Meeting commenced at 19.00pm
Chairman welcomed everyone to the meeting.
There were 12 members of the public present plus Cllr McNally, County and District Councillor. Cllr Rickett, District Councillor who arrived at 7.09pm.
10 minutes Open Forum for Residents
A member of the public discussed the bingo that she runs and clarified that it is her own project and nothing to do with the other groups in the village, it was recognised by Cllr Lusby that she has raised a great deal for charity.
A member of the public apologised for leaving the 7th March 2023 parish council meeting part of the way through on item 15. Cllr Lusby apologised to the member of the public and said item 15 should not have been on the agenda. Later on the in forum Cllr Facer also apologised to the member of the public regarding agenda item 15.
A member of the public had concerns about the precept going up each year, Cllr Lusby explained the parish council try to keep it as low as possible each year and it has not increased much over the last few years.
A member of the public discussed rubbish in the village, council to look into litter picking equipment.
Statutory proceedings commenced at 19.11pm
01934 Apologies for Absence – Ongoing apology from Cllr Robin Smith. Cllr Clark sent his apologies.
01935 Minutes of the Parish Council Meeting held on 7th February 2023 had been circulated. It was resolved to accept the minutes. p PH s JF
01936 Minutes from Confidential Parish Council Meeting held on 7th March 2023 had been circulated. It was resolved to accept the minutes. p PH s CS
01937 Minutes from Parish Council Meeting held on 7th March 2023 had been circulated, It was resolved to accept the minutes. p PH s JF
01938 Minutes from the Gayton Wind Farm Community Fund Panel Meeting held on the 28th March 2023 had been circulated. It was resolved to accept the minutes. p PH s CS
01939 Declarations of interest – Cllr Stone (SCA application) and Cllr Hatton (St Peter’s Church application) both declared an interest in item 9, the Gayton Windfarm Fund applications.
01940 District/County Councillor Reports -
Cllr Rickett reported on the following:-
Home Upgrade Grant (HUG2) – a grant scheme to help provide energy efficient upgrades and clean heating systems to homes. Cllr Rickett to send a link to Cllr Lusby so this can be put on Facebook noticeboard and potentially put into the next newsletter.
Cllr McNally reported on the following:-
Holiday activity fund – free holiday clubs – look on the website for further details of what is running in local area.
Illegal vapes being sold – trading standards are working on.
Wolds 50th Anniversary - 50 events taking place starts 15th April 2023.
Litter picking – extending offering to Parish Councils.
Operation Seabird – launch involves patrols looking into disturbances eg motorbikes, quadbikes etc.
Saltfleetby footpath – measuring has taken place, Cllr McNally will come back with times etc.
01941 Councillor Vacancies – Parish Clerk confirmed no interest has been shown in the vacancies.
01942 Gayton Wind Farm Fund – There were 2 applications for consideration, it was agreed to go into closed session to discuss. p PH s CS
In closed session the following applications were discussed and voted on:-
a) SCA - £100.37 for stationery to advertise events. Cllr Stone left the room for discussion/voting. p JF s JM – decision was to approve application.
b) St Peter’s Church - £250 flower festival to celebrate the Coronation. Cllr Hatton left the room for discussion/voting. p JF, s CS – decision was to approve application.
01943 Planning Applications
a) Application Reference N/145/00454/23 – Aylesby House, Main Road, Saltfleetby, Louth, LN11 7SS – Planning Permission – Construction of vehicular access. Application discussed but not required for approval from Parish Council as observations required by 3rd April 2023. p PH s JF
b) Application Reference N/145/00183/23 – Lakeside Camping and Fisheries, Main Road, Saltfleetby, Louth, LN11 7SS – Planning Permission – Siting of a static caravan to be used as warden accommodation. Application discussed it was resolved that there are no comments/objections from Parish Council. p PH s JF
01944 Financial Matters:-
Accounts to be paid and authorised:-
a) Clerks salary and expenses for March 2023 including HMRC payment for month 1 of 2023/2024. It was resolved to approve the payments. p PH, s JF
b) Louth Town Football Club - £196.31 – Community speed watch sign and stand. It was resolved to approve the payment. p PH s JF
c) Monthly Councillors Report at 31st March 2023. It was resolved to approve the report. p PH, s CS.
