DRAFT Minutes of the Saltfleetby Parish Council Meeting held on 7th July 2026 at 7pm at St Peters Church.

Chair welcomed everyone to the meeting.
There were 4 members of the public present plus Cllrs Rickett & Robinson
Open Forum for Residents
A resident commented that the dyke in front of the Church needs filling in – not really a Parish Council issue – need to speak to Cllr Hatton re the Church Committee. Cllr Dean wanted it to be minuted that the Taylor Memorial Garden is completely separate from the Parish Council. A resident mentioned the cars speeding near the snooker club and this has been taken on board by Cllrs Pam and Brian Hall who deal with the speed watch operations and the Chair will speak to the man who runs the speed van and lives in the village. The Chair reminded the Councillors of the Code of Conduct principles that all Councillors are bound by and also that no Councillor should be looking at land independently – this needs to be with the backing of full council – see Standing Order 25 – restrictions on councillor activities.

02368 Minutes for approval - the minutes of 5th May 2026 were approved.

02369 District/County Councillor Report – Cllr Ricketts gave apologies for Cllr McNally. Cllr Robinson mentioned community horticultural grants that were available also improvements in local NHS Access Care facilities that are currently out for consultation. There are some road works going on over the summer which is not exactly ideal for tourists or farmers but the best time of the year for the actual work. The signage for Three Bridges is in hand but the new road surface isn’t due until 28/29 which is unfortunate. Cllr Ricketts mentioned the Pride Team at East Lindsey DC who are available for ‘one-off’ tasks. The new receptacles are being delivered at the end of July for unwanted food.

iii) Lloyds bike tour of Britain – the Clerk brought this bike tour to the attention of the meeting – the 2nd stage of this bike ride will be coming through the village on 3rd September. Marshlands apparently have this on their agenda and are opening for it. Cllr Saul circulated the race route details from the website.

02371 Rural Crime
The speed equipment has now been reinstalled – higher up to deter thieves. Cllr Saul
has a list of people on the WhatsApp group which alerts people to suspicious activity in
the area and is actively encouraging others to join. Cllr Stone is going to pin this on the
‘Chat & Sell’ group. Cllr MacDonald is waiting a response regarding use of CCTV in the
area. There has been two landrovers stolen from Legbourne recently.
02372 Automatic Number Plate Recognition – The purchase of this equipment was approved in
the last meeting. The Clerk brought the agreement with the Police in for signature – it
was signed by Cllrs Lusby & Saul – the Clerk will now return to the Police’s solicitors.
02373 Defibrillators – the Clerk had researched current prices and circulated 3 options however
there was one front runner as it was on sale for £999 (exc vat) including cabinet. It was
resolved that the Clerk should purchase this one.
02374 Freedom of Information Requests – some of the councillors have recently had training in
this subject and Cllr Stone was curious as to whether individual councillors costs could be
reimbursed for printing etc However the Clerk told the meeting that the FOI legislation is
very prescriptive and the cost has to be for 18 hours * £25 per hour (£450) before it can
be recharged and it has to be agreed by the requester beforehand.
02375 Planning
Bluebell Lodge – change of use to an AirBnb – no objections. Alma House – problem with
Japanese Knotwood – Clerk has notified Planning Department but had no response so
will contact them again.
02376 Location of new rubbish bin
This new rubbish bin has now been fixed on the junction with Swallow Gate – there is a
vehicle pull in next to it and the bin will be emptied by the councillors. Cllr Stone is
hoping to get another dog bin too which East Lindsey District Council will empty.
