Draft Minutes of Saltfleetby Parish Council Meeting Held on 5th May 2026

 

Minutes of the Saltfleetby Parish Council Annual Meeting held on 5th May 2026 at 7pm at St Peters Church.

Chair welcomed everyone to the meeting.

 

There were 13 members of the public present plus Cllrs Rickett & Bailey

 

Open Forum for Residents

A resident commented that organisations shouldn’t be making a profit when events are run with the help of Windfarm grants – Clerk to look into this. Another resident commented about the bins outside the Prussian Queen. The Chair informed the meeting that we were still having problems with Natural England regarding the location of another defibrillator. Cllr Ricketts mentioned that it’s possible to get insulated cabinets with solar panels which don’t need a power supply – Chair to investigate. We are waiting for the new posts for the speed signs – the Clerk has chased. The Chair will look at the noticeboard at Marshlands which is possibly in need of replacement. Cllr Bailey to forward the LCC Highway Policy to the Clerk to circulate.

Cllr Lusby was proposed and was returned as Chair unanimously.

Cllr Hatton was proposed and was voted in as Vice Chair.

02356 Personnel Committee with Responsibility for the Clerk

Three Councillors were voted on to the Personnel Committee – Cllrs P Hall, Saul & Harrison

                                                     

02357 Saltfleetby Parish Council Meetings

The meetings will continue to be held bi-monthly still on the first Tuesday of the month starting 7th July 2026.  These dates the Chair has posted on the website

02358 District/County Councillor Report – Cllr Ricketts gave his information to the meeting in the Open Forum and therefore left the meeting (7.39pm) Cllr Bailey didn’t have

any more to report

 

02359 Minutes for approval – the minutes of 3rd March 2026 where approved

 

02360  Annual Governance and Accountability Return (AGAR)

The Chair went through the AGAR form line by line for the benefit of the Councillors and then it was duly signed off

 

02361  Finance report

 

  1. Full year end accounts – these had been circulated by the Clerk and were approved unanimously
  2. Insurance renewal – the Clerk informed the meeting that Zurich’s quote was exactly the same as last year and that CAS didn’t quote as they couldn’t match Zurich – it was unanimously voted to renew the insurance with Zurich
  3. 1st Aid for APM – rather than have this at the annual parish meeting it would be carried out an another village event

 

02362   Rural Crime 

             On investigation of the possibility of the Parish Council running a WhatsApp group it

was found that due to legalities it would be better for Cllr Saul to operation a  WhatsApp group for the communication of suspicious incidents through her private email – therefore this is what she has set up and is inviting residents to join up.  Cllr

Stone will put this new innovation in to his next newsletter.  Cllr MacDonald has been looking into a system with Lincs Police whereby video doorbells are registered.  Currently unsure about the GDPR consequences of this but will update at the next meeting.

 

02363  Automatic Number Plate Recognition

      It is expected that a budget of £7k is required for this and after much discussion the

      councillors voted to buy the equipment (6 for, 2 abstainees - Cllrs Stone & Harrison

      and 3 against - Cllrs MacDonald, Clark & Hatton) funded from the Parish Council.

      There is already a grant of £1k given by the District Councillors towards this.