d) Bank Reconciliation and Receipts and Payments 31st March 2023. It was resolved to approve. p PH, s CS
01945 Gayton Wind Farm Financial Matters
Accounts to be paid and authorised:-
a) Rotaset Printworks – Quarterly Newsletter March 2023 – invoice dated 25/2/23 for £271. It was resolved to approve payment. p PH, s CS
b) Bank reconciliation and Receipts and Payments at 31st March 2023 for approval. It was resolved to approve. p CS, s PH
01946 Internet Banking – Update was bank account for Wind Farm progressing. Cllr Harrison has spoken to bank and to provide update when she arrives. Update from Cllr Harrison given, Cllr Hatton to ring and chase the bank again after meeting to try to find out when it will be resolved and new signatories added to both bank accounts.
01947 Date for Annual Parish Council Meeting – It was resolved by the Parish Council to have the following meetings over the next few months. p PH s CS
9th May 2023 – Annual Parish Council Meeting.
23rd May 2023 – Annual Parish Meeting.
6th June 2023 – normal Parish Council Meeting.
19.53pm Cllr Harrison arrived at meeting.
01948 Garden Boxes and Planters – A discussion took place around garden boxes and planters and about maybe having bulbs instead – this to be discussed at next meeting as agenda item.
01949 Garden Quotes – It was agreed to go into closed session to discuss the quotations received. p PH s CS
Cllr Lusby declared an interest in the gardening quotes in closed session and thus did not vote. It was resolved after discussions around the quotations to use Matrix Groundcare, we will require a copy of their Public Liability Insurance and will need to provide them with a risk assessment. p PH s JF
01950 Noticeboards – moved to next meeting’s agenda as not all quotations have been received.
01951 Mugs for Coronation – The council discussed the quotations that had been circulated, it was agreed to use Lincs Print, black mugs, Clerk to check how many to order based on Jubilee invoice for mugs. p JF s PH
01952 Hire of Marshlands – It was discussed not knowing when GDF meeting’s are taking place. It was agreed that we would try to communicate with them so we can let members of the public know about future meetings. Clerk to contact them.
01953 Report from Outside Bodies – There were no reports.
01954 Correspondence – Parish Clerk reported on correspondence received in month.
01955 Action Plan & Councillor Reports – Updates were given as follows:-
a) Speed Gun Equipment – Cllr Hatton confirmed 9 people are trained. It was suggested to maybe ask for more volunteers in newsletter.
b) Defibrillator location – location snooker hall, awaiting electrical quotes.
c) Lytch Gate – wait for better weather then assess work.
d) St Clements Path – need copy of public liability insurance and risk assessment to be completed.
e) Website – Parish Clerk booked on training later this month.
f) Wind Farm Terms of Reference – needs modifying and further discussions.
01956 Parish Clerks Report
a) No more pink minutes for Parish Council meetings, decisions to be placed in normal minutes once decided in closed session.
b) Clerk to look into this month reclaiming VAT for 2020/21 and 2021/22.
c) Website not up to date due to no training in this area – Parish Clerk booked on training course later this month.
d) Parish Clerk recommended we purchase copies of the Good Councillors Guide for new Councillors in May after Elections.
e) Parish Clerk has updated the ELDC for Cllrs PH, CS, JF for acceptance of office and DPI forms and removed old councillors no longer in the position.
f) Requires contact for Gayton Wind Farm so can clarify what documents etc. they require each month/year, JL passed over O Patterson contact details.
01957 Items for the Next Agenda
a) New email addresses for Councillors.
Next Parish Council Meeting will take place on Tuesday 9th May 2023 at 19.00 to be held at Marshlands
