to be held on Tuesday 9th January 2024 at 7pm, at St Peter’s Church.
The meeting will commence with a maximum of 10 minutes Open Forum for residents to raise any issues, after which Parishioners are then requested not to interrupt during the business of the meeting.

1. DECLARATION OF INTEREST & REQUESTS FOR DISPENSATIONS – To receive any declaration from Councillors; Council to consider any written requests for dispensations and resolve whether to grant acceptance.

4. PARKING ON THE FOOTPATH OPPOSITE MARSHLANDS
The verge opposite Marshlands often gets overcrowded – Cllr Stones
5. NEW PERMISSIVE FOOTPATH
We have been offered to allow the public access over part of some land onto the existing Green Lane. If this was acceptable it would open up another circular route not normally walked. We need to discuss this and, if agreed, appoint a PC member to liaise with the Lincolnshire County Council - Cllr Stones

Training courses will be circulated from LALC by the clerk and then approved for attendance by either the Chair or the Parish Council depending on timing.
8. DEFIBRILLATORS
Unfortunately although the Clerk submitted a swift response the Parish Council were unsuccessful in obtaining a grant for another defibrillator – see email sent below:-
We are writing to advise that the 100 successful applicants who have been awarded a fully funded Community Defibrillator via the Department of Health & Social Care Community Defibrillator Scheme have now been notified.
A further 1900 match funded Community Public Access External Defibrillators are now available via this scheme.
After the funding is applied the cost of the Defibrillator and External Heated Cabinet with keypad lock (for installation on an external wall & cabinet requires a power supply) to yourselves is only £750.00 including P&P!!
The equipment will be dispatched via our chosen suppliers, London Hearts Charity.
After looking at the costings involved it would seem to be a better option to purchase a couple ourselves and to this end we have put a budget in to the precept (see item 18 below). A Councillor has asked if placing a defibrillator outside the church might be a good idea.

10. BRIDGE AT THE ANGEL
The bridge at the Angel needs attention – Councillor Stone
11. INTERNAL ROUTER FOR CHURCH
Possibility of acquiring an internal router for use in the Church – Councillor Lusby
12. BANKING
The banking is now sorted and the Clerk has access to all necessary accounts.
13. COMMUNITY ASSET APPLICATION
The Clerk has emailed the Property Section of ELDC and received an application form to enable the Parish Council to apply for the Methodist Church/Snooker Hall to become a Community Asset should they want to do so.
14. PLANNING APPLICATIONS

LOCATION: PROPOSED NEW ACCESS BRIDGE FOR ELM HOUSE FARM, MAIN ROAD, SALTFLEETBY
- PLANNING INSPECTORATE REFERENCE: EN070008 Notice is hereby given that the Secretary of State for Energy Security and Net Zero has accepted an application by CHRYSAOR PRODUCTION (U.K.) LIMITED, 23 Lower Belgrave Street, London, SW1W 0NR (“the Applicant”) for a Development Consent Order (“DCO”) under section 37 of the Planning Act 2008 (“the Application”). The Application was submitted by the Applicant on 23 October 2023 and accepted for examination on 17 November 2023. Summary of the Proposed Development The Viking CCS Pipeline (‘the Proposed Development') comprises a new 24’’ (609 mm) diameter onshore pipeline of approximately 55.5 km in length, which will transport carbon dioxide (CO2) from the Immingham industrial area to the Theddlethorpe area on the Lincolnshire coast, where it will connect into the existing 36’’ (921 mm) diameter offshore LOGGS pipeline
15. CORRESPONDENCE
The Clerk received the following email with questions for consideration:-
1, In the parish newsletter on page 17 it states that there has been ‘a large volume of disinformation against the Saltfleetby Parish Council, individual residents and organisations within the village’
Can the PC clarify what the misinformation is so that residents know what is truth and what is fiction, also who the ‘vociferous individuals’ are.
2, On page 21 of the same newsletter it states that the institution of the speed signs has been done voluntarily at no cost to the Parish. The speed signs have been paid for by Windfarm money, ultimately Parish residents money. The statement is misleading.
3, Why did the PC NOT lay a wreath at the remembrance service?
4, The village seems to have suffered several power outages of recent – can the parish council support the residents by contacting the power company?
16. SALTFLEETBY INFORMATION FACEBOOK PAGE
This page has ‘Please be advised that this page has NOTHING to do with the Saltfleetby Parish Council’
The issue being that the above facebook page has used the URL ‘saltfleetbyparishcouncil’ which means should the Parish Council wish to set their own facebook page up they couldn’t do so.

There are 2 applications for the Wind Farm Fund:-
- Louth Town Football Club - £500 towards the improvement of the car park surface
- Saltfleetby Community Association - £256.50 purchase and erect village Christmas tree
18.SETTING OF THE PRECEPT 2024/25
The detail for the calculation of the precept will be sent around the Councillors before the meeting. Basically it’s been kept at the same amount as last year (£9k) with an amount set aside for purchasing defibrillators as mentioned in Item 8.
19. CLERK’S REPORT
Very pleased to report that I now have access to both of the Parish Council bank accounts so l’m able to assess the financial position of the Parish Council and prepare the relevant financial information to bring to meetings. Also since the last meeting I’ve been on a VAT course for non-registered Councils through LALC. This has proved very useful and I have been able to look back with effect from 1st April 2022 for both the Parish Council accounts to see how much VAT we can reclaim from HMRC. One important point that arose was the fact that Councillors shouldn’t buy items for the Parish Council and be reimbursed only the Clerk - the Clerk is the only employed person to act for the Council. I should have the VAT task completed in a couple of weeks.
