Parish Council Minutes January 2019

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 8th January 2019,

which started at 7pm at the Marshland Community Centre

Meeting commenced at 7.00pm.

 

There were 2 members of the public present. There were no questions from the public present.

 

Statutory proceedings commenced at 7.00pm

 

00939   Apologies for absence – Cllr Dykes, Cllr Clark and Cllr McNally all send their apologies. Cllr Robin Smith will be arriving at around 7.30pm. Council accept all apologies.  

                 

00940   Minutes of the Parish Council Meeting held on 4th December 2018 had been circulated. It was resolved to accept the minutes, p SH, s RAS. The minutes were duly signed by Madam Chairman. 

 

00941  Minutes of the Confidential Parish Council Meeting held on 6th November 2018 had been circulated. It was resolved to accept the minutes, p SH, s BS. The minutes were duly signed by Madam Chairman. 

 

00942   Declarations of Interest – None.

 

00943   District/County Councillor Reports – No report received due to the absence of Cllr McNally.

 

00945   Councillor Vacancies – No requests for co-option onto the Parish Council for the three current vacancies.

 

00946    Planning Application – N/145/02404/18LAND ADJACENT TO LUAN HOUSE, MAIN ROAD, SALTFLEETBY, LOUTH, LN11 7SS– Planning Permission – Erection of a holiday cottage and a detached double garage and construction of a vehicular access. Council discussed the planning documents and it was resolved to support the planning application, however, point out that the Councillors were surprised that the proposed holiday cottage would require a double garage p SH, s RAS.

 

00947   Draft Budget for 2019/20 – Clerk/RFO presented the final draft of the Budget for the next financial year 2019/20. No amendments were requested. It was resolved to accept the budget and submit the precept to ELDC, p RAS, S BS.

 

00948   EK Fund Administrators Contract of Employment – It was resolved to accept the contract of employment, p SH, s BS.

 

00949   Financial Matters –

 

a. Accounts to be paid/authorised

  • Clerk’s salary and expenses for December 2018 including HMRC payment
  • Expenses for Clerk for £6.96 for stamps.

- Wold’s Gardening invoice 2SPC18 for £241.16 for maintenance of the garden boxes and fence paint

b. Purchase of a new battery pack for the defibrillator at the Prussian Queen as the battery indicator light is flashing; cost of £61.50.

 

It was resolved to authorise all of the above payments, p RAS, s BS.

 

RS arrived at the meeting at 7.26pm.

 

c. It was resolved to donate £100 to the vital support services offered by East Lindsey Citizens Advice Bureau, p SH, s RS

 

d. Monthly Councillors Report – For the month up to December 2018 was presented by the Clerk to the Council.

e. Bank Reconciliation and Receipts & Payments Report to 31st October 2018 – was presented by the Clerk to the Council. It was resolved to accept the report, p SC, s BS.

 

It was resolved to approve both reports, p RAS, s RS.

                                                                                                                                                          

00950   BT Telephone Boxes – It was noted that there was a little confusion over which box was being referred to. It was confirmed that Box 1 is identified as the one that was at the old post office and Box 2 is identified as the one that was at the cross roads.  It was confirmed that the materials ordered for the restoration of Box 1 would be delivered to Mr Chapman and he consented for his contact details to be emailed to the company supplying the materials.

 

00951   Sea View Farm – The Clerk was asked to look into the process of applying for listed property status for the uninhabited property at Sea View Farm.

 

00952   Village Newsletter –It was decided not to charge local businesses for adverts at the moment and to review this in 6-9 months. The new editor is to be invited to attend the next Parish Council Meeting.

 

00953   Reports from outside bodies – None to report.

 

00954   Correspondence

  • It was discussed about attending an East Lindsey GDPR Course. The Clerk is to look into potential attendance and let the Council know.
  • LALC newsletter was discussed and DL requested to attend a New Councillors Course. The Clerk will book this.
  • The Clerk reported receiving 2 letters from residents concerning the planning application for N/145/02187/18 (Realignment of flood defences at Saltfleetby).
  • It was reported that the NJC salary scales will be changing from April 2019 due to a grade review.

 

00955   Councillor Reports – It was reported that there were now sufficient quotes for the replacement of the village signs and this would be put on the next agenda for approval. It was reported that the Parish Noticeboards had been removed from the old village shop site and that they are need of some maintenance work. They are currently in storage. It was decided that they would be more protected from the weather if they were located on the side of the Marshlands Community Centre.

It was reported that the work on the lych-gate at St Clements Church would commence in the spring.

It was reported that there is a static caravan located at the front of a property on North End Lane. It was decided to notify Planning Enforcement.

It was proposed that the January meeting should be held later in the month to ensure more time is given for the preparation for the meeting, p SH, s RAS.

It was discussed that the Clerks Appraisal is due and LD to send the relevant documents to SD. The Clerk is to check and confirm the third member of the Personnel Committee to the Council.

It was discussed that there needs to be a notice with contact details for potential visitors to be able to visit the graves on the private grounds of St Clements Church. This will be followed up when the lych-gate work has been completed. It was agreed that BS would move the ‘uneven ground’ signs to a more suitable location.

 

00956   Parish Clerks Report –The Clerk reported that the potential sale of the speed signs were in progress and this would be added to the next agenda.  The removal of the Royal Mail Post Box had been reported and was in progress. To be added to the next agenda for an update.
