Parish Council Minutes December 2018
Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 4th December 2018,
which started at 7pm at the Marshland Community Centre

Statutory proceedings commenced at 7.00pm
00921 Apologies for absence – Cllr Robin Smith and Cllr McNally both send their apologies. Council accept both apologies.
00922 Minutes of the Parish Council Meeting held on 6th November 2018 had been circulated. It was resolved to accept the minutes, p SD, s BS. The minutes were duly signed by Madam Chairman.
00923 Declarations of Interest – None.
00924 District/County Councillor Reports – No report received due to the absence of Cllr McNally.
00925 Councillor Vacancies – No requests for co-option onto the Parish Council for the three current vacancies.
00926 Planning Application – N/145/02187/18 – SEA VIEW FARM, SEA VIEW ROAD, SALTFLEETBY, LOUTH, LN11 7TR - Planning Permission - the re-alignment of flood defence embankment, including the partial removal of a flood defence bank & construction of 2no. new flood defence banks to provide an area of washland for wildlife benefits whilst ensuring flood protection of existing properties. Council to consider the application and submit any comments.
Council considerations are as follows:
1. There are already a number of wetlands in the area, which the Council believe to be sufficient. It was commented on that with the creation of further wetlands, local farmers were now suffering serious losses of crops because of the very large numbers of geese attracted to the existing wetlands and an expansion of the wetlands would aggravate this.
2. The Trust has not provided any evidence in the supporting information to justify the loss of agricultural land to provide additional wetland.
3. The Lincolnshire County Council Footpaths Officer has indicated that the proposed work will affect the statutory route of Footpath 55. This is a very well used footpath, and one of the routes used by visitors to the SSSI, and the Saltfleetby/Theddlethorpe NNR adjacent to Sea View Farm Yard and House. The Parish Council would strongly object to any impact on this footpath.
4. The area in which the project is situated is in the Coastal Grazing Marsh. Both sets of plans submitted by the Trust will adversely affect the appearance of this historic area.
5. The letter dated 9th November from the Environment Agency does not indicate that permission is given for the project without further clarification and permits.
The Council was disappointed that once again the Trust did not offer to attend a Meeting with them to explain their plans and clarify issues that concern them – both projects are high impact on a quiet undeveloped area of the village. There was a great deal of concern about a nearby previous site of a washland/wetland as it destroyed a ridge and furrow grass field. This was done with no advance planning permission or consultation with the Legal Representatives of the village or residents, and which had to have retrospective approval.
Clerk to draft the response to be submitted on the planning portal and send to all Councillors for feedback before submitting on the planning portal. It was resolved that the Council is objecting/opposing the proposals, p SH, s BS.
00927 Draft Budget for 2019/20 – Clerk/RFO presented the second draft of the Budget for the next financial year 2019/20. No amendments were requested. The final proposed budget will be presented at the January 2019 meeting for approval.
00928 EK Fund Administrators Contract of Employment – the contract of employment was circulated to all Councillors and the Administrator for perusal and this item to be put in the next agenda.
00929 Financial Matters –
a. Accounts to be paid/authorised
- Clerk’s salary and expenses for November 2018 including HMRC payment
- Expenses for Clerk for £183.90 for defibrillator replacement pads x 2
- Tommy Statue cost to be approved £776.30 (inc VAT of £129.38 and delivery charge of £21.92)
- Wold’s Gardening invoice 1SPC18 for £70 for maintenance of the grass at Prussian Queen garden box and planting of bulbs at all 4 garden boxes
It was resolved to authorise all of the above payments, p SC, s RAS.
b. BT Telephone box 1 materials cost of £200.43 was pre-authorised so that the items can be ordered, p RAS, s SH.
c. Monthly Councillors Report – For the month up to November 2018 was presented by the Clerk to the Council. It was resolved to accept the report, p SD, s RAS.
d. Bank Reconciliation and Receipts & Payments Report to 31st October 2018 – was presented by the Clerk to the Council. It was resolved to accept the report, p SC, s BS.
00930 EK Financial Matters –
a. Accounts to be paid/authorised
- Administrators salary for November 2018.
b. Bank Reconciliation and Receipts & Payments Report to 31 October 2018 – no report due to no transactions therefore no bank statement issued.
00931 BT Telephone Boxes – this will be carried over to the next agenda.
00932 Missing Post Box – It was reported that the red Royal Mail post box had been removed from the site of the old village shop and had not been relocated in the village. The Clerk was asked to contact Royal Mail to request that the box be re-sited at Marshlands Community Centre as soon as possible.
00933 Parish Council Notice Boards – It was resolved to resite the notice boards from the old village shop to the Marshlands Community Centre (on the verge by the clothing recycling bin). The bench is to be relocated at Marshlands by the garages where the Tommy Statue will also be located. Enquiries around the future maintenance of the memorial bench will be pursued.
It was resolved to remove the boards and the bench off the site within the next week and to pre-authorise up to £100 to procure 4 wooden posts, p SD, s RAS.
00934 Reports from outside bodies – None to report.
00935 Correspondence –
- It was reported that an email had been received from a resident regarding the ‘missing’ post box. LD will respond to the resident.
- The Clerk reported that she had received a quote for the village signs but only one quote had been received. There was discussion whether a previous quote had been received several months ago. The Clerk will check correspondence and report at the next meeting.
00936 Councillor Reports – It was reported that 2 Councillors had attended the LCC Highways Walkabout that was on 9th November. All points raised were noted by the Highways Officer and photos taken along route. Most points were reported immediately using the Highways App. It was noted that since the meeting, no action has been taken into any of the issues raised. It was also reported that EK monies had been agreed with LCC and that the work on Three Bridges would commence at some point. There would another walkabout in the New Year.
It was reported that a RAS and the Clerk attended the Emergency Planning Workshop at Mablethorpe TC Offices. A lot of useful information has been gathered and Steve Harris, Lincs Fire and Rescue, is to be invited to present at the Annual Parish Meeting.
It was reported that the Tommy Statue has been delivered and will be erected once the Christmas Tree is taken down.
It was reported that the Remembrance Day Wreath was presented on Remembrance Sunday at St Peter’s Church.
00937 Parish Clerks Report – The Clerk reported that the EK investment fund query and the business case for the lease at Marshlands was in progress and that Community Lincs and LALC had provided some guidance which was to be followed up. This will be added to the next agenda.
The Clerk reported that the potential sale of the speed signs were in progress and this would be added to the next agenda.
