Minutes of the Saltfleetby Parish Council Meeting on 7th November 2023 at 7pm at Marshlands Community Centre.

Chair welcomed everyone to the meeting.
There were 8 members of the public present.
Open Forum for Residents
A member of the public asked whether the church was going to be used as a meeting venue. Raising concerns about the safety of the venue and the car parking. Cllr Hatton responded regarding new lighting which is to be installed and Cllr Lusby is looking into more car parking being available. There was a query about Cllr Lusby declaring an interest in the previous meetings vote on ground maintenance-Cllr Lusby stated this was not necessary - there was only one respondent for the work.

Councillor Rickett
He stated that a member of LCC Highways Dept is doing a walk about next week determining which roads, in the village, need resurfacing. Action 35 – Chair to liaise with LCC and point out roads for resurfacing.
Cllr Rickett informed the council that there is no requirement to annotate drawings for planning permission with dimensions. Regarding the village scoring (list of facilities in the village – garages/shops etc) sent through from ELDC there is a document missing – Cllr Rickett to speak to ELDC about this.
The PRIDE team from Neighbourhood Services at ELDC can parachute in to help with litter picking if need be. There’s a Police and Commission survey for residents to share their comments re lack of policing etc – Action 36 Cllr Stones to investigate. Saltfleetby is served by Mablethorpe Police Station – Badger baiting, hare coursing etc should be reported through 999 as there is a dedicated team available.
Cllr Rickett left the meeting at 7.31pm
02081 Venue for Parish Council Meetings
Due to the invalid vote at the September meeting this was bought to the next meeting. As only one venue responded the vote was to use the Church for council meetings. This motion was proposed by Cllr Stone and seconded by Cllr Hall and approved 3 votes to 2 – to be revisited after 6 months.
02082 Councillor Vacancies
There have been no further enquiries – need to advertise?
02083 Gayton Wind Farm Fund
An auditor has been appointed and the paperwork is to be forwarded shortly Action 37 – Clerk Savings account to be opened for £600 Action 38 Cllr Hatton. No accounts to be paid this time. Cllr Hall – boxes have been tidied up but bulbs will only rot if put in now. Cllr Hatton – still waiting for the poles to be put in for the speed awareness signs but equipment should be with us shortly.

02085 Banking
Cllr Hatton has now sorted the banking for the Clerk and should be operational now.
02086 Reports from Outside Bodies
On the Services & Facilities Review – Cllr Ricketts spoke about this in his report above. Regarding the Sub-Regional Strategy consultation this is a large document which is on the website for viewing. The polling review carried out by ELDC has no changes for this council.
02087 Siting of New Parish Council Notice Boards
Proposal was to site notice board near church possibly on common land at layby – proposed by Cllr Aldhouse seconded by Cllr Hatton - agreed unanimously.
02088 Correspondence
- High levels of rat activity – unfortunately this is the situation everywhere
- Extra dog waste bins – one has been applied for and agreed on Ings Lane need to go through same procedure for Swallowgate – Cllr Stone
- Removal of old signpost – there is an electric cable there so too risky to take up altogether
- Defibrillator – the Prussian Queen has closed so looking for another site – however that one needs replacing anyway as only operational until June 2024. Clerk has applied for a grant (see below) Need to cost up a replacement and maybe put grant application in to Wind Farm.
02089 Website Update/Communications with the Public
Action 39 Cllr Stone is looking to put together a brief newsletter and will update at the next meeting. He would welcome any input to the newsletter.
02090 Parish Clerks Report
Action 40 Clerk to update the Financial Regulations and Standing Orders in line with LALC guidance – progress to be reported at January’s meeting. The Clerk explained about what she’d been told about zero based budgeting as opposed to incremental budgeting for calculating the 2024/25 precept.
02091 Budget and Precept 2024/25
Action 41 Date to be agreed for a preliminary meeting on the figures.
02092 Code of Conduct Policy
Cllr Harrison spoke on the 7 principles of public life (also known as The Nolan Principles). These principles are available to see online and it was also agreed that a laminated copy of them would be available to see in the Church Action 42 Clerk. Cllr Hall proposed and Cllr Hatton seconded – vote was unanimous.
02093 Update of Records & Paperwork in Saltfleetby cabinets
Cllr Stone informed the meeting that some minutes were missing between 2016 – 2019 Cllr Harrison wondered if these had been sent to Archives at Lincoln County Action 43– Clerk to check this.
02094 Laying of a Wreath on Remembrance Day
Chair’s responsibility to lay the wreath on behalf of Saltfleetby Parish Council. The committee thanked Cllr Hall and her husband for their efforts in putting up the poppies throughout the village.
02095 Grant for a further Defibrillator for the Village
The application to Dept of Health & Social Care for a grant from the £1m Community Automated External Defibrillators Fund has been submitted by the Clerk. Currently awaiting response.
02096 Items for the next Agenda
Cllr Lusby has a couple of minor things to be put back on the agenda – Community Assets also need to go on the next agenda and the Budgets and Precept 2024/25.
