DRAFT Minutes of the Saltfleetby Parish Council meeting held on 2nd July 2024 at 7pm at St Peters Church.

Chair welcomed everyone to the meeting.

There were 16 members of the public present plus Cllr Rickett

 

10 minutes Open Forum for Residents

It was mentioned that the Windfarm grant Appendix D refers solely to Louth Football Club – this is to be rectified. A lady wanted to make it clear that when she was on the committee she did not order 3 lots of mugs – it was just bank statement debits & credits.  Cllr Stone recorded the meeting.

02163   Minutes for Approval

The minutes of the May AGM were approved as a true record unanimously.

 

02164   District/County Councillor reports

Cllr Rickett was in attendance and he agreed with JL regarding the borrowing of some speed signs to place possibly down North Lane.  New green technology was discussed although the design isn’t in place yet for large vehicles such as refuse trucks.  Cllr Ricketts to get details of the cutting down of verges regarding the new footpaths from CS.

 

02165   Recording of Parish Council meetings

A vote was taken to purchase a recording machine with a cost of in between £30 - £40 resolved unanimously. Clerk to source. Action 71/24

02166   Co-opting of Councillors

There were 3 candidates who put themselves up for co-opting onto the Council these being:-

  • Brian Hall
  • Claire Saul
  • Lesley Dover

The candidates explained to the room their reasons for wanting to join the Council and then left the room for the vote (PH left the room also as being married to Brian Hall).  The Councillors then voted on the candidates – the first 2 candidates were voted in but the last candidate was rejected. BH & CSa then joined the meeting as did PH.

 

02167   Separate committee for EK grants

It was proposed that a survey should be carried out as to whether a separate committee should be formed for EK grant applications.  This was resolved.

 

02168   Training

Pam explained neither her nor KM had been able to carry out their Councillor training and needed to find another date – Clerk to arrange Action 68/24 & also to log Cllr training undertaken.

 

02169   Grounds Maintenance at the Churchyard

Only 1 quotation £650 plus £90 per cut.  This was voted on and resolved. Also needs a topple test – SH informed the meeting – put on next ordinary meeting agenda. 

                                                                                                      

 

02170   Defibrillators – Installation

Quote to move defib to Bakery from Prussian Queen  was £879.97 & move defib to front door at St Peters Church £600 – this was voted on and resolved.

 

02171   Banking

Clerk suggested possible move to Zopa account which is a British backed on-line bank offering 4.54% for instant access. PH thought that they may not be Government guaranteed to £85k – Clerk to check Action 72/24 and bring to next ordinary meeting.

 

02172   Parish Council Internal Audit & AGAR forms

The Clerk informed the meeting that the AGAR forms were completed ready for signature – JL duly signed the necessary forms – and she had rang the Auditors to get an extension until the end of July.

 

02173   Community Area and Summer Fayre

KM updated the meeting – the 1st fund raiser had gone really well – raising £1,108.  The next fund raiser is already being organized – when land is acquired it will be a community asset.

 

02174   Rights of Way Survey

There is a 158 page survey on line.

 

02175  Community Asset Application

02176   Further Dog Bins

Pam informed the meeting that another bin was needed on Charlesgate/North End Lane – from PC funds – this is to be put on the next ordinary agenda meeting for a further update.

02177   Christmas Trees

PH suggested that to buy a rooted Christmas tree would be a more economical way.  He suggested a 6’ tree with roots which are £100. Perhaps we could buy 3? A member of the public said he’d send in a quote.  To be put on the next ordinary agenda.

 

02178  Repair/Resiting of Noticeboards

New noticeboards on lay by, one at All Saints, one by Prussian – would be a good idea to open them up to the other organisations within Saltfleetby (SCA – Pete Hatton, SEC – John Facer & Community Park – Kate Marshall.  All 3 agreed that they could make use of the noticeboards. The noticeboard back at Marshlands has deteriorated.  

 

02178   Correspondence

The Clerk read out 2 emails for discussion – regarding the cost of installing the speed signs and the D Day celebrations. The Chair responded.

 

02179   Financial Matters

All financial reports were approved and the below invoices:-

 

Parish Council:-

Internal Audit – Jen Cooper £45

Newsletter – Cllr Stone - £300 (3 newsletters)

LALC subs for 24/24 £183.60

 

Windfarm:-

 

None

 

The two applications for Windfarm grants could not be assessed – mainly because there was an administrative error on the first one (should have been £1,514 not £500) and on the second one the grant sheet needs amending from ‘Louth Football Club’ to a general venue.

 

02180   Planning Applications

These have all been approved

 

02181   Facebook Page

JL asked permission to use Facebook page for information only – no comments. This was unanimously agreed.

 

02182   Clerk’s Report

Clerk has received a penalty letter from HMRC and is appealing it.

 

02183   Update on Previous Actions

Action 70 – need to have a full discussion re the Windfarm methodology and more simpler forms. PH to look into.

 

02184   Items for the Next Agenda

Decide where to invest monies from Windfarm Fixed Term Deposit which matures on 12th July 2024.

Decide where to invest £5,000 from Parish Council Current Account

Topple test for churchyard beforehand over – legal requirement

Further update on dog bins re Charlesgate/North End Lane – Pam
