The council went into closed session to discuss wind farm grants at this point Cllr Dover resigned from the council. The meeting was chaired by Cllr Harrison in her role of Vice-Chairman.
Meeting commenced at 1900
Madam Chairman welcomed everyone to the meeting.
There were 23 members of the public present.

Open Forum
A member of the public was concerned at the lack of information posted in relation to planning permission. Action LD to investigate.
A question was raised about the grant awarded for the Farmers Hampers at Christmas. It was stated that the project did not proceed and the grant was not claimed.
A question was raised about the purchase of mugs to celebrate the Queens Jubilee asking if there was a government grant available. It was stated that no money was available from government sources and therefore a grant from the wind farm fund was utilized.
A question was raised about retrospective payment or windfarm grants. The chairman stated that no grants would be awarded for retrospective applications.
A question was asked about the payment of grants before the monies were spent. It was explained that money can be awarded on the strength of quotation with copies of receipts after the money had been spent.

01895 Minutes of the Parish Council Meeting held on 10th January 2023 had been circulated. It was resolved to accept the minutes, p SC, s JL
01896 Minutes of the Confidential Parish Council Meeting held on 6th December 2022. p SH, s PH.
01897 Declarations of interest - Interest was declared by Cllrs Clark and Stone in respect of the two windfarm fund grants for the SCA. Interest was declared by Cllr Facer with respect to the grant application for the SOSH and quotations for the footpath in St Clements graveyard.
01898 District/County Councillors Report -
Cllr McNally reported on the following:-
Grants for Improved Community Infrastructure will soon become available.
Industrial Action by Fire & Rescue and the Ambulance service may have an effect on the community
Louth Active Travel Scheme will be reviewed with respect to town centre parking, seating and speed limit reduction.
Angus Energy are to set up a liaison group.
Cllr Ricket reported on the following:-
Voter ID will be required for elections.
With the issue of purple bins and changes to what came be placed in grey bins glass recycling points will be removed.
There are changes to tackling domestic violence.
The council hub at Horncastle is now open.
01899 Councillor Vacancies - The council went into closed session to debate this matter. P JL, s SH.
Joanne Gray was co-opted onto the council with a unanimous vote.
01900 Gayton Wind Farm Fund
The wind farm applications were reviewed in closed session.
Soloby Old School Hub – Advertising and Stationary for Dinner Club £46.15.
Despite the initial statement of no retrospective awarding of grants the vice chairman permitted a vote on this item. It was stated that no retrospective awarding of grants will be conducted from this date onward.
Award granted. Votes 3 against. 3 for. Vice Chairman had casting vote and awarded the grant.
SCA – Hire of Marshlands for monthly coffee mornings £240.00.
Award granted unanimously.
SCA – Hire of band for Valentines Dance £200.00
Award granted unanimously.

01901 Planning Applications – Application Reference N/145/02081/22 – Mallard Ings, Main Road Saltfleet LN11 7SF. Planning application was opposed on the grounds of animal welfare, noise nuisance, proximity to a water course, unpleasant smell from dog faeces and disposal of dog faeces.
01902 Financial Matters –
a Accounts to be paid/authorised:-
Clerks salary for January 2023 including HMRC payment for month 11 of 2022/2023. The payment was authorized. P JL, s SC
b LALC Annual Subscription 2023/24 Invoice 13207 dated 3/1/23 £171. 87 to be paid in April 2023
c LALC Annual training scheme £100.00 (Excluding VAT) to be paid in April 2023

d St Clements churchyard path
Two quotations were available at the meeting. A third quotation had been received by the council but was not available to view. This item will be discussed at the next meeting.

01903 Gayton Wind Farm Financial Matters
a Accounts to be paid authorised:-
Duncan & Toplis Invoice 2023 19159 dated 15th December 2022 for preparation of financial accounts year ending 31st March 2022 £594.00 (Including VAT) was approved p CS, s JF
Louth Town Football Club (SCA) invoice 1490 dated 6/1/2023 for £197.00 for a Christmas Tree was approved. P JL, s PH
b Bank reconciliation, receipts and payments to 30th January 2023 was approved. p JL, s SH
01904 Payment of Mugs - Council approved that Cllr Dover may sign the cheque for the Jubilee mugs to reimburse her for payment made. Minutes previous references where approved 01719 and 01737. p SC, s JF
01905 D-Day Celebrations - The D-Day celebrations will take place in 2024. Action cancelled.
01906 Internet Banking - Updated approved signatories will be obtained before the council debates the use of internet banking.
01907 Reports from Outside Bodies - None
01908 Correspondence - The chairman informed the council that the registration for non-payment toward any employee’s pension had been submitted. If circumstances change this registration will have to be revisited. Registration will have to be repeated in three years. The new chairman will require the passwords etc to carry out this task.
01909 Action Plan

Chairman decided this action to be reviewed in April.
b Garden Boxes/Tyre planters to be reviewed February 2023
Chairman decided this action to be reviewed to March.
c Speed gun equipment still awaiting sign. Action LD
Chairman reported that the supplier of the sign would not release a sign until the sites had be visited Lincolnshire Police. The sites have been visited and registered. Action continues LD
d Defribulator location – to be installed when power supply is sorted.

f Notice Boards
Chairman had a selection of notice board specifications to circulate for a vote of selection at next meeting. Action LD
g Lych Gate update.
Chairman decided this action to be reviewed in June.
h St Clements path
Two new quotations have been received for replacement of the footpath. A further quotation was obtained previously but was not available at this meeting. The action was moved to the next meeting.

Discussions took place about the facebook page controlled by Cllr Facer. The action was moved to the next meeting.
k Placing of Railing Trough
It was agreed by Cllr Clark that the Railing Trogh may be sited at Marshlands. Action Closed.

Chairman decided that this action be moved to the next meeting.

Chairman decided that this action be discussed at next meeting.
