Parish Council Minutes May 2019

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 7th May 2019,

which started straight after the Annual Parish Council Meeting at the Marshland Community Centre

Meeting commenced at 7.17pm.

 

There were two member of the public present.

 

Statutory proceedings commenced at 7.10pm

 

01013   Apologies for absence – Cllr Stapleton, Cllr Robin Smith.

                 

01014   Minutes of the Parish Council Meeting held on 2nd April 2019 had been circulated. It was resolved to accept the minutes, p DL, s SD. The minutes were duly signed by the Acting Chairman. 

 

01015  Declarations of Interest – None

 

01016   District/County Councillor Reports – Cllr McNally reported that there was a ‘Director of Place’ post to be appointed imminently; this role would integrate highways, environment and waste.  There was and end of year waste meeting to rationalize of what materials will be recycled as this differs vastly across the districts.

There is a current list of works for highways; Three Bridges work to be started imminently.

The Lincolnshire Wildlife Trust application for 2 cabins at Sea View Farm has been withdrawn/

 

01017   Councillor Vacancies – No requests for co-option onto the Parish Council for the three current vacancies.

 

01018   EK Wind Farm Applications - none                                                                             

 

01019   Financial Matters –

 

a. Accounts to be paid/authorised

  • Clerk’s salary and expenses for April 2019 including HMRC payment.

- J Cooper invoice dated 19th April 2019 for £45 for internal audit of accounts for 2018/19.

- Wolds Gardening invoice INV-0083, INV-0122 both for £114ea for maintenance of Garden Boxes and St Clements Churchyard.

- Hire of Marshlands Community Centre for the Annual Parish Meeting on 20th May invoice 20192305 for £60; Hire of Marshlands Community Centre for 12 parish council meetings plus refreshments invoice 20190705 for £50.

- Came & Company insurance for £330 due on 31st May 2019 – pre authorization required.

 

It was discussed that the Clerk would ask Wolds Gardening what bulbs had been planted in the Garden Boxes.

 

It was resolved to approve the above, p RAS, s DL.

 

b.  Pre- authorization for expenditure for the maintenance of the Parish Council noticeboards to a maximum of £120 was resolved, p SH, s SD.

 

c.   Annual Governance and Accountability return; Council considered the following:

      i.  Certificate of Exemption for 2018/19

      ii. Annual Governance Statement 2018/19

     iii. Accounting Statement 2018/19

 

Council discussed and resolved the above in the order listed above, p SH, s RAS. The Chairman duly signed the above documents.

 

d. Monthly Councillor's Report – For the month up to March 2019 was presented by the Clerk to the Council.

e. Bank Reconciliation and Receipts & Payments Report to 29th March 2019 – was presented by the Clerk to the Council.

 

It was resolved to approve items d & e, p SD, s RAS.

 

01020   EK Financial Matters –

 

a. Accounts to be paid/authorised

- Duncan and Toplis audit of accounts for 2018/19. Discussed and resolved, p SD, s RAS.

b. Bank Reconciliation and Receipts & Payments Report to 1st April 2019 were presented to the Council.

 

It was resolved to approve the above, p RS, s DL

 

01021   New Village Signs – To be added to the next agenda as still waiting for example templates of the signs for sizing.

 

01022   Reports from Outside Bodies – None

 

01023   Correspondence – None

 

01024   Councillor Reports – It was reported that Matthew Gleadell will be attending the Annual Parish Meeting on 20th May to present the options available for the Marshlands Community Centre. It was reported that the EK Wind Farm Fund monies would not be able to be used for any sort of leasing arrangement as Village Halls come under the statutory responsibilities of the Parish Council. There will be more detailed information at the Annual Parish Meeting.

 

It was reported that the investment of EK Wind Farm Funds (stated in the terms of reference) are very ambiguous and not clear. A minimum 10% could be put aside as a ‘fighting fund’ in case of any future requirement of the village.

 

01025   Parish Clerks Report – It remains that the request for the reinstatement of the Royal Mail post box is still in progress, there is no further update and that there may be a possibility that Royal Mail will decide that the criteria is not met to constitute locating the post box back in the village. To be added to the next agenda for an update.

 

The Clerk reported that there are no further updates on the application for listed status for Sea View Farm.

 

There have been no further requests for information regarding the sale of the digital speed signs. The Clerk will enquire whether the original parish council that offered £600 is still interested.

 

The Clerk reported that the Nottingham Building Society had requested to see all bank signatory identification again due to new regulations. The 4 current bank signatories completed their personal information on the bank form.
