Parish Council Minutes November 2018
Minutes of the Saltfleetby Parish Council Meeting held on Tuesday 6th November 2018,
which started at 7pm at the Marshland Community Centre

00901 Apologies for absence – RAS and Cllr McNally both send their apologies. Council accept both apologies.
00902 Minutes of the Parish Council Meeting held on 2nd October 2018 had been circulated. It was resolved to accept the minutes, p SC, s SD. The minutes were duly signed by Madam Chairman.
00903 Declarations of Interest – None.
00904 District/County Councillor Reports – No report received due to the absence of Cllr McNally. SH stated that Cllr McNally had endeavoured to get an alternative date for the LCC Highways Walkabout that had been planned for 30th October (was postponed). DL and RAS were due to attend the new date of 12th November. BS stated that it was very disappointing and a lot of work had been done to collate the summary. Council requested that the Clerk write to LCC Highways stating their disappointment of the change in arrangements.
00905 Councillor Vacancies – No requests for co-option onto the Parish Council for the three current vacancies.
00906 Planning Application – N/145/01763/18 – SEA VIEW FARM, SEA VIEW ROAD, SALTFLEETBY, LOUTH, LN11 7TR - Planning Permission - Erection of 2no. zed pods to provide residential accommodation, relocation of the existing mobile classroom, construction of a carpark and demolition of the existing barns and cattle sheds on site.
Council considerations are as follows:
- There are 2 letters of objections from nearby residents already on the planning portal. One of these lists many reasons for concern, which the Council fully endorses.
- The site is opposite to and closely overlooks the access gateway to Sandbanks Bungalow and the access to the Natural England /LWT Offices and Workshop, together with the access to the group of holiday cottages at Sea Farm. Once the disused farm buildings are removed there will be a clear view from the old cottage and yard straight through to the SSSI - to put the pods and the classroom on the area would completely change the Street scene and impact on the views from Sandbanks and the holiday cottages.
- Currently, Seaview Road, which is a narrow lane, is used by many local dog walkers and visitors to access the car park which is close to the dunes and beyond the proposed entrance to the site. The car park and the many footpaths from it are all part of the SSSI which is popular because of the peace and tranquility and the flora and fauna. The additional traffic which can clearly be expected as a result of any development of the site will have a detrimental effect on this quiet and unspoilt area.
- The Council is very surprised to note that the Highways Department have raised no concerns about the effect of increased traffic on the current users of the lane - to accommodate the potential increase in traffic changes will have to be made to the narrow lane and a need for a much wider entrance to the site to enable vehicles to turn into the site. The Council would be grateful if a site visit by a Highways Officer could be arranged, hopefully to meet with the Parish Council. The junction of Seaview Road and A1031/B1200 is a dangerous junction and has been the site of many accidents. It is particularly dangerous when the verges have not been cut as there is even less visibility at this time.
- There is a great deal of concern about the idea of the Z pod accommodation in this area. They will be seen by a substantial part of Saltfleetby residents from their homes and gardens and by all road users travelling through the village, they will be intruding on the view of the coastline of the Saltfleetby/Theddlethorpe National Nature Reserve which is an important SSSI and, of course the Coastal Grazing Marsh.
- The Council is very surprised that the Trust is not considering the preservation of the cottage. It is an old local landmark and was lived in by a much loved local couple until relatively recently. It could be of historic importance as it was unmodernised and could become a tourist attraction if such a project could be carried out. Failing that, it is difficult to understand why there is no mention of the possibility of it being brought back into use as the District has a housing shortage, or better still, modernising it and using it for accommodation for volunteers.
- The Council are disappointed that the Trust did not offer to attend a meeting with them to explain their plans and perhaps clarify some of the issues that concern the Council.
- The Council are hoping that it will be decided that this application should be considered by the Planning Committee if the Officer recommendation is for approval.
Clerk to draft the response to be submitted on the planning portal and send to all Councillors for feedback. Noted the Council is objecting/opposing the proposals. Clerk to contact Cllr McNally to request that this case be put forward to the Planning Committee.
