Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 10th January 2023 at 7pm at Marshlands Community Centre

Meeting commenced at 7pm

 

Madam Chairman welcomed everyone to the meeting.

 

There were 8 members of the public present.

 

Statutory proceedings commenced at 7.15pm

 

01873 Apologies for absence – apologies from Cllrs Morris, Clark, Smith, Ricket and McNally

 

01874 Minutes of the Parish Council Meeting held on 6th December 2022 had been circulated. It was resolved to accept the minutes, p SH, s JF

 

01875 No minutes of the Confidential Parish Council Meeting held on 6th December 2022 were available.

 

01876 Minutes of the Gayton Windfarm Community Fund Panel Meeting held on 8th December 2022 had been circulated. Item 5 A vote of 3 to 2 in favour was missing. It was resolved to accept the minutes with these corrections. p SH, s JF

 

01877 Minutes of the Confidential Gayton Windfarm Community Fund Panel Meeting held on 8th December 2022 had been circulated. Item D A vote of 3 to 2 in favour was missing. It was resolved to accept the minutes with these corrections. P SH, s JL

 

01878 Declarations of Interest - There were no declarations of interest.

 

01879 District/County Councillors Report  - Photographic Identification may be required for the forthcoming elections in May 2023.

 

01880 Councillor Vacancies - Mr. Chris Stone requested to be co-opted onto the council. The council voted unanimously to accept Mr. Chris Stone to the council.

 

01881 Planning Applications  – Application Reference N/145/02438/22 – COFTON COTTAGE RIMAC. Planning application was supported. p JL, s JF

 

01882 Budget and Precept 2023/2024 – The budget was accepted. p SH, s JL

 

01883 Financial Matters –

  1.  Accounts to be paid/authorised:-

Clerks salary for December 2022 including HMRC payment for month 10 of 2022/2023 expenses LCC recruitment cost of advertising for Clerk/RFO post in January 2023 £49.00. It was resolved to approve the payments. p JL, s SH

  1.  Monthly Councillors report was not available for approval
  2.  Bank reconciliation, receipts and payments 31st December were not available for approval

 

01884 Gayton Wind Farm Financial Matters

  1.  Accounts to be paid authorised:-

Louth Town Invoice 1489 dated 12th December 2022 for the hire of Marshlands £40

Rotaset Printers Ltd invoice RS012732 dated 19th December 2022 for printing of the quarterly newsletter December 2022 £271.00, p JF, s SH

  1. Bank reconciliation, receipts and payments to 31st December 2022 not available for approval.

 

01885 Gayton Wind Farm Scoring Sheet - Updated Terms of Reference document to be compiled for discussion. Action PH

 

01886 Flailing Contract – No flailing to be conducted this year p JF, s SH

 

01887 Communications to the General Public - Article to be composed for the next issue of the village newsletter Action PH

 

01888 Railing Trough - A suggested site for the trough was the front of Marshlands. Action LD to contact SC to see if this is acceptable.

 

01889 Reports from Outside Bodies - Details of an open day for the digester to be installed on the old airfield at Manby Bridge over the Mar Dike at the ‘’Angel’’. LCC suggest price of around £k60 to carry out this project.

 

01890 Correspondence - There will be no lighting of the beacon to commemorate the Coronation of Charles III, however there may be a national lighting of beacons to commemorate the D Day landings of 1944 on the 6th June.

 

01891 Action Plan

  1. BT box signage completed, needs installation. Shelving, Map of Village Action SC
  2. Garden Boxes/Tyre planters to be reviewed February 2023
  3. Speed gun equipment still awaiting sign. Action LD
  4. Defibrillator location – to be installed when power supply is sorted
  5. Snooker Club Further discussions to be held as to way forward
  6. Notice Boards Further discussions to be held
  7. Lych Gate update. Further discussions to be held
  8. St Clements path awaiting further quotations

01892 Parish Clerks Report - No report. Form for additional signatories and removal of previous clerks address were produced and required completing.  Action LD

  1.  D-Day celebration

  3. Payment to LD for payment of QE II Jubilee celebrations
  4. Marshlands/Village Hall sign

 

 

Next Parish Council Meeting will take place on Tuesday 7th February 2023 at 1900 to be held in Marshlands
