Parish Council Minutes February 2019
Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 5th February 2019,
which started at 7pm at the Marshland Community Centre

Meeting commenced at 7.00pm.
There were 2 members of the public present. There were no questions raised from the public in attendance, however, the Saltfleetby Village Newsletter was discussed as part of the open session. It was decided that there would not be any business advertisements and the focus would be to increase the news content. This would be reviewed in 12 months. The Council also thanked Mr Hulme for his time editing and delivering the newsletter.

00958 Apologies for absence – none.
00959 Minutes of the Parish Council Meeting held on 8th January 2019 had been circulated. There were amendments to Page 193, item 00955 Councillor Reports. After Paragraph 2 a new start to the “It was reported that there is a static caravan….” Was amended to “Concerns raised about planning permission on The Ings and it was reported that there is a static caravan, with a new entrance from North End Lane, located at the front of a property on North End Lane.” It was resolved to accept the minutes with these additions, p SD, s SH. The minutes were duly signed by Madam Chairman.
00960 Minutes of the EK Wind Farm Community Fund Panel Meeting held on 22nd January 2019 had been circulated. It was resolved to accept the minutes, p RAS s BS. The minutes were duly signed by Madam Chairman.
00961 Confidential Minutes of the EK Wind Farm Community Fund Panel Meeting held on 22nd January 2019 had been circulated. It was resolved to accept the minutes, p SD s RAS. The minutes were duly signed by Madam Chairman.
00962 Declarations of Interest – There were 2 declarations made by RAS and SD in regards to Item 00966 and the Councillors will leave when this item is discussed.
00963 District/County Councillor Reports – Cllr McNally reported that the Highways Walkabout went ahead and there will be more information for the next meeting. He reported that there was the consultation on the Minerals and Waste Planning Authority and this will be discussed under item 00969.
Cllr McNally also raised the new planning application for Sea View House and this will be discussed under Item 00965.
00964 Councillor Vacancies – No requests for co-option onto the Parish Council for the three current vacancies.
00965 Planning Application – N/145/00008/19 – SEA VIEW FARM, SEA VIEW ROAD, SALTFLEETBY, LOUTH, LN11 7TR - Planning Permission - Erection of 2 no. cabins to provide temporary accommodation for volunteers and staff which will replace the domestic status of the existing dwelling on site. Construction of an embankment to a maximum height of 2.0 metres. Existing barns and cattle sheds on site to be demolished.
The Council discussed the application and there were the following comments:
It was noted that it appears that the mobile classroom is no longer going to be moved to the site and this will reduce the amount of heavy traffic to the area (coaches).
It was noted that the Parish Council strongly objected to this application.
1) Parts of the farmyard are in FR Zone 1. If the proposed increase to wetlands adjacent to the site are implemented, there will be a risk of coastal flooding and fluvial flooding from the River Eau and the wetlands. If flooding should occur if cabins are built, the site will be compromised and access difficult.
2) There is a heritage value attached to this typical small Lincolnshire Farmstead.
3) The site of the Farmstead is an important part of the Lincolnshire Coastal Grazing March Landscape and should be retained as such.
4) The Farmhouse and 2 storey barn/granary is a typical example of farmhouses in this area of the Marsh and should be returned to use.
5) Saltfleetby Parish Council are in the process of requesting that Historic England consider listing of the Farmhouse and barn/granary.
6) Saltfleetby Parish Council are also in the process of requesting that ELDC complete a Building Preservation notice on the Farmhouse and barn/granary.
7) The Parish Council has grave concerns about the application for cabins on the site. It is immediately adjacent to the dunes of the Saltfleetby/Theddlethorpe NNR, SSSI,and there would be a very significant impact on the area and potentially set a precedent for future development in similar previously protected areas.
8) The siting of the proposed cabins is close to the route of footpath 55, which is a very well-used path throughout the year. Once the farm buildings are removed, the cabins would be impacting on the view from the footpath, and spoil the view of the farmhouse and granary. This would be especially important should these buildings be allowed to fall into disrepair as proposed and become an eyesore.

10) The Parish Council STRONGLY object to the proposal that the Farmhouse and barn/granary be used for wildlife and left to deteriorate to become a ruin.
11) The Council feel very strongly that the Farmhouse and attached barn/granary should be retained and improved sufficiently to be used as accommodation for part time occupancy by Volunteers who work on the reserve. The building already has Planning Permission and has been lived in until relatively recently.
12) The Parish Council are concerned about the lack of clarity in parts of the submitted application, which also contain inconsistencies.
There was discussion around applying to ELDC to serve a Building Preservation Notice and also applying to Historic England to list the Farmhouse at Sea View Farm. The clerk will look into this in more detail.
00966 EK Wind Farm applications – It was resolved to go into closed session at the end of the Parish Council Meeting to discuss the application, p SH, s SC.
00967 Financial Matters –
a. Accounts to be paid/authorised
- Clerk’s salary and expenses for January 2019 including HMRC payment
- Expenses for Clerk for £26.99 for printer ink cartridges; £82.50 for the defibrillator pads (incl delivery charge).
- Wold’s Gardening invoice 1SPC19 for £48.24 for VAT only for maintenance of the garden boxes and fence paint
It was resolved to approve the above payments, p RAS, s SD
b. Monthly Councillors Report – For the month up to January 2019 was presented by the Clerk to the Council. It was resolved to approve the report, p RAS, s SD
c. Bank Reconciliation and Receipts & Payments Report to 31st December 2018 – was presented by the Clerk to the Council. It was resolved to accept the report, p SC, s RAS.
00968 EK Financial Matters –
a. Accounts to be paid/authorised
- Fund Administrator salary for January 2019
- Editing and delivery of Saltfleetby Village Newsletter £100 (£50ea)
It was resolved to approve the above payments, p RAS, s BS
b. Bank Reconciliation and Receipts & Payments Report to 31st December 2018 – was presented by the Clerk to the Council. It was resolved to accept the report, p SC, s RAS.
00969 LCC Consultation Letter – It was discussed and agreed that there were no comments on this item.
00970 Reports from outside bodies – It was reported that there had been an informative and productive joint EK meeting with other parishes that receive funding grants from EnergieKontor. It was reported that there will be a joint event of line dancing on 22nd June 2019 at Gayton, a Carlton’s boules event on 7th July and also discussion of a ‘Glastonbury’ style event in 2020 in a paddock owned by a resident in Carlton. The consideration of joint long term investment options was discussed and Saltfleetby are arranging a guest consultant/adviser on the topic.
00971 Correspondence –
- LALC have sent through the Annual Training Scheme Invoice for 2019/20, which will be added to the March agenda.
- An email regarding briefings for the 2019/20 elections had been received and the Clerk has booked a briefing session on 25th Feb at Tedder Hall, Manby.
- There has been the last invoice from PPGM to be added to the next agenda.
- The Clerk reported that she had found correspondence indicating that the owner of St Clement Church will put a contact notice on the lych-gate for access.
00972 Councillor Reports – It is believed that the BT Box materials have been delivered to Mr Chapman and RS will contact him.
It was reported that the noticeboard that was located at the old shop is to be kept in storage at the present until restoration has been undertaken and the weather conditions improved.
00973 Parish Clerks Report –The Clerk reported that the potential sale of the speed signs was in progress and there had been interest from a parish. It was discussed and agreed that offers over 50% of the original cost incurred would be considered. The removal of the Royal Mail post box had been reported and was in progress, there is no further update to report since the last meeting. To be added to the next agenda for an update. The Clerk to pursue listed status for Sea View Farmhouse was resolved, p SD, s BS.