00907 Draft Budget for 2019/20 – Clerk/RFO presented the first draft of the Budget for the next financial year 2019/20. An amendment was made to the proposed Councillors Expenses budgeted amount. The second draft will be presented at the December meeting.
00908 EK Fund Administrators Contract of Employment – there was a proposal to go into closed session at the end of this meeting to discuss under confidential matters, p BS, s SD.
00909 Financial Matters –
a. Accounts to be paid/authorised
- Clerk’s salary and expenses for October 2018 including HMRC payment
- ICO subscription renewal cost of £40 in Clerks expenses
- McAfee PC Total Protection annual renewal cost of £4.99 in Clerks expenses
- Wreath purchase for Remembrance Service of £20 in Clerks expenses
- Tommy Statue cost to be approved £776.30 (inc VAT)
- PPGM invoice PPGM20181647 for £200 for grass cutting at St Clements Churchyard
It was resolved to authorise all of the above payments, p BS, s SD.
b. Defibrillator Replacement pads x 2 costs of between £40 and £65 each. Council resolved to authorise payment for 1 x twin adult pads cost £77.50 and 1 set of child pads £68.50, p DL, s SC.
c. Flailing cost of up to £720 was pre-authorised, p BS, s SD.
d. Monthly Councillors Report – For the month up to October 2018 was presented by the Clerk to the Council. It was resolved to accept the report, p SC, s BS.
e. Bank Reconciliation and Receipts & Payments Report to 30th September 2018 – was presented by the Clerk to the Council. It was resolved to accept the report, p SC, s SD.
00910 EK Financial Matters –
a. Accounts to be paid/authorised
- Administrators salary for October 2018.
b. Bank Reconciliation and Receipts & Payments Report to 30 September 2018 – was presented by the (Clerk) Fund Administrator to the Council. It was resolved to accept the report, p RS, s SH
- EK accounts for 2017/18 was presented by the (Clerk) Fund Administrator. It was resolved to accept the financial statements prepared by Duncan & Toplis, p SC, s BS
00911 EK Wind Farm Investment – Council discussed the complexities of this item and resolved to ask the Clerk (EK Fund Administrator) to contact Community Lincs and LALC for advice on Financial Advisors to assist in investment planning, p SD, s DL.
00912 Potential Lease on Marshlands Community Centre – Council discussed the complexities of this item and resolved to ask the Clerk to contact Community Lincs and LALC for advice on business planning, p SD, s DL.
00913 Speed Signs – It was discussed and resolved to ask the Clerk to contact local parishes to enquire whether they may be interested in purchasing the speed signs and associated equipment.
00914 BT Telephone Boxes – The costings were discussed and it was resolved to put the item of ‘BT Telephone Box 1’ on the December agenda for further discussion.
00915 Reports from outside bodies – None to report.
00916 Correspondence –
- LALC Training on 29th November for Emergency Planning at Mablethorpe. RAS and Clerk to attend and LD to be on standby if required to attend. The Neighbourhood Planning booking is to be cancelled as it is not required by the Parish Council.
- Emergency Text Alert system - - it was discussed and resolved that the Clerk would register for the service with Lincs Fire & Rescue.
- Winter Grit email received from The Network Resilience Team at LCC – it was discussed that could not expect elderly residents to spread grit roads throughout the winter. Clerk to respond to the email.
- Residents letter to be added to the next agenda for discussion.
00917 Councillor Reports – It was reported that a quote for the village signs was imminent. Put this item on the agenda for December.
It was reported that the Tommy Statue has been ordered. The Clerk has received an order summary with an incorrect billing address and has emailed to request this to be changed. Once the cheque has been received the order will be processed.
LCC Highways Walkabout has been changed from 30th October to 12th November and will be reported on the December agenda.

00920 It was resolved to go into closed session to consider the quotes received for the repair/maintenance of the lych-gate at St Clements Churchyard and quotes for the maintenance of the garden boxes and grassed areas around them.
The meeting closed at 8.53pm and Council went into closed session.
