EXTRAORDINARY WINDFARM COMMITTEE MEETING

Monday 11th August 2025 at St Peters Church 7pm. J Lusby (Chair) 

AGENDA

  1. APOLOGIES and approval for absence.

 

  1. DECLARATION OF INTEREST & REQUESTS FOR DISPENSATIONS – To receive any declaration from Committee Members and to consider any written requests for dispensations and resolve whether to grant acceptance.

 

  1. CONSTITUTION AND PROCEDURES - In order to streamline the Windfarm grant application process the Chair is proposing some different procedures as below: -
  1. The Windfarm must agree its own constitution, standing orders and financial regulations – although the majority will align with the PC ones there will be subtle differences.

 

  1. There will be a separate meeting called for the Windfarm Committee, not incorporated within the Parish Council meeting.

 

  1. Ideally the applications should reach the Clerk at least two weeks before the meeting and the agenda should be displayed for 3 clear days – however there could be situations where this isn’t possible so some flexibility is needed.

 

  1. The three main charity organisations in Saltfleetby which are approved interest groups – Saltfleetby Community Association (SCA), Soloby Events Committee (SEC) and St Peters Church.

 

  1. At the beginning of April each year these 3 main charities need to submit their standing orders, constitutions and policies. The Committee need to have sight of these documents and approve them – this approval will last for the full financial year then and (apart from any renewed insurance policies) will not need to be seen again until the next April.

 

  1. There needs to be 3 members of the committee present to be quorate and the Councillors that have a declared interest in any of the 3 main charities in 5) would not be allowed on the Committee to enable a smoother process going forward. Currently this would mean Cllrs Hatton and Clark would not be on the Windfarm Committee.  If one of the Councillors had an interest in a one-off application they would not be invited to attend the meeting.

 

  1. The Clerk will be in attendance at all meetings.
