Draft Annual Parish Meeting Minutes 23rd May 2023
MINUTES OF THE SALFTLEETBY ANNUAL PARISH MEETING
23rd May 2023 at 7pm at Marshlands Community Centre
Present: Cllr Lusby (Chairing the meeting), 13 residents, 6 Councillors
Apologies for absence were received from Cllrs Aldhouse and Rickett
Prior to the meeting the chairman distributed a precis of the councils’ actions during the past year. The Precis is detailed at the end of these minutes.
The meeting commenced at 7pm.
1. The Chairman welcomed everyone to the meeting.
2. The Chairman explained that there were no minutes of the last meeting available. This may be that due to the number of different clerks that have been employed over the last twelve months, the minutes may be have simply been mislaid.
3. The Chairman invited members of the public to speak about any of the grants obtained from the Gayton Wind Farm Fund in the last twelve months.
The Louth and District Disabled Archery Club stated their gratitude for the bursary grant to a young member of their club for personal archery equipment. The recipient has now progressed to a level to permit her to apply to become a junior coach. A grant was also given to the archery club, which was match funded, to enable training of coaches to be conducted this year.
A representative of St Peters Church described how a grant enabled the footpaths, around the church, to be refurbished with match funding. A small grant was also obtained to help fund the recent Flower Festival. It was stressed that neither of these projects were of a religious nature.
The Chairman informed the public that the documentation relating to the Wind Farm Fund can be found on the Parish Council Website (https://saltfleetby.parish.lincolnshire.gov.uk/)
The public were also informed that the Grant Application Forms had been simplified and that if anyone wanted help completing an application, members of the council were prepared to assist with this task.
A member of the public asked if smaller organizations without committees can apply for funding (eg Bingo). The Chairman informed the public that small organizations can apply via the bursary route.
A member of the public asked if it was not a prerequisite of obtaining a grant that the recipient of the grant should speak at the Annual Parish Meeting. The Chairman didn’t think it was mandatory but would check the specifications and report at the next Parish Council Meeting.
The same member of the public suggested that a letter of thanks should be produced by the recipient. The Chairman stated that this would be investigated and reported at the next Parish Council Meeting.
4. The Chairman Invited Cllr McNally to give the District and County Councilors Report
A Trading Standards campaign against ‘Rogue Traders’
Central Government has provided a grant to District Councils for a Household Support Fund. This is to give financial help to the poorer members of society and includes free school meals and assistance with heating bills. Full details are available on the council website.
The Drainage Board has been awarded a grant of £k900 from Central Government to help with costs. This will help maintain the amount home and landowners pay this financial year. It is unknown if this will continue in future years.
5. Speed Gun Volunteers and Training
Cllr Hatton stated that the Community Speed Watch Project (Speed Gun) has commenced. Three teams had deployed over the last three weeks and had recorded in the order of 30 vehicles exceeding 45mph over three, one hour sessions.
A member of the public asked if the teams could be deployed nearer the Prussian Queen. Cllr Hatton stated that if the number of volunteers increased it would be possible to deploy to more positions along the 40mph section of the B1200.
The Chairman stated that a request for volunteers would be added to the agenda for the next Parish Council Meeting.
6. The Chairman requested any questions from the public.
One resident stated that rubbish was being discarded along Three Bridges Lane.
A member of the public suggested that litter picking volunteers be supported by the Parish Council.
The Chairman stated that this could be discussed at the next Parish Council Meeting.
A Member of the public asked what the timetable was for cutting the grass verges.
The verges had been cut this week and a second cut would take place between 12 June and 16 July.
The Chairman stated that if necessary, the Parish Council would fund additional cuts throughout the year.
A member asked if the area around the Electricity Sub-Station can be addressed with regard to the aesthetics.
The Chairman stated that this would be addressed.
The Chairman stated that the resident responsible for compilation and distribution of the village newsletter had decided to stop this activity. The Chairman said the Parish Council was investigating forming a Sub-Committee to produce the newsletter on a quarterly issue.
The Chairman requested the public to approach members of the Parish Council throughout the year with any suggestions, queries or complaints.
The meeting closed at 7:55pm.
