at the meeting so this will be added to the January agenda.

 

01165   Parish Clerks Report

  • The Clerk reported that there was no further update to the sale of the digital DF11 sign.
  • St Clements works will be discussed in closed session.
  • No further update on the registration of Marshlands as a Community Asset.
  • Contacting BayWA for a meeting on the Terms of Reference was still ongoing.
  • Speed Gun volunteers had all been written to.
