Draft Minutes of the Saltfleetby Parish Council Meeting held on 5th March 2024 at 7pm at
St Peters Church.

Chair welcomed everyone to the meeting.
There were 12 members of the public present
10 minutes Open Forum for Residents
A member of public who runs the bingo meetings told the committee that the event had now had to move to the Church from Marshlands as they were no longer welcome there. The Chair wished her well with her endeavours. The disabled access for the church is apparently fine – it’s been checked by an architect for its quinquennial review at the end of last year. With one entrance 60 people are allowed in – with two entrances the number increases to 300 with two stewards to get people out in the case of fire. The church has emergency lighting and easy access to the entrance. The car parking is going to be increased with help from volunteers. The fire certificate up in the church currently is out of date but the new one is available and just needs displaying.

02120 Minutes of Previous Meetings
The minutes of the meeting held on 9th January were disputed by Cllr Harrison on several different areas – another meeting will be arranged to go through these issues. Clerk to arrange Action 59/23
02121 Conduct of Councillors at meetings
Cllr Stone has lodged a complaint with the Monitoring Officer regarding the bad language at the January 2024 meeting.

02122 District/County Councillors bullet points:-
- Trading Standards have opened a scheme ‘buy with confidence’
- Budgets from upper tier councils approved – LCC 5% ELDC £5
- HS2 road scheme (now abandoned by Gov) monies £270m over 3-4 years
£70m of it to be spent on road so should make a difference
- Footpath on A1031 really bad will push to get this sorted out
- Cllr McNally to send information out about violence against women
- The pool and leisure centre is progressing well at Mablethorpe
- Consultation for pylons ends next Wednesday – urged to fill out form
02123 New permissive footpath
This is in motion – permission given by the field owners no need for any legalities. It can be stopped at any time and will not be available when cattle are grazing in the field.
02124 Councillor vacancies
Unfortunately no one else has come forward and Cllr Hatton has resigned.
02125 Defibrillators
The Clerk submitted 3 quotations for 3 new defibrillators and 2 outside cabinets. However the life of the batteries also needs to be assessed & costed so this information will be brought to the next meeting. Action 60/23 Cllr Clark mentioned that new pads were needed for the defibrillator at Marshlands – this is owned by the Football Club but used by the community so it was voted to buy some from the Windfall Account. 02126 St Clements Churchyard
Cllr Harrison has a document that the Clerk needs to check with the Diocese. Action 62/23
02127 Bridge at the Angel
There are a lot of criteria to satisfy regarding the bridge re the District Council, County Council and Highways – cost circ £60k -Cllr Stone bring to next meeting Action 50/23
02128 Banking
The Clerk now has a debit card for the Windfarm account and an application has been put in for the Parish Council account. Action 51/23 Now Cllr Hatton has resigned we need to take him off the banking signatories and chose someone else in his place Action 63/23
02129 Community Asset Application
The Clerk has completed as much of the paperwork as possible regarding the application of making the Snooker Hall/old Methodist Chapel a community asset. Cllr Lusby has been looking into the local solicitors for the deeds. Clerk to update at next meeting Action 52/23
02130 Purchase of dog bins
New bin to be purchased on Ings Lane (£138 plus delivery) – Street Scene at ELDC have added to collection route – needs to be red – Cllr Stone will install. This will be purchased from Windfarm monies – proposed PH seconded NA - unanimously approved Action 64/23
02131 Planning Applications
To be circulated for agreement due to new time constraints by ELDC.
02132 Correspondence
Complaint to Monitoring Officer regarding bad language also response by Victoria Atkins MP office and Ofgem regarding power outages.

02133 Financial Matters
Clerks salary and income tax payment to HMRC - ps CS sd NA
Newsletter costs paid from Wind Farm Account – ps PH sd SC
Monthly reports for both current accounts to 29th Feb 24 noted – full summary including deposit accounts circulated later and put on the website
02134 Clerks Report
The meeting noted that the Clerk had completed the VAT claim but was missing 6 invoices which need to be located. A member of public wished to know who answered questions that came into the Clerks email box. There should be some clarification of this – Clerk has taken this onboard.
02135 Update on Previous Actions
Action 30/23 & 58/23 – Cllr Lusby has put a lockable cabinet in the church so all documents can be accessed. Clerk to keep just the original signed copies of the minutes for safekeeping and a copy of these signed minutes to be filed in the Church.
Action 36 – Regarding PCC survey – no results back yet
Action 44 – DDA compliancy of Church – certificate up to date
Action 45 – Quotations for venues to hold Council meetings to come to the May meeting
