Minutes of the Saltfleetby Parish Council meeting held on 11th September 2024 7pm at St Peters Church.

Chair welcomed everyone to the meeting.  Cllr Stone was recording the meeting.

There were 7 members of the public present plus Cllr McNally

A member of the public queried which application form was needed to complete for a Windfarm application.

02187 Notes of the Parish Council Meetings

The minutes 2nd & 25th July 2024 were approved and signed by the Chair

 

02188 District/County Councillor Reports

Not too much happening with it being the holiday month.  He talked about the local councils joining up to oppose the pylons.  Also how people are getting scammed and its often the older generation – ChS is to put a piece about scamming in the current newsletter as a loose sheet to help where people don’t use social media.  A case of bluetongue has been notified in Lincolnshire which is a worry for the farmers in particular.  CS asked why the Enforcement Officer at ELDC isn’t treating our objections seriously – Cllr McNally said a lot comes down to cost and if they haven’t got permission but would have got it if they’d applied they leave it.

 

02189 Financial Reports

The Parish Council accounts were approved with the following items:-

  • D Chapman – invoices 0223, 0229 & 02333 £100 ea
  • Recording device - £38.99
  • Clerks salary (May – July)
  • HMRC - £268

02190 Investment of ringfenced Windfarm monies and Parish Council monies

PH proposed that £14,400 from the  Windfarm current account was moved to a Lloyds deposit account @ 3.4% interest – fixed for a year.

With the Parish Council banking he proposed £5,000 to go into a Lloyds saving account (low interest) and when the £11k in the Lloyds deposit account matures and then both amounts go into a deposit account at a higher interest rate.

Both these proposals were resolved unanimously.

 

02191 Response to Audit Report

The response from Jen Cooper is being looked at and worked on.  Obviously this was the Clerk’s first AGAR and lessons were learnt. 

           

02192 Gardener & Christmas Trees

Dan was not prepared to dig further down at the double bend due to power cables.  On the Christmas trees Pam is still waiting for the supplier to get back to her but should be ok for this year.

 

02193 Dog Bins & Poppies

It was resolved to purchase a new dog bin at an estimated cost of £140 from Parish Council funds and also another 15 large size poppies with cable ties approx £65.  Both items were resolved with one Cllr abstaining to both.

 

02194 Churchyard Topple Test

PH had researched into this subject and told the committee that there is no legal responsibility to carry out a topple test but its sensible to carry out a review every now and then to ensure they are safe – then record that this has been done. The Ministry of Justice have a manual ‘Managing the Safety of Burial Ground Memorials’ for guidance.

 

02195 Litter Picking

BH stated the next litter picking was to be on 5th October 2024 between 10.30am and 12 noon – soup and bread to be serve afterwards.  JL has 8 grabbers, 6 high vis vests and some bags.  Can be left at front of Marshlands in yellow bags and ELDC will collect.

 

02196 Speed Guns

Speeding is still a problem at North End – at the East End its much better with 90% of the traffic being under 40mph.  KM &  EC willing to undertake speed awareness training – PH to find out who they need to speak to.  CS & Pam to put slips into newsletter.

 

02197 Training

CS, KM, Pam & EC attended the LALC Councillor training session last night in Mablethorpe which was positively received.  Councillors were reminded that there is other training available in the quarterly document sent from LALC.

 

02198 Planning Applications

  1. N/145/01086/24 Fisheries – voted unanimously to object – clerk to send in objection before Friday - Action 73
  2. N/145/00185/23 – Also Fisheries under appeal – already objected to
  3. N/145/01298/24 – Old Post Office remains demolition and clearance voted to object to removing the conditions – 7 voted for objection 2 voted against
  4. National Grid – objection already sent in        
  5. 4 Wells, Saddleback Road, Howdales – not in our Parish but JL & KM to attend meeting on this

02199 Correspondence

The Clerk had a complaint about the Planning Application in i) above.

 

02200 Facebook Page

LALC suggested in their training last night that all the Councillors pictures were on the Parish Website so that they could recognise who they need to speak to.

 

02201 Windfarm Applications

  1. PH is to resubmit the application for the dishwasher/cooker application at the next meeting splitting the cost of the items
  2. The hire of room for Soloby Events needs to be applied for on the applications over £301 form so this will be resubmitted
  3. The SCA hire of rooms for coffee mornings was approved up to end of March 2024

 

02202 Clerk’s Report

A letter was received by the HRMC cancelling the penalty charge of £100

 

02203 Update on Previous Actions

Action 29 - Produce newsletter – has been completed and will be delivered next week

Action 68 – Organise training – completed – Cllr training for 4 last night
