Parish Council Minutes October 2019

Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 1st October 2019,

which was held at the Marshland Community Centre

Meeting commenced at 7.06pm.

There were no members of the public present.

01109   Apologies for absence – Cllr Rick Smith sent his apologies, Cllr Lowcock sent his apologies and Cllr Robin Smith has apologised that he may be late attending the meeting. All apologies were accepted.

                 

01110   Minutes of the Parish Council Meeting held on 3rd September 2019 had been circulated. Page 230 item 01104 was reviewed and changed to ‘It was requested that the Clerk keeps an eye out for an invitation to contribute to the 4 year East Lindsey Plan.’

It was resolved to accept the minutes with this amendment, p JL, s JF. The minutes were duly signed by the Madam Chairman.

 

01111   Minutes of the Confidential Parish Council Meeting Part 1 (Marshlands Community Centre), held on 3rd September 2019 had been circulated. Page 9 item 01087 was reviewed and the addition of the year ‘2020’ was added at the end of section (d).  It was resolved to accept the minutes with this amendment, p BS, s JF. The minutes were duly signed by the Madam Chairman.

 

SC left the meeting at 7.18pm.

 

01112   Minutes of the Confidential Parish Council Meeting Part 2 (Gayton Wind Farm Applications) held on 3rd September 2019 had been circulated. Page 10 item Marshlands Community Centre was reviewed and changed to ‘…….not permitted to fund a community centre.’ It was resolved to accept the minutes with this amendment, p SD, s BS. The minutes were duly signed by the Madam Chairman.

 

01113  Declarations of Interest – SD declared an interest for item 10 on the agenda. This item will be discussed in closed session at the end of the meeting.

 

01114   District/County Councillor Reports – Cllr McNally was not present at the meeting.

 

01115   Saltfleetby Village Newsletter - It was resolved to only allow the advertisement of events and activities that will be held in the village, at no charge. No commercial advertisements at this point in time.

 

01116   Councillor Vacancies – No requests received for the co-option into the 1 remaining vacancy on the Council.

 

01117   Consultation - Felling License Application - Saltfleetby NNR, Louth – It was resolved for the Clerk to respond that the Council is very concerned regarding the proposals within the application.  The application and associated documentation seem very complex to understand exactly what is being proposed, and would like to invite a representative to attend the next meeting on Tuesday 5th November, to fully explain the project. In addition, a further concern was raised of the scale of removal of trees and shrubs and the impact of the removal on the habitats and environment.

 

The Council strongly objects to the application until there is further explanation on the project proposals.

 

01118   EK Wind Farm Applications – The Fund Administrator is in receipt of one application and there was a proposal to go into closed session at the end of this meeting to discuss this application and the potential repayment of excess funds, p SH, s JL.            

 

01119   Draft Budget for 2020/21 – The Clerk presented the first draft budget for 20/21 with the Precept remaining at the same level. More details of the Precept will be received in the near future. There was discussion around the draft budget and this will be further reviewed at the next meeting.

 

01120   Risk Assessment for Village Signs Installation – It was decided that there should be an additional box for the names of the volunteers and the Clerk is to contact the insurance company regarding the liability of contractors working free of charge on the project. The Clerk is to report back at the next meeting.

 

01121   Financial Matters – It was reported that The Pensions Regulator Re-Declaration of compliance Checklist has been completed for the Clerk.

                  a. Accounts to be paid/authorised

                              - Clerk’s salary and expenses for September 2019 including HMRC payment for                                                                                                                                month 7.

It was resolved to approve the above, p JL, s SD.

                              - No correspondence has been received from Mr. Broadbent. It was reported                                                                                                                                                                            that he has received the letters sent.

b.        It was resolved to preauthorize the sum of £70 for the hire of a CAT Detector for 2 days (£15 per day); general materials approx.  £40, p SD, s JL.

  1. Monthly Councillors Report for August 2019. It was resolved to approve, p JF, s SD.

  2. Bank Reconciliation and Receipts and Payments to 30th September 2019 for approval. It was resolved to approve, p JL, s BS

 

01121   EK Financial Matters –

a.         Accounts to be paid/authorized

            - Duncan & Toplis invoice D2006-002 dated 6th September 2019 for £250 (ex     VAT).

            - The Warple Press invoice 4541 dated 21st August 2019 for £93.                                         -  Mr Hulme invoice for editing and delivery of the Village Newsletter £100.

It was resolved to approve the above, p SD, s BS.

  1. Accounts for 2018/19 from Duncan & Toplis were reviewed, signed and            approved by Madam Chairman

c.         Bank Reconciliation and Receipts & Payments Report to 1st August 2019 were presented to the Council.

It was resolved to approve the above, p SD, s JL.

 

01122   Speed Guns – It was discussed and decided that more investigation needs to be completed and will report at the next meeting.

 

01123   Reports from Outside Bodies – It was reported that there is new councillor training at North Somercotes on 20th November and that the new councillors should attend. Clerk to email relevant councillors and book if necessary.

 

01124   Correspondence – The email from LRSP was discussed and the Clerk was requested to write to Highways regarding the signage issues at the junction of Three Bridges Lane, North End Lane and the B1200.

It was discussed that the Council should look into the General Power of Competence to potentially support in this matter. This will be reported back at the next meeting.

 

01125   Councillor Reports – It was reported that there had been workers on a weekend on Three Bridges Lane, digging holes, investigating the cabling. The holes have not been made good and potholes have been created as a direct result. The Clerk to write to the Area Manager that covers Saltfleetby to request they examine the area especially with winter approaching.

There is no further update on the BT Boxes, at this moment in time, and this was not supposed to be on the agenda for this meeting.

It was reported that advertising is still on the Parish Council noticeboards and it was reiterated that these boards are purely for Parish Council information only and any other materials are to be removed as soon as possible.

There is no further update in regards to the re-siting of the Royal Mail Post Box

 

01126   Parish Clerks Report –The Clerk reported there is another Parish Council potentially interested in the other digital DF11 sign and the Clerk will keep the Council informed of any further updates. It was reported that the Marshlands registration as a community asset is still in progress. It was also reported that contact had been made with BayWA, however, no response has been received.
